About this file

This is a Pre-Proposal Inquiry (PPI) Submission Form containing 167 questions and answers related to the CA-7 Secure Space & Restroom Addition project at Naval Station Norfolk, Virginia, solicitation number N4008526R0232. The document clarifies ambiguities in the bid documents, specifications, and drawings to assist contractors in developing accurate proposals.

The project involves demolition and renovation of Building CA-7 to create a secure space with restroom addition, requiring Phase 2 construction work only with specific interface points for utilities, telecommunications, water, sewer, and natural gas provided by others. Key scope includes hazardous material abatement (asbestos, lead paint, creosote-treated wood), RF shielding and security modifications, HVAC and mechanical systems, fire protection and alarm systems, distributed antenna system (ERCES), and fixture/equipment installation. Three separate individuals must fill the superintendent, site safety and health officer (SSHO), and quality control manager roles. The contractor must provide temporary field office trailer, temporary security storage using connex boxes with high-security locks within the perimeter fence, and maintain already-erected security measures during construction. The government will provide security personnel (CST/SSM staff) during normal working hours (0700-1700 M-F) with 72-hour advance notice required for overtime, weekends, and holidays. Proposal submission deadline is August 31, 2026; the project number is 1785959. CLINs 0002 and 0003 cover separately funded FF&E and A/V equipment options with government-estimated values and contractor-proposed handling and assembly costs. The contractor bears responsibility for utility costs, third-party testing agencies for various systems, RF shielding specialist qualifications, and detailed quality control planning including submittals review and air barrier certification through ABAA-approved installers.
