About this file
This Standard Form 30 (SF30) Amendment 0002 modifies the solicitation N4008525R2511 for a Design-Build (DB) project to replace backup power generation UPS and PLCs at Naval Support Activity Hampton Roads in Norfolk, Virginia. The amendment provides several key updates, including a continuation sheet for contract specifications, site visit meeting location details, responses to pre-proposal inquiries, and attachments for Cost Loaded Network Analysis Schedules and a parking lot map.
The pre-proposal inquiries address technical clarifications such as contract performance period, equipment procurement, ventilation requirements for battery rooms, use of Building Information Management (BIM), electronic construction management systems, and specific technical standards. Notable responses include confirmation that BIM is not required, the Electronic Construction and Facility Support Contract Management System (eCMS) will be used, and contractors should bid per the original Request for Proposal (RFP) for most technical details. The amendment is issued by NAVFACSYSCOM Mid-Atlantic Contracting Core and is restricted to specific Multiple Award Construction Contract (MACC) holders for the Hampton Roads Area of Responsibility.

3. Pre-Proposal Inquiries
PPI # Page Section Paragraph Question Responses 2 2 General
Requirements:
Time for Completion:
"…shall be 741 calendar days from the date of award…"
Recent experience that supply chain issues and long lead times could mean delivery for electrical equipment can be up to 840 days (anywhere from 12 - 120 weeks depending on the type of equipment) or more. Would the government consider revising the contract performance period to at least 820 days?
No, please bid per RFP.
3 N/A N/A N/A To expedite the procurement of long lead items, although there is some inherent risks, would the government consider approving the selection of certain pieces of equipment prior to the completion of the design?
Yes, the Government would consider approving the selection of certain pieces of equipment prior to the completion of the design.
4 4 General Requirements:
Pre-Proposal Inquires (PPIs): states "All inquires shall be submitted…no later than, fourteen (14) calendar days prior to proposal due date."
14 days does not seem sufficient for the government to prepare a response and the contractor to adjust their proposal/bid accordingly. Can the General Requirements be revised to read that the proposal due date will be no sooner than fourteen (14) days after the PPI responses are published?
Please bid per RFP.

Chapter 6, ESR D50 -
ELECTRICAL,
“SYSTEM
DESCRIPTION”
Requirement 1.
VRLA AGM maintenance free batteries are to be provided with new UPS systems to be located in Rooms 199A & 199B, VRLA AGM batteries require a ventilation per UFC 3-520-05 Section 2-3.2 to maintain concentrations of hydrogen gas in the battery room below 1% concentration.
Is there a current ventilation system installed in rooms 199A & 199B, and if so, are the existing systems to remain or to be replaced? Also, Maintaining the battery installation within the optimal temperature range (68-77° F) reduces the possibility of thermal runaway in VRLA batteries per UFC 3-520-05 Section 2-3.3 Thermal Management, is air conditioning currently installed in rooms 199A & 199B? If so, please indicate existing HVAC serving room, and if new, replacement, or supplemented HVAC system is required, , as well as desired room temperature and relative humidity.
Please bid per RFP.
Note: Per IEEE 484 Section 5, a battery area that meets the ventilation requirements (maintaining H2 levels below 1%) should not be considered a classified(hazardous) location; thus, special electrical equipment enclosures to prevent fire or explosion should not be necessary nor installed in this space.
