About this file

This document is a Questions and Answers (Q&A) file for a Navy contract (Solicitation #N4008525R0131) to replace the Entry Control Point (ECP) Canopy at Building 380, Dam Neck Annex. The project involves constructing a new perimeter security and main entry canopy, with specific requirements including CCTV camera installations, electronic security infrastructure, and lighting system modifications. The government will allow flexibility in construction methods while maintaining dimensional constraints and corrosion resistance standards. DEVGRU (Naval Special Warfare Development Group) will self-perform the electronic security and security infrastructure work. The project requires demolition of existing temporary lighting and conduits, and the government has clarified that field verification of existing foundations is not required, with design verification to be performed using provided drawings.

Page Section Para. Dwg #

The drawings issued with the RFP entitled "P527 SOF Perimeter Security & Main Entry Improvements" are the drawings for the main entry to Dam Neck Annex and is not the as-built drawings for the entry canopy to the NSWDG area. Will the government consider issuing the same drawings it issued for the previous canopy demolition project?

Drawings were provided. Please refer to Amendment 0001.

The previous canopy structure, before the demolition project, was framed with open steel space frames. Is the government married to this concept with respect to asthetics? Will the government consider framing the new canopy with conventional w-section beams and girders, galvanized?

Government will consider all construction methods within the dimensional constraints provided in the RFP and properly prepped for corrosion resistance due coastal enviroment.

3 Part 3 D5030, D5090

During the previous demolition project, the DEVGRU group insisted on self performing all of the work associated with the security arms, badge readers, and electronic perimeter security system including conduit, conductors, and devices. Is this issued fully coordinated with DEVGRU and the accurately reflected in the RFP?

Electronic security and supported security infrastructure will be self-performed by DEVGRU.

4 Part 3 D5030 If we are to provide the empty conduit system for the CCTV camera system, how many camera locations are required, is one camera per drive lane sufficient ?

Provide two camera location mounting boxes for each drive lane. One location shall be at the lane entry point and one location shall be at the lane exit point. R.Ballance, PE, PDC44 TDC

RFP states to "field verify all foundation sizes and locations prior to design and construction of the new canopy roof." In order to field verify the foundation sizes, the existing pavement, curb, electrical conduits and other existing elements would need to be removed. Removal of the existing pavement would be disruptive to the gate operations. As a value engineering alternative, the government could take liability for the existing foundation sizes and direct the contractor and A/E to use the foundation sizes indicated on the existing contract documents.

A/E would be responsible for design verification of existing foundations only. The foundations should have been observed as part of special inspections for the orginal construction;

therefore, the foundations should have been installed per the original contract documents. Therefore, the risk to the government for taking the liaiblity for existing foundation sizes would be minimal. Please confirm the requirement for field verification of foundations should remain as an RFP requirement or confirm the requirement can be removed and the government will take the liability for the eixsting foundation sizes.

Field veritfication not required. Design verification should be preformed using drawings provided.

After completion of the new canopy and the new canopy lighting system are we to include the removal of the existing temporary lighting and conduit?

Yes, demolition of the existing temporary lighting fixtures, conduit, wire back to the circuit origination point or overcurrent device, boxes, and supports is required. R.Ballance, PE, PDC44 TDC

Part 6 of the project documents are missing. Could you verify that they were provided with the RFP? These items are critical to our ability to quantify the scope for some trades.

Part 6 of the project documents were provided with the RFP via DoD Safe to the MACC holder point of contacts.
