About this file

This document is Amendment 0004 to Solicitation N4008524R2826 for the Dog Kennels SAW361-SAW364-RR476 Repair Project at MCB Camp Lejeune and MARSOC.

The amendment provides responses to contractor questions regarding the flooring system requirements. The agency clarifies that removal of the existing epoxy flooring will result in surface imperfections, and a thin 20-mil coating system would not be acceptable. Instead, the contractor shall remove the existing epoxy, repair any masonry, and install a two-part epoxy flooring system per the kennel flooring guidance in MCO 5585.5a. A mortar system is not required. The agency also confirms the flooring is a two-part epoxy, but the thickness will vary due to previous repairs. No cove base is required. All other terms and conditions remain unchanged.

CONTINUATION SHEET

1. QUESTION: It is understood the Scope of Work requires the removal of existing old epoxy coating and recoating these surfaces with a PPG Flooring thin mil coatings system. An invited epoxy flooring sub-contractor has raised concern the finish product would not be acceptable.

Removal of the existing epoxy will require a jack hammer, scarify, and hand grinding of these areas. This will cause significant gouges, divots, cracks, etc. that will telegraph through a thin 20 mil system. Please consider that similar scope of work for previous dog kennel recoating contracts required removal of the existing epoxy, skim coated with a new 1/8"-3/16" epoxy or urethane mortar, grout coated with a 5-7 mil pigmented topcoat and then for the urine and UV resistance a urethane topcoat.

a) Please confirm the final product will be acceptable with the gouges, divots, cracks, etc.

telegraphed thru the 20 mil. system.

ANSWER: Not acceptable.

b) If the appearance described above is not acceptable, please modify the scope of work to one like that described above.

ANSWER: The contractor shall remove existing epoxy. Repair any masonry where new epoxy is to be installed and maintain proper slope to any drains. All work should be performed per manufacturer’s specifications and the kennel flooring guidance in the attached MCO 5585.5a.

2. QUESTION: Is this just a coating or is it an epoxy mortar system?

ANSWER: Product is a two-part epoxy system.

3. QUESTION: What's the thickness of the existing?

ANSWER: Thickness will vary throughout the kennels. This is due to previous repairs and some area having more wear than others.

4. QUESTION: General description of Scope of Work indicates to install PPG WB Urethane Gloss. This is just a topcoat installed about 6-8 mils. This product needs at least a primer.

However, there is no primer indicated. Also, because it is just a topcoat, it will not hide any imperfections from the removal.

ANSWER: Refer to the application instructions for specific primers and intermediate coats for application and curing procedures for the product used.

5. QUESTION: Another note, the Kennel Epoxy Flooring Guidance indicates installation of a 3/16" epoxy mortar system will provide a long-term finish for the flooring. Is a mortar system to be installed or not?

ANSWER: Mortar system is not required.

N40085-24-R-2826 Amendment 0004

6. QUESTION: Is the existing epoxy flooring have an integral cove base? Is one needed for the new epoxy flooring?

ANSWER: No cove base required.

7. All other terms and conditions remain unchanged.
