About this file
This is a Pre-Proposal Submission (PPI) Questions and Answers document for federal contract solicitation N4008526R0072, a construction project at Marine Corps Air Station Cherry Point, North Carolina. The PPI contains 21 government responses to contractor inquiries submitted between July 30 and August 5, 2026, addressing technical clarifications and specification interpretations for the CNATT Facilities project.
Key clarifications include: AISC steel certification requirements cannot be waived and remain mandatory; exposed interior ductwork must use premanufactured double-wall construction rather than single-wall with internal liners; all materials, equipment, and personnel must be on-site prior to project commencement; temporary facilities including office trailers, classroom trailers, and a 100-foot by 50-foot insulated fabric equipment shelter must be completely removed at project completion; the foundation design for mobile structures requires North Carolina licensed engineer preparation and Government approval prior to erection; trap seals may be used in lieu of trap primers for floor drains in rooms 121 and 120; and Government-furnished equipment for the High Bay and Armory (including training simulators and armory fit-out) falls outside contractor scope. Additional responses confirm that at least three separate personnel are required to independently fulfill QCM, Superintendent, and SSHO roles, and that electronic proposals must be submitted exclusively through the PIEE Solicitation Module with a maximum file size of 1.9 GB per submission. Outstanding responses regarding environmental data for Operable Unit 14 overlap area and NCDEQ review timelines were noted as forthcoming.
