About this file

This is a technical service report from PCA Engineering, Inc., documenting cathodic protection system testing performed at Naval Weapons Station Earle in Colts Neck, New Jersey on January 15, 2019. The report details start-up potential testing of a fire water storage tank measuring 50 feet in diameter by 21 feet in height. The galvanic cathodic protection system consists of 20 high potential magnesium anode rods and two permanent copper/copper sulfate reference cells. Structure-to-soil potential measurements were conducted using a Fluke Model 73 High Resistance Voltmeter in conjunction with the reference cells, yielding readings of -0.941 volts for the north side and -1.120 volts for the south side.

The testing results indicate the cathodic protection system is operating effectively per NACE Publication SP0193-2016 standards for external cathodic protection of on-ground metallic storage tank bottoms. PCA Engineering recommends annual testing by qualified corrosion control personnel and maintenance of operational records to demonstrate compliance with performance standards. The report was prepared by NACE Corrosion Technician Randall B. Smith (Certification No. 6339) and reviewed by NACE CP Specialist William J. Simpson (Certification No. 3634). A technical drawing (CW-36142-01) documenting the system layout is included, and a copy of the survey must remain on-site to comply with state regulations.

Att: Mr. Walter Pytlik

Re: PCA Job No. 36142

Dear Mr. Pytlik:

On January 15, 2019, PCA Engineering, Inc. personnel were on site at the Naval Weapons Station Earle, Building 558, Colts Neck, New Jersey facility to perform start-up potential testing of the fire water storage tank.

The fire water storage tank measures 50 feet in diameter by 21 feet in height. The galvanic cathodic protection system designed to protect the tank consists of 20 high potential magnesium anode rods and two (2) permanent copper/copper sulfate reference cells. It was noted that the center reference cell has been moved to the north side of the tank.

A layout of the cathodic protection system is as shown on PCA Drawing No. CW-36142-01.

To test the effectiveness of the galvanic cathodic protection system, structure-to-soil potential measurements were taken using a Fluke Model 73 High Resistance Voltmeter in conjunction with the permanent copper/copper sulfate reference cells.

Mr. Walter Pytlik Re: PCA Job No. 36142 January 23, 2019

PCA ENGINEERING, INC.

The potential readings obtained (-0.941 for the north side and -1.120 for the south side) indicate the cathodic protection system is operating effectively as outlined in the NACE Publication SP0193-2016, “External Cathodic Protection of On-Ground Metallic Storage Tank Bottoms”.

PCA Engineering, Inc. recommends that the cathodic protection system be tested annually by qualified corrosion control personnel.

In addition, records of the operation of the cathodic protection must be maintained to demonstrate compliance with the performance standards.

We trust the enclosed to be complete and satisfactory; however, should there be any questions or if additional information is required, please do not hesitate to contact us.

Sincerely, PCA ENGINEERING, INC.
