About this file

Document Type: Class Justification and Approval (CJ&A) for use of other than full and open competition, issued by Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT).

Contracting Activity and Scope: NAVFAC MIDLANT seeks approval to procure Johnson Controls International (JCI) Metasys brand commercial equipment for Facility Related Control Systems (FRCS), specifically Direct Digital Controllers (DDC) for building heating, ventilation, and air conditioning (HVAC) systems at MCAS Cherry Point, North Carolina. The procurement applies to any contract action requiring interface with the identified installation's networked facilities control and monitoring system, commonly referred to as the Cherry Point Facility Related Control Systems (CPFRCS). Authority to act under this class justification extends from May 15, 2025 to May 14, 2030. The estimated total value through April 29, 2030 is redacted; programming controllables typically represent a minuscule percentage of total control installation costs.

Justification and Requirements: The single-source procurement is justified under Title 10, U.S.C. 3204(a)(1), based on standardization and interoperability needs. MCAS Cherry Point performed a business case analysis demonstrating that JCI Metasys equipment minimizes cybersecurity risks, avoids costly Assessment and Accreditation (A&A) delays, maximizes utilization of government-licensed software, maintains centralized programming capability, reduces operational burden on maintenance staff, and prevents cost duplication. All new construction and renovation projects connecting to CPFRCS must use JCI Metasys controllers, including Network Control Modules, Network Appliance Engines, Extended Digital Controllers, Variable Air Volume Modular Controllers, Unitary Controllers, and Field Equipment Controllers. A Sources Sought notice closed November 13, 2024, with three responses; none provided viable alternatives that fully integrate with existing systems and satisfy cybersecurity requirements. The contracting officer determined the anticipated cost is fair and reasonable, and MCAS Cherry Point will continue monitoring the controls industry for potential future competition. Appendix A lists projected projects utilizing this equipment spanning fiscal years 2022 through 2030, including F-35 Flightline Modernization, aircraft maintenance hangars, composite repair facilities, and various special projects, with funding from MILCON and Operations and Maintenance accounts.
