Can we obtain the record drawings and one-line diagrams for the existing generator to Bldg. 292 and what is served from the existing generator.
See record drawings provided. No other drawings are available. As stated in the RFP, the Design Build
Contractor must not solely rely on the reference drawings to determine existing conditions, but must field verify all existing conditions pertinent to the project.
Is the current generator sized for what services the customer is requiring emergency back-up for now or will it need to be increased in size to capture some new additional loads since the installation of the existing generator.
Size generator according to the requirements of the
RFP.
Who is the natural gas POC for coordination purposes. If the natural gas is by local provider what will there portion of the project scope be theirs and from what point will the DOR be responsible? Or will the DOR design the entire effort of disconnecting the gas to the existing generator back to the building.
NAS Oceana natural gas provider is Virginia Natural
Gas (VNG). All natural gas work in this contract is downstream of the VNG meter. DOR is responsible for entire natural gas design effort. Contractor/DOR may need to contact VNG for shut off and opening of valve at meter.
Can a triple hat QC, Super, and SSHO be used on this project?
No, as stated in the RFP, the Superintendent may serve as the Site Safety and Health Officer. The
Superintendent may not serve as the Quality
Control manager. 0003
Aside from the subbase diesel generator tank, is another fuel tank required for additional power supply greater than 24 hours?
Another fuel tank is not required.
Is there a desire for steel access platforming and stairs up to generator enclosure?
No.
Confirm desired elevation of 6" above grade is acceptable for foundation with respect to base flood elevations / freeboards.
Provide as stated in the RFP.
Will the government allow 1 person to serve as the Superintendent, SSHO, and QC Manager?
No, as stated in the RFP, the Superintendent may serve as the Site Safety and Health Officer. The
Superintendent may not serve as the Quality Control manager. 0003

Providing final files via a disk is not the preferred method for CMMC compliance. Would it be acceptable to transfer files via a secure file site such as DoDSafe?
As stated in the RFP, project close-out deliverables are to be provided on a DVD and via DoD Safe file transfer.
Part 3 2.1 Please provide NAS Oceana/Dam Neck
Installation Appearance Plan (IAP) IAP to be provided.
Part 3 4 Please provide additional as-built drawings noted in the RFP.
Complete as-built drawings provided. These are the only as-built drawings available. 0003
Part 3 D2090
Will any interior finish work be needed for the repairs to the building envelope where the gas piping is removed?
Yes, interior finish work will be needed to repair the building envelope where the gas piping is removed. 0003
Part 3 D50 Are any new penetrations through the building envelope anticipated for the electrical work? No new penetrations are anticipated. 0003
Part 3 D50
Are any existing penetrations through the building envelope or building interior anticipated to be infilled or patched for the electrical work? If so, are any of these walls fire-rated?
It is anticipated that there will be penetrations that will need infilled or patched for the electrical work.
Fire rating is unknown. Contractor will need to determine. 0003
17 Is a BIM model a deliverable for this project? No BIM model required. 0003
Will this project use word docs or Dr Checks for the design reviews?
As stated in the RFP, word docs will be used for design reviews. 0003
19 Will eCMS be used for this project? eCMS will not be used for this project. 0003
20 Is a temporary ATS and backup diesel generator be required during downtime and testing. Not required. 0003
The Specs call for temporary sanitary sewer on this project. Is this a requirement?
The only sanitary sewer requirements necessary are as stated in the OC-SOP-WA-14 in Part 6, Attachments. Any other temporary sanitary sewer is not anticipated. 0003
22 Part 3 Statement of
Work
Part 3 statement of work 4.0 states: “Note:
Building 292 must remain in operation for the duration of the construction period. This contract will require construction sequencing in order to maintain ongoing Activity operations in Building
292. All utility outages (electrical, HVAC, water, sewer, fire alarm, fire sprinkler communications, etc.) must be approved by the Activity and scheduled for after hours, weekends and/or
Federal Holidays.” Please confirm that
“maintaining ongoing activities” does not include providing a temporary back-up generator while the permanent back-up generator is replaced.
A temporary back-up generator is not required for this project.
It appears from the record drawings that the generator currently supplies Article 700 emergency loads (egress lighting, fire alarm, etc).
It also appears that there are loads on the panel that would not be considered emergency loads
(“exterior ltg”, “site ltg”, “air comp”, “sewage ejector pumps”, “jockey pump”). IAW NEC 70, 700.5(D), transfer equipment may only supply emergency loads. If both emergency and non-emergency loads need to be supplied by the
EPSS, then this will require more than one ATS.
Please confirm whether or not the generator is part of an EPSS supplying NEC Article 700 loads.
The record drawings provided are for information only and may not reflect current conditions. The scope of work only requires one ATS.
24 Part 3 D5090
Part 3, D5090 states: “Provide and install new service entrance rated, open transition, 3 phase, 600V, 60 Hz, 150A, automatic transfer switch with maintenance bypass in same room existing switch removed from. Based on the record drawings, the existing ATS is a non-service entrance rated, 4-pole, non-bypass/isolation type wall-mounted switch. This switch is not used in a service entrance application. The type of switch required by D5090 could be 80” tall, 36” wide and
30” deep. UFC 3-540-01 2-5.3.2 requires ATS with integral bypass isolation for Emergency
(Article 700) systems. Please confirm whether or not bypass/isolation and service entrance rating is required for the ATS.
Service entrance rated requirement has been removed per Addendum 0002
NEC 70, 700.3(F) requires temporary source of power (e.g. manual transfer switch and connection box for portable generator) for emergency systems relying on a single alternate source (with some exceptions). Please confirm whether or not this is an Article 700 system, and if it is, whether or not any of the listed exceptions are met.
Temporary source of power is not required.
NEC 70, 700.32 requires selective coordination with all supply-side OCPDs. This most likely will not be possible with the existing fuses and circuit breakers on the supply side of the new generator and ATS. Please confirm whether or not this is an
Article 700 system. If it is, please confirm that the contractor is not responsible for selective coordination of existing OCPDs.
The contractor is not responsible for selective coordination of existing OCPDs.
Are CAD files available for the existing site/floor plan?
CAD files are not available.
Please confirm that geo-tech and civil/site survey is not required during the design phase.
A geotechnical engineer is required in accordance with the RFP, Part 3, Chapter 6.0, Section A10
FOUNDATIONS. The government does not require a civil/site survey to be performed; however, existing grade elevations at the equipment pad will need to be determined in order to properly place the pad in accordance with the RFP, Part 3, Chapter 6.0, Section
A10 FOUNDATIONS. 0004
