About this file
This document is an Executable Scope of Work for repairing Boilers No. 3 and No. 4 at Joint Expeditionary Base Little Creek-Fort Story (JEBLCFS). The project aims to increase boiler steam production capacity by addressing current limitations of approximately 70% and 35% design steam capacity due to boiler casing hot spots and unbalanced air flow. The scope includes comprehensive boiler inspections, air flow modeling, manufacturing and installing correction veins, performing refractory repairs, and recommissioning the boilers for both natural gas and fuel oil operation.
The work will be executed by a subject matter expert contractor who will perform detailed inspections of boiler components, generate computer air flow models, and make precise adjustments to burner systems. Key deliverables include submitting inspection findings, manufacturing specifications for correction veins, and documentation of all corrective actions. Additional requirements include providing gas-free safety engineering, coordinating work times with steam plant staff, ensuring only one boiler is removed from service at a time, and providing necessary scaffolding and access. The boilers are Nebraska-manufactured models NS-E-58, built in 2004, with a rated steam capacity of 60,000 LB/HR and a maximum allowable working pressure of 250 Psig.

Executable Scope eProjects Work Order Number: 1795842 Building: 777 Project Title: Boilers 3 and 4 Repairs Customer: UEM / Matt Hickman Scope By: Chris Loney Date: December 17, 2024
SUMMARY OF WORK:
Boilers No. 3 and No. 4 at JEBLCFS are currently limited to ~70% and ~35% design steam capacity respectively. These limits are due to boiler casing hot spots developing at higher fire rates. Phenomenon occurs on both natural gas and fuel oil fire. Boiler No. 3 and No. 4 have an imbalance of air that sweeps the flame toward the right wall of the Boilers. There is also some soot collecting on the walls, primarily near the front wall. It is suspect the airflow through the wind box, and subsequently the burner, is not quite balanced.
Recommendation would be to perform an analysis of the wind box, make corrective measures to wind box flow, burner adjustments and possibly refractory repairs in order to ‘center the flame’ better and limit boiler skin hot spots. Goal of this task order is to increase boiler steam production capacity while limiting boiler external shell hot spots.
This task order will have a subject matter expert company to perform boiler air flow path inspections, flame pattern models, install corrective burner flow veins, install corrective refractory and recommission Boiler No. 3 and No. 4 burners on site. Goal is to limit boiler casing hot spots at high firing rates.
A. Boiler No. 3 and No. 4 Inspection and Modeling and Whole Plant Muffler
1. Perform inspection of Boiler No. 3 and No. 4 fuel and air flow characteristics. Inspection would include:
a. Open, inspect and clean boiler air intake housing.
b. Open, inspect and clean blower fan blades and housing.
c. Open, inspect and clean air side of generator bank.
d. Open, inspect and clean air side of economizer inlet.
e. Open, inspect and clean air side of economizer.
f. Open, inspect and clean boiler outlet flew gas stack.
g. Access all boiler internal refractory, inspect and clean boiler air box refractory.
2. Perform computer generated air flow modeling. Include burner box, air flow, fuel flow, flame pattern observations and refractory characteristics. Report inspection and modeling findings to
Government.
3. Install high pressure steam export plant muffler designed to capacity of one 60,000 LBM/HR boiler. Muffler control valve to be operated locally and manually.

B. Inspection Reporting
1. Contractor shall submit inspection findings and modeling report to Government prior to performing corrective actions and commissioning. Post inspection report shall include:
a. Inspection reports and any recommended corrective actions.
b. Burner air flow modeling data.
c. Specifications for the manufacturing of burner correction veins and location correction veins to be installed.
d. Recommended boiler burner re-commissioning procedure.
C. Boiler No. 3 and Boiler No. 4 Airflow Correction and Recommissioning
1. Airflow correction shall include:
a. Contractor to manufacture and install air box correction veins per recommendations.
b. Contractor to install correction refractory per recommendations.
2. Burner Recommissioning shall include:
a. Contractor shall perform refractory repairs per recommendations.
b. Contractor will perform on site / at fire commissioning of boiler burners on oil and natural gas.
c. Make adjustments to burner and other burner controls to align burner flame pattern to
OEM patterns.
d. Contractor will provide Government documentation of all corrective actions.
D. Additional Requirements
1. Provide gas free safety engineering if applicable.
2. Coordinate contract work times and efforts with steam plant staff.
3. Only one boiler shall be removed from service at a time.
4. Provide scaffolding and access to subject boilers.
5. Government shall operate boiler systems to support contractor efforts.
REQUIRED SUBMITTALS FROM THE CONTRACTOR FOR GOVERNMENT REVIEW:
Submit six copies of all submittals. Electronic copies will be accepted in lieu of hard copies.
Provide manufacturer’s cut sheets for pre-manufactured items.
Provide sub-contractor shop drawings for dimensioned layouts and construction details.
