About this file
This is Amendment 1 to a federal contract solicitation for water tank painting and maintenance services. The amendment modifies contract drawings (CS-001) and specification section 01 11 00 to shift contractor responsibilities and add new technical requirements.
Key changes include: (1) deletion of the government's responsibility to drain water, remove cathodic protection systems, and water level float systems, with these tasks now assigned to the contractor; (2) addition of contractor obligations to test cathodic protection systems before and after work in accordance with NACE publication SP0193-2016, with responsibility to repair systems if not functioning properly; (3) contractor responsibility to remove remaining water from the tank after government drains it; (4) contractor obligation to replace the roof vent with a clog-resistant vent meeting AWWA D100-11 Section 7.5 specifications; (5) contractor requirement to replace an undersized overflow pipe with a new pipe per AWWA D100-11 Section 7.3; (6) contractor responsibility for storing and protecting anodes during removal, with liability for replacement if damaged; and (7) contractor obligation to perform pit welding and filling on interior surfaces, welding pitting of at least 1/4 steel thickness and filling pitting with rough edges using solventless epoxy seam sealer. These amendments significantly expand contractor scope and responsibility for tank preparation, testing, and restoration activities.
