About this file
This is an Industry Day presentation from January 2024 outlining NAVFAC's planned land exchange and water/wastewater infrastructure divestiture at Naval Station Newport, Rhode Island. The presentation details a two-phase process where the selected offeror will conduct infrastructure studies including land surveys, condition assessments, and environmental reviews before submitting a Phase 2 proposal covering system characteristics, financing, operations plans, and customer agreements.
The presentation provides extensive details about the current water and wastewater infrastructure, including 60 miles of water distribution pipes serving 1,100 connections with average daily usage of 550,000 gallons, three underground reservoirs totaling 4.4 million gallons capacity, and 785 hydrants. The wastewater system includes 33 miles of gravity lines, 6 miles of force mains, and 15 pump stations handling 1.08 million gallons daily. Key timeline milestones include executing the Exclusivity Agreement by March 2025, completing surveys by January 2026, Phase Two proposal submission in February 2026, and final agreement signing in June 2026.
