About this file

This document is a set of questions and answers (Q&A) related to a naval construction project at Portsmouth Naval Shipyard (PNSY), specifically involving work in Dry Dock 2. The Q&A covers technical details about scaffolding installation, concrete repairs, project specifications, and logistical considerations. Key points include confirmation that work can be completed in one phase, scaffolding can be installed along the entire wall, and the contractor is responsible for coordinating work sections, maintaining safety, and meeting concrete placement specifications. The navy clarified that Div 3 specifications are included in the spec package, no time extensions will be granted, no offsite property is available for laydown, and contractors must source their own subcontractors and vendors while meeting project requirements. Additional clarifications were provided on equipment usage (such as boomlifts), utility locating, and the need to follow the outage process for any work disruptions.

First set Questions:

1. Is the work in Dry Dock 2 able to be completed in 1 phase? Or will it have to be broken up?

a. Specifically, to scaffolding installation: Can we scaffold the whole wall and leave up? Or will we have to work in sections? If in sections how much can we expect at one time?

2. The legend on S103 tells us to reference S301 for additional information on the concrete repair area. There is no page S301, can this be provided or is there another page we are meant to reference

First set Ans:

1. Work in DD2 can be completed in one phase without demobilization. 1a.

Scaffolding can be installed along the whole wall and left up, however specific sections subsections may need to be coordinated with the shipyard and therefore prioritized to deconflict usage. Contractor must maintain a safe and stable wall during demolition and all phases of construction as well as meet concrete placement size and limitations in accordance with the drawings and specifications.

2. The legend should be referencing sheet S104.

Second set Questions

1. Can we get a 2 week extension?

2. Can we get Div 3 Specifications? The bid package only included Div 1 and Div 2.

3. Does the navy own any offsite property that we can use for laydown space for deliveries, so that deliveries may be sent by our own trucks?

4. Who does PNSY use for locating companies for locating any utilities embedded in concrete surfaces?

5. Are there drawings of existing structures where rebar replacements are required, so that we have an idea on size and quantity of rebar to be supplied?

6. Are there other approved electrical contractors on site that we can contact for electrical support for this project, beside E.S. Boulus?

7. Do you have a list of pre-approved vendors i.e. redimix, rebar supply, misc concrete products, concrete testing, etc….

8. Are boomlifts allowed in the dry dock?

9. Can we services the work within the dry dock continually along the dry dock with a small carry deck crane?

10. Can we get a specification for the Polymer Modified Concrete that is required for all of the concrete repairs per the drawings?

11. Will an extended outage be given for concrete repairs and concrete beam replacement around pump well pumps?

12. Will PNSY give us the required shoring capacity to support structural steel beams for bearing pad replacements and replacement of the reinforced concrete beam?

13. Quantities are given for different type and areas of repairs on drawing S001. The bid form shows lump sum bid items for each of the repair areas. Could the bid form be modified to provide unit prices for differing types of repairs in the event that quantities exceed what is shown in drawing S001.

14. We would like to set up another site visit next week.

Second set Ans:

1. No, there is not enough time for an extension.

2. Div 3 specifications are included in the spec package, please scroll past Div 01 and Div 02.

3. No

4. Contractors are responsible for their own third part locating and the navy cannot recommend a company.

5. Contract drawings show existing rebar for most major repair areas.

6. Navy does not have “approved” subcontractors, contractor is responsible for finding and hiring subcontractors that meet project requirements.

7. Navy does not have “approved” vendors, contractor is responsible for finding and hiring vendors that meet project requirements.

8. Yes as long as they meet EM385 requirements, and fit in the space allocated for this contract.

9. I am unsure as to what this question is asking, but the contractor should NOT assume that they will have topside access along the dock wall continuously for a crane. There are roads, portal cranes and walking paths that will need outages for work to occur in those places.

10. See spec section 03 31 29.10 Marine Concrete and spec section 03 01 00 Rehabilitation of concrete.

11. All outages must go through the outage process and it is not possible to answer this question without detailed location, size, scope, duration and outage type specified.

12. The Contractor must provide the proposed shoring capacity for government to review and approve.

13. No the bid form will not be modified.

14. There will be no additional site visits.
