About this file

This document is a Standard Form 30 (SF-30) Amendment to a Navy solicitation (N40085-25-R-0147) for renovating Annex 705 at Naval Station Norfolk, Virginia. Amendment 0004 provides updates and clarifications to the original solicitation, including:

The amendment includes updated General Requirements (Revision 2), Design Revision 1, Revised Supplementary Instructions to Offerors, and responses to Pre-Proposal Inquiries (PPIs) 1-4. Key changes involve clarifications on technical specifications, such as shop drawing requirements, electrical receptacle details, and telecommunications infrastructure. The proposal due date was extended to September 25, 2025 at 12:00 EDT. The project involves renovations for three annexes (LP-21, LP-33, and LP-34), with work including electrical, telecommunications, security, and architectural updates. The renovation will involve completely vacating each annex during construction, while maintaining operational status of the surrounding hangar and administrative areas.

1.3.2( a)

This section states that shop drawings must bear a PE seal and prepared by, or under the immediate supervision of, the FPQC. While this is per the unedited guide specification, it is also somewhat contradictory to paragraph 1.5.5, which only calls for FPQC review of the submittal. Please

Delete the 2nd and 3rd sentences of 28 31 70 ¶1.3.2.a ("Construction (shop) drawings and calculations must be prepared by, or prepared under the immediate supervision of, the FPQC. The FPQC must affix their professional engineering stamp with signature to the shop drawings, calculations, and material data sheets, indicating approval prior to submitting the shop drawings to the DFPE.").

This change provides consistency between Sections 01 45 00, 21 13 13, and 28 31 76.

advise if the 2nd and 3rd sentences of 1.3.2(a) may be deleted. Note that we have routinely deleted these sentences on projects where we are the designer of record, without objection from NAVFAC ML FPEs.

Due to supply chain issues along with labor shortages, delivery of material for construction material can vary widely from system to system. Please verify that if the contractor is not able to get material in time to start the project, the contractor may receive a time extension without the owner accessing liquidated damages for the project. LP-21, LP 33 and LP 34 each have a telecom room in Area A and Area B.

Is it the governments intent to have Area A horizontal cabling head end to the Area A telecom room, and the same for Area B?

The design direction was to have a dedicated telecom room (TR) for Area A and Area B. The horizontal drops identified in those areas would be installed back to each dedicated TR. The only connection between the TRs passing over the secure boundaries would be the fiber backbones.

09/1 6/25

LP-21, LP 33 and LP 34 each have a telecom room in Area A and Area B.

The design direction was to provide a secure and non-secure Telecom Room for each building.

Cabling types are provided in the Area Telecom Plans and further identified in the Telecom Outlet details in the T500 sheets.
