About this file
This document is an Amendment (Amendment 0004) to a federal solicitation for a Child Development Center construction project at Naval Support Activity Hampton Roads in Norfolk, VA. The amendment extends the proposal due date from July 23, 2025 to July 29, 2025 by 2pm ET and includes several key modifications: updating numerous contract drawings with revisions from Virginia DEQ review comments, providing responses to pre-proposal inquiries, revising specifications and price proposal forms, and adding documentation like a Justice & Authorization (J&A) for brand name or equal interior finishes.
The solicitation is restricted to Multiple Award Construction Contract (MACC) holders under contract N4008521D0079-0086 for large general construction projects in the Hampton Roads area. Key technical updates include corrections to drawing details such as wall base tags, paint numbers, keynote spellings, and room finish specifications. Notable clarifications address audiovisual equipment procurement, electronic security systems, safety personnel requirements, and various technical specifications for doors, cabinets, solar panel installation, and other building components. The amendment emphasizes adherence to Buy American Act requirements and provides detailed responses to contractor inquiries about technical and procedural aspects of the project.

clamps and IronRidge rails, which are well-suited for this roof type. Flush mounting reduces structural load, simplifies installation, and offers adequate solar performance on a 14° slope. Please confirm if we can proceed with the flush-mount design.
Based on the location of the facility and the existing 14° roof slope, tilt-mounted panels are required to optimize solar performance. Provide proper racking system for the panels to be mounted to the CLT roof structure.
92 Please confirm the racking system (type, manufacturer, and model) specified for the solar installation.
The racking system for the solar installation is a delegated design.

110 Request for Substitution Please see Attached
Any mention of a manufacturer or model is non-binding and was done as a proof of concept. Any piece of equipment that meets or exceeds the minimum rating/spec, is part of a complete and usable system and meets the requirements for Buy America Act is acceptable.
112 In regards to the radiant floor heating, please specific what the pipe material is to be, where the pumps are to be located, and how it ties into the HW systems and expected loads on the pumps.
PEX piping. The zones may operate without pumps on system pressure or located pumps in valve manifold if required by manufacturer. The expected load is shown on keynote 1, 19,000 BTUH, at 115 deg F EWT and 85 deg F LWT which is 1.26 GPM per zone and a total of 19 GPM.
113 Per Spec Section 064116 sub section 2.1.1 it states "framed fronts where indicated on drawings" for face frame members on cabinets.
The drawings do not clearly indicate if face frames are needed. Please clarify if face frames are required or if frameless cabinet construction is acceptable.
Follow details as shown on AE702, AE703, AE704 and AE705 for cabinet construction.
See revised drawings.

129 Note B on the casework detail sheets (AE702- AE706) calls for magnetic locks on any storage cabinets within children’s reach. Is this the case, and if so, could you provide a basis of design?
Basis of design is the Rev-A-Shelf. https://rev-a-shelf.com/rl-series
130 In regards to the Cabinet Toekicks for the Plastic Laminate Casework:
Per the 06 41 16.00 10 Specification, Item 2.10.2 Cabinet Floor Base calls for “Mount floor cabinets on a base constructed of nominal 2 inch thick lumber.” This style of Toekick can have negative ramifications such as the load being distributed to the Base and Tall Cabinets is not extended continuously to the floor throughout the entirety of the Cabinet and Sub Base. This design also carries additional detrimental effects as the Installers of the Cabinets will now be required to perform additional Installation steps by having to construct, set, and level the Cabinet separate bases in addition to the cabinets themselves….increasing the Installation duration
Follow specifications and details as written due to the integral floor base being adhered to cabinet bases.
Page | 13 of the project. Stevens Industries’ produces approximately 200,000 Cabinets annually utilizing our standard and preferred method of Integral Casework Toekick design.
• Could you please confirm that Stevens Industries can utilize our industry preferred Integral Cabinet Toe Kick design?
