About this file
This is a specification document for the construction of the P-200 CNATT Facility at Marine Corps Air Station Cherry Point, North Carolina, prepared by NAVFAC Mid-Atlantic as eProjects Work Order Number 17983997. The project involves construction of a permanent Center for Naval Aviation Technical Training (CNATT) facility to replace Buildings 3996 and 3999, including administrative office spaces, five training classrooms, support spaces, small arms armory, and a low-rise high-bay Ground Support Equipment Storage facility. The specification is organized into 33 divisions covering procurement and contracting requirements, general requirements, concrete, masonry, metals, wood and composites, thermal and moisture protection, openings, finishes, specialties, furnishings, fire suppression, plumbing, HVAC, electrical, communications, and site work. Key administrative requirements include mobilization within 60 calendar days of contract award, a preconstruction meeting within 35 calendar days, partnering session within 45 calendar days, regular working hours of 7 a.m. to 3:30 p.m. Monday through Friday, and compliance with Defense Biometrics Identification System (DBIDS) for facility access.
Payment procedures are based on cost-loaded Network Analysis Schedules (NAS) with earned value reporting required within 15 days of award. The contract includes an audiovisual (AV) design services option and separate AV turnkey option with a Government estimate of $1,200,007 for AV equipment, not including the contractor's Handling and Administration Rate capped at five percent. The contractor must provide monthly progress documentation, including digital photographs, updated schedules, safety evaluations, and certified payroll records. Special requirements include HVAC Testing, Adjusting, and Balancing (TAB) with seasonal field work, sustainability reporting per HPSB checklist, building commissioning, facility data workbook deliverables, GIS data submission, and coordination with Navy Intranet (NMCI) contractors. The specification emphasizes contractor responsibility for design-procurement-installation of audiovisual equipment, cybersecurity compliance for facility control systems, proper handling of salvage materials through the base's Qualified Recycling Program, and compliance with EM 385-1-1 safety and occupational health requirements. Red Zone meetings commence at 75 percent project completion to facilitate expeditious facility turnover and closeout.

1.3 EARNED VALUE REPORT
1.3.1 Data Required
This Contract requires the use of a cost-loaded Network Analysis Schedule (NAS). Schedule of Prices must not be used with cost-loaded Network Analysis Schedule (NAS). Use Earned Value Report derived from cost-loaded NAS. Within 15 calendar days of Contract Award, prepare and deliver to the Contracting Officer a Earned Value Report (construction Contract) as directed by the Contracting Officer. Provide a detailed breakdown of the Contract price, giving quantities for each of the various kinds of work, unit prices, and extended prices. Indirect activities (e.g., meetings, presentations, submittals, surveys, haul road or storage yard maintenance, dust control, security) will not be cost loaded. Evenly distribute the costs across the associated construction activities. Contractor overhead and profit including salaries for field office personnel, if applicable, must be proportionately spread over all pay items and not included as individual pay items.
1.3.2 Payment Schedule Instructions
Payments will not be made until the Earned Value Report from the cost-loaded NAS has been submitted to and accepted by the Contracting Officer.
Additionally, the Earned Value Report must be separated as follows:
a. Primary Facilities Cost Breakdown:
SECTION 01 20 00 Page 1
Defined as work on the primary facilities out to the 5 foot line.
Work out to the 5 foot line includes construction encompassed within a theoretical line 5 foot from the face of exterior walls and includes attendant construction, such as pad mounted HVAC cooling equipment, cooling towers, and transformers placed beyond the 5 foot line.
b. Supporting Facilities Cost Breakdown:
Defined as site work, including incidental work, outside the 5 foot line.
1.3.3 Schedule Requirements for HVAC TAB
The field work requirements in Section 23 05 93.00 22 TESTING, ADJUSTING, AND BALANCING FOR MECHANICAL SYSTEMS must be broken down in the Earned Value Report from the cost-loaded NAS by separate line items which reflect measurable deliverables. The value for each pay item listed below will be established on a case by case basis for each Contract. The line items are as follows:
a. Approval of Design Review Report: The TABS Agency is required to conduct a review of the project plans and specifications to identify any feature, or the lack thereof, that would preclude successful testing and balancing of the project HVAC systems. Submit the resulting findings to the Government to allow correction of the design. The progress payment will not be issued until the report is reviewed and approved.
b. Approval of the pre-field engineering report: The TABS Agency submits a report which outlines the scope of field work. The report must contain details of what systems will be tested, procedures to be used, sample report forms for reporting test results and a quality control checklist of work items that must be completed before TABS field work commences.
c. Season I field work: Incremental payments are issued as the TABS field work progresses. The TABS Agency mobilizes to the project site and executes the field work as outlined in the pre-field engineering report. The HVAC water and air systems are balanced and operational data must be collected for one seasonal condition (either summer or winter depending on project timing).
d. Approval of Season I report: On completion of the Season I field work, the data is compiled into a report and submitted to the Government. The report is reviewed, and approved, after ensuring compliance with the pre-field engineering report scope of work.
e. Completion of Season I field QA check: Contract QC and Government representatives meet the TABS Agency at the jobsite to retest portions of the systems reported in the Season I report. The purpose of these tests are to validate the accuracy and completeness of the previously submitted Season I report.
f. Approval of Season II report: The TABS Agency completes all Season II field work, which is normally comprised mainly of taking heat transfer temperature readings, in the season opposite of that under which Season I performance data was compiled. Compile this data into a report and submit to the Government. On completion of submittal
SECTION 01 20 00 Page 2 review to ensure compliance with the pre-field engineering report scope, progress payment is issued. Progress payment is less than that issued for the Season I report since most of the water and air balancing work effort is completed under Season I.
