About this file

This document is a Standard Form 30 (SF-30) Amendment 0007 for Solicitation Number N4008525R2511, a Design-Build (DB) project to replace backup power generation systems at Naval Support Activity Hampton Roads in Norfolk, Virginia. The amendment provides clarifications and responses to pre-proposal inquiries for contractors, addressing technical specifications for electrical, fire protection, and mechanical systems across multiple rooms including UPS rooms, generator areas, and a Quonset hut.

Key details include scope modifications for fire protection systems, sprinkler installations in specific rooms, dry pipe sprinkler requirements, and clarifications on electrical equipment upgrades. The amendment specifies that contractors must provide design and installation for UPS systems, generators, switchboards, and associated infrastructure, with particular attention to security constraints within a controlled area. The proposal due date remains 15 July 2025 at 2:00 PM EDT, and the government indicates flexibility on some technical specifications, such as UPS configuration and equipment placement, while maintaining core project requirements.

Att. F modified the Part 3, chapter 6 ESR D50 states:

“Provide a selective coordination study, Fault current analysis, and Arc Flash Hazard report for all new equipment to include each subpanel directly connected to this new work…” This would exclude any motor contributions that are not connected to new equipment or existing equipment directly connected to new equipment. Please confirm that studies will not include fault current contributions from large motor loads. Please clarify study requirements.

The DOR needs to perform the calculations in accordance with UFC 3-501- 01, "Electrical Engineering" paragraph 3-2.2 and all applicable subparagraphs.

The DOR will need to examine the site and any available drawings to a degree to support the calculations.

Att. F Part 3, chapter 6 ESR D509002 states:

“Provide a new circuit breaker in the refurbished paralleling gear for a connection point for a portable load bank.” Load banks are typically provided for systems where required periodic load testing cannot be achieved with the connected building load.

The benefit of multiple

3) units very loaded up, to satisfy the 50% and 75% minimum load, without needing to supplement with a load bank. Please confirm the requirement to provide the likely unnecessary load bank connection. If still deemed necessary, please provide desired size for connection box (e.g. 2000A, 5000A).

42 Att. F Part 3, chapter 6 ESR D509002: There is no mention of replacing the existing draw-out breakers in the switchboard. They are over 20 years old, shows signs of rust and no evidence of preventative maintenance being performed recently. Please confirm existing switchboard breakers are to be reused as-is.

Refurbished generator switchgear circuit breakers must be cleaned and conditioned per ATT F.

Existing switchboard circuit breakers of sub 1 are to be reused per the

RFP.

43 The drawings in part six clearly don’t accurately reflect the current electrical distribution system. (e.g. they don’t show the connection of all 3 generators and utility to the generator paralleling switchboard). We assume the DOR who prepared the RFP must have developed an accurate one-line of the facility in order to write an accurate RFP. Please provide that information.

The Contractor must have their DOR develop a design that complies with requirements provided in this RFP.

274-275, RFP Part 3, “Room Requirements”, specifies fire protection system modifications in rooms 199A and 199B, and in the Engine Generator Set Controls Switchgear Room. Fire protection system modifications are not specified for the Generator #3 room, Room 158, or Room 158B.

Please specify any fire protection system scope outside rooms 199A, Provide Sprinkler/fire alarm within rooms 199A, 199B, Engine gen set Controls Switchgear Room, Room 158, 158B, Gen Set 3.

Provide auxiliary drains as required to route dry piping on bldg. exterior.

199B, and the Engine Generator Set Controls Switchgear Room.

RFP requires project to modify existing fire protection systems. Are as-built drawings of existing fire alarm and sprinkler systems available?

As-built drawings are not available for this facility for Fire alarm or Sprinkler systems, all available drawings are provided in

RFP.

RFP Part 3 §D50 describes Base Bid, Bid Option i, and Bid Option ii scope for Electrical work. Please delineate Fire Protection system scope for Base Bid and each Bid Option.

Bid option work follows area of work of other disciplines.

RFP Part 3 §D4010 requires Contractor to survey existing fire alarm system “and provide calculations for capacity of notification and audio signals.” Please specify minimum spare capacity that must be maintained for existing fire alarm notification circuits and batteries.

Provide minimum 10% spare capacity of existing circuits.

RFP Part 3 §D4010 requires modification of “existing addressable fire alarm/mass notification system”. Drawings in RFP Part 6 refer to horn/strobes (i.e., not mass notification). Please clarify whether project includes providing or modifying mass notification system components.

Existing Fire alarm system is EST and horn based fire alarm only. There is no mass notification component connected to the fire alarm system within the building at this time.

RFP Part 3 §D509001 requires firestopping of penetrations at fire-rated walls, partitions, and floors. To provide a basis for firestopping cost estimate, please identify fire-rated construction within areas of work.

Bid per the RFP.

firestop Special Inspector required by spec 01 45 35?

01 45 35 RFP Part 2 Specification 01 45 35 states that a Schedule of Special Inspections (SSI), which lists required Special Inspections, “is included as an attachment to” the spec.

The SSI doesn’t appear to have been included in the RFP; please clarify extent of Contractor’s responsibility for developing SSI.

Please see Continuation Sheet provided with Amendment 0007.

The Government anticipates a structural inspection with work associated with structural modifications to the Quonst Hut for demolition and new work according to your DOR and design.

13526 1.8.5 Please verify that a 40-hour contract safety awareness course for this project will not be required. If the 40 hour safety awareness course is required, please provide a list of required attendees (i.e. only supervisors and foremen, etc.). This is to ensure compliance with the specification.

This will be addressed with the successful awardee post award.

6 A10 Please note that the bid options for the foundations under the engineering systems requirements do not appear to match the bid form provided. The bid form bid option item No 1 states to replace emergency generator #3.

Bid option I on page 281 of the design requirements has the contractor designing/installing foundations for the generator controls switchgear; bid option II has the contractor designing/installing foundations for the switchboard main 2, transformer and medium voltage switch gear primary disconnect. Please provide a revised design requirement matching the bid form.

The only new pads would be for equipment provided under this contract, including the generator in bid option (i) and the LFMV Transformer in bid option (ii). Pads for the switchboard in bid option

(ii) would be up to the Contractor's DOR design.

Existing pads may be reused if feasible. The Government does not anticipate new pads for the UPS equipment, UPS battery cabinets, or generator control switchgear. The Contractor must provide required pads for all equipment per the design. The Government also anticipates a pad for the generator control switchgear load bank connection box, but the exact arrangement would be up to the equipment the DOR selects and the equipment the Contractor procures.

6 D50 Please describe the software that the

Bid per the RFP.

contractor is to include with the new UPS or a basis of design so the contractor may provide the proper software for the UPS units.

6 D50 Please verify that the new network connection from the first floor to the large penthouse communication link, as required per page 307 of the design documents, is to be included in bid option 2. If not, please specify where the cost for this item should be included.

Bid per the RFP.

6 D50 Please verify that the contractor will not be required to provide the temporary generator until the two UPS are to be removed by the contractor.

Bid per the RFP.

6 D50 If the owner requires the temporary generator before the contractor has the replacement equipment on-site, please provide a date that the contractor is to include for the start of the rental period for the temporary generator.

Bid per the RFP.

6 D50 Please provide the standards for the new lighting that will be required for this project. If this cannot be provided, please verify that the contractor will match existing only update to new LED.

Bid per the RFP.

6 D40 Please define the area of work as the contractor is to include wet and dry pipe automatic sprinkler protection and fire alarm modifications in the area of work. Please verify that the contractor will be required to include modifications to the entire building, or only the areas in which work is being performed (i.e. Rooms 199A, 199B, 158, 158 B and the Quonset hut).

Sprinkler system work is limited to the exterior accessed rooms within the scope of work and supply connection within room 159.

6 D50 Please provide make/model & S/N of existing equipment that is to be removed or modified.

This information is unable to be provided, please bid per the RFP.

6 D50 Please verify that the new UPS are to be top-fed.

That is not a requirement of the RFP. Any usable conduits below the slab may be reused if proven.

6 D50 For custom UPS systems such as this manufacturing in the US is limited. Please advise on Buy America Requirements and if they can be waived for the UPS equipment as it is proprietary.

The Government cannot waive the procurement policy, but equivalent UPS configurations will be accepted during the design based upon availability. The Government can accept an N+1 configuration where N is 150-160 kVA output using at least 2 modules in a capacity of 225kVA to 240kVA. Contractor takes all responsibility to make all circuit connection using a minimum of 2 feeders per module + external maintenance bypass.

131 What is the fire alarm manufacturer in building

NH139?

The existing fire alarm system is an EST system with horns and strobes for notification. See Appendix A drawings for location.

132 Please confirm that NH139 & NH-94, there is existing copper or fiber optic cable to connect the remote UPS monitoring systems.

Bid per the RFP.

133 Can you please provide As-builts for Generator paralleling control switchboards? This does not appear in the RFP drawings?

This information is unable to be provided, please bid per the RFP.

134 Please confirm 1 concrete pad will be utilized for both 250KVA UPS cabinets?

Bid per the RFP.

135 Is an environmental permit need for option 1, removal install new generator 3?

Yes.

136 Does the temporary generator require auto or manual controls?

Please bid per the RFP. See Attachment F.

137 Do we need a temporary generator for removal and reinstallation of UPS system?

Please bid per the RFP. See Attachment F.

138 The RFP appears to not have any requirements for communications systems.

However, inside the existing generator paralleling control and switchboard room, located under the steps there is a communications network cabinet. Please confirm that this is not needed.

Bid per the RFP.

139 Inside the existing generator paralleling control and switchboard, there is a small standalone UPS, we assume this is for the communication in the paralleling gear. Please confirm this is not required.

The equipment is supporting PLCs that currently do not work correctly and would need to be removed upon the refurbishment process.

140 2 Part 3, Chapter 6, ESR D50 & D509002

1 Attachment F RFP states to “Provide a new circuit breaker in the refurbished paralleling gear for a connection point for a portable load bank”. There is not room in the existing line-up to provide this circuit breaker. Because of this, a new section would have to be provided at 22” width. There are concerns that the new switchgear section will not fit in the existing room and space needs to be confirmed by others. Please advise on the allowable space.

The circuit breaker would not need to be draw-out for the load test if that saves room. Alternate means and methods like tapping the bus and putting the circuit breaker in the adjacent outdoor connection box would be acceptable.

141 We are requesting clarification regarding the specified 250kVA Uninterruptible Power Supply (UPS) at 208 Volts. After reaching out to major UPS manufacturers, we have confirmed that no standard, native 208V UPS systems are available at

480V is not available in the building. Equivalent UPS configurations will be accepted during the design based upon availability.

The Government can accept an N+1 configuration where N is 150-160 kVA output using at least 2 modules in a capacity of 225kVA to 240kVA. Contractor takes this kVA rating. At 250kVA, the industry standard offering is typically 480 Volts.

all responsibility to make all circuit connection using a minimum of 2 feeders per module + external maintenance bypass.

142 Currently there is no room for the Load bank breaker they have asked for in the existing Paralleling Switchgear. Could we use an outdoor tap box in its place? Would this need a dedicated breaker to feed it or could it be tapped on the bus?

Please see PPI Response #140.

143 The existing units have a different pitch from what the new unit will have due to the age, in order to, correct this we need to install a DPNL and associated equipment to do so we need to know the existing load between the phase to neutral. Please advise.

Bid per the RFP. The voltage is known, but the unbalanced load phase to neutral may vary. The Contractor's equipment vendor and DOR can verify additional information during the design phase.
