AMENDMENT 0005
Pre-Proposal Inquiries & Responses
5. Question: Section B, B.6 refers to Construction wage rate wages are included in this solicitation. Can you please itemize the construction work that is expected to be included in this solicitation?
Response: This solicitation construction wage may apply to all prime contract and subcontract laborers and mechanics performing construction, alteration, or repair work on elevators task orders. Service determinations may be issued with the recurring work and construction determination for the non-recurring work. Refer to Annex 0200000 - Management and Administration, Section C, Spec Item 2.14 thru 2.15.3. Task orders will be ordered under the non-recurring portion of this solicitation.
6. Question: Item No 0001(Exhibit A) refers to including demolition, minor construction, restoration and modernization for all the vertical equipment. In order to have a reasonable bid for all bidders, this scope is so ambiguous it would be near impossible to give a reasonable comparative bid/price to include an indefinite quantity of items and work. In order for bidders to submit a fair bid, a clear scope of work of what is to be included is needed. The liability on an indefinite scope of work is so large that the pricing for the same would be outside any reasonable cost range. Please define what work is considered “demolition” for this contract. Please itemize all demolition work expected to be incorporated in this contract including existing known items.
Please define what work is considered “minor construction”. Please itemize all minor construction work expected to be incorporated in this contract including existing known items.
Please define what work is considered “restoration” for this contract. Please itemize all restoration work expected to be incorporated in this contract including existing known items.
Please define what work is considered “modernization” for this contract. Please itemize all modernization work expected to be incorporated in this contract including existing known items.
Response: Refer to Section J, attachment J-0200000-19 ELINs, these Exhibit Line Item Numbers (ELINs) reference work requirements including the associated Spec Items, Attachments, and other pertinent information required to provide pricing. Additionally, refer to the following attachments in the solicitation: Section C, Annexes 0100000 - General Information, 0200000 – Management and Administration and 1502000 – Facility Investment. Section F - Deliveries or Performance, Section J, Annexes 0200000 - Management and Administration, 1502000 - Facility Investment listed in the solicitation, these attachments contain work requirements, specifications, performance standards, equipment inventories, and submittal requirements necessary to successfully bid on this solicitation.
7. Question: Item No 0002 (Exhibit A) refers to items listed in question 2 but for “non-recurring work”. Can you please define and elaborate how to price unknown work? Normally this would be an hourly rate for regular time and overtime and a percentage markup on parts but the solicitation is one line item with an indefinite quantity. Can you please define all items that are considered to be “non-recurring work” in order for bidders to submit a clear and comparative bid for these CLIN line items?
Response: Refer to the Non-Recurring Tabs in Section J, attachment J-0200000-19 ELINs (CLINS 0002, 0004, 0006, 0008, and 0010) listed in the solicitation to provide pricing accordingly.
8. Question: It was stated during the site visit that if a crane is needed for hoisting or rigging a machine that the costs of the crane are to be included in the base price. Can you please define what crane work is to be included in this contract and all known existing needed crane work?
Response: There is no crane work under the Recurring portion of this solicitation. If work is requested that requires a crane, this would be a Task Order under the Non-Recurring portion of this solicitation and the Contractor would be required to provide an estimate per the work requirements received. Please refer to Section C, Annex 0200000 - Management and Administration, Spec Item 2.15.2.2 Non-Recurring Work Preparation of Proposals.
However, Weight Handling Equipment shall be included in the recurring price for all certifications. Refer to Section C, Annex 0200000 – Management and Administration, Spec Item 2.9.4.4 Critical Lift Plan, Spec Item 2.9.5 Crane Operations, Spec Item 2.9.5.1 Crane Inspections, Spec Item 2.9.5.2 Rigging Gear, Spec Item 2.9.5.3 Crane Operators, Spec Item
2.9.6 Accident and Damage Reporting and Spec Item 2.9.6.1 Accident Reporting and Notification Criteria.
9. Question: Section B., B.14 refers to unit pricing for labor but line items for hourly labor rates.
Exhibit A refers to before and after regular hours. Please define regular working hours. Please define when these hourly prices would be utilized as CLIN Item No 001 includes all recurring work?
Response: Per Section C, Annex 0200000 - Management and Administration, Spec Item
2.2.1 Government Regular Working Hours: The Government's regular working hours are from 0700-1600, five days per week, Monday through Friday, except observed Federal holidays. Exceptions to the regular hours of operation are detailed in subsequent sections of this PWS. Work in certain annexes or sub-annexes require Contractor response to emergency trouble calls, 24 hours a day, every day of the year including holidays. The performance of other work requirements shall be accomplished within the Government’s regular working hours unless the specific work requirement specified herein necessitates otherwise. Any work outside Government regular working hours may be considered premium (overtime) hours that requires coordination and prior Government approval.
The hours referenced in Section B., B.14 are referring to Unit Priced Labor Hours listed in the Non-Recurring ELINs (e.g., ELIN A700, A701, A702). These hours quantify the capacity of Non-Recurring Task Order work allowed. Refer to Non-Recurring Tabs in attachment J-0200000-19 ELINs listed in the solicitation.
Per Section C, Annex 0200000 - Management and Administration Spec Item 2.15.2 Unit Priced Labor (UPL) Work (Negotiated):
The Contractor shall perform all UPL Work in accordance with the scope of work and delivery schedule negotiated per each service order or task order. UPL Work is defined as non-recurring work that utilizes negotiated labor hours and materials to accomplish a task not required by the recurring work portion of the contract. UPL includes separately priced labor, material, and equipment exhibit line items.
Per Section C, Annex 0200000 - Management and Administration Spec Item 2.15.2.1 Unit Priced Labor (UPL) Hour:
The fully burdened unit price bid by the Contractor to perform one hour of work-in-place.
With the exception of direct material and construction equipment costs, the unit priced labor hour price shall include all indirect and direct costs associated with performing work, such as: the Contractor’s hourly composite trade wage, adjusted to allow for workforce productivity; sub-contractor cost, costs for pre-expended bin materials, shipping and handling, wage determinations, union agreements, crew sizes, hand tools, equipment, universal equipment (excluding construction equipment), mobilization, demobilization, payroll burdens and fringes, overtime, job (field) overhead, clerical support, supervision, inspection, fees, taxes, licenses, permits, and insurance, general and administrative (home office) overhead, profit, and all other associated markups.
Any indirect cost or additional markups not allowed in the definition of Direct Materials Costs shall be included in the UPL hour price. Additionally, time for job preparation, safety standby personnel, and similar indirect labor elements shall be included.
All work performed before and/or after Government regular working hours may be considered premium (overtime) work hours that requires coordination and prior Government approval.
Refer to technical Sub-Annex 1502000 - Facility Investment, Spec. 1.1 Concepts of Operation.
10. Question: Are service calls outside of regular hours billable for either included work or extras? Is travel time billable on overtime?
Response: Service Orders are pre-negotiated; each Service Order will have a quantified amount of on-site labor hours specified. Emergency Service Orders and Situational Arrest Service Orders shall be performed outside of regular Government working hours. Refer to Section C Annexes, specifically Sub-Annex 1502000 Facility Investment, Spec Items 3.1 thru 3.1.5 and Section J, attachment J-0200000-19 ELINs listed in the solicitation.
Travel time is not billable per Section C, Sub-Annex 1502000 - Facility Investment, Spec Item 3.1, “The Government will NOT pay travel expenses for locations covered under this contract.”
11. Question: Historically, this bid included a mechanic for 40 hours a week on site. We have not found a scope of work and requirements for elevator maintenance and repair beyond maintaining to code. What are the requirements for hours per month per elevator for maintenance? Are you looking for a full-time mechanic on site? If not, what are the expectations for a mechanic to be on site?
Response: There is no listed requirement for hours per month per elevator for maintenance. This is a performance-based contract, the offeror is to determine the amount of time required to maintain each elevator to OEM specifications/requirements, safety compliance, code compliance, and all other requirements identified in this solicitation. If the offeror determines that the Recurring Work and Non-Recurring Work workload and work requirements specified in this solicitation, such as but not limited to Preventative Maintenance Program, Certifications, service order work, and task order work require a mechanic for 8-hours a day, 40-hours per week, then the offeror should staff accordingly.
The Government will not provide any facility or property for Contractor personnel under this solicitation.
12. Question: Since a walkthrough of all elevators was not part of the site visit, are existing repairs and deficiencies billable?
Response: During the site visit the offerors personnel determined that looking at every elevator was not necessary and inspecting a few of the different types of Vertical Transportation Equipment was all that was requested.
Refer to Section C Annexes in the solicitation, specifically Sub-Annex 1502000 - Facility Investment, Spec Item 3.2 thru 3.3.
Below is an excerpt from Spec Item 3.2 Preventative Maintenance (PM) Program:
“The Contractor is fully responsible for and shall perform any repairs, including replacement of equipment & components identified during scheduled preventative maintenance work up to a total of $500 per occurrence in direct material and labor costs under the recurring work portion of this contract. 13. Question: Are 3rd party inspection fees to be paid by the Contractor or NAVFAC?
Response: There are no third-party inspections. The NAVFAC VTE Inspector will provide the official certification signature; however, the contractor will execute the certification requirement with NAVFAC oversight. Refer to Section C, Annex 1502000 – Facility Investment, Spec Item 3.3 Inspection, Testing, and Certification Program, and Spec Item
3.3.1 Vertical Transportation Equipment (VTE) Inspection, Testing, and Certification.
14. Question: Are the following excluded from what is considered included recurring work:
repairing or replacement of any components of the elevator cab, elevator floor covering, hung/drop ceilings, light fixtures and bulbs, car sills, face plates for signal fixtures, any batteries associated with the equipment, telephone service, communication devices, intercom or music systems, ventilators, emergency power generators, air conditioners or heaters, media displays, the hoist way enclosure doors, frames and sills, hinges and closers on swing doors, emergency lighting and power units, or components installed or connected for emergency standby power use, main line power switches, breakers and feeders to control equipment, replacement of obsolete parts or equipment (defined as parts components, or equipment either 20 or more years from original installation or no longer available from the original equipment manufacturer or an industry parts supplier, replaceable only by refabrication), smoke detectors or sensors for Fireman's Control Feature. On Hydraulic elevators, hydraulic cylinders and plungers, buried or unexposed piping, rams, and excessive or abnormal loss of hydraulic fluid. This contract does not cover computer and microcomputer devices such as terminal keyboards and display units.
Response: The Contractor is responsible for all parts, components, apparatuses, and devices associated with all elevators and elevator systems listed in the inventory.
Refer to Section C Annexes in the solicitation, specifically Sub-Annex 1502000 - Facility Investment.
15. Question: Are repairs or renewal not necessitated by ordinary wear and tear included in this contract. Is the Contractor required to make adjustments, repairs or renewals necessitated by reason of negligence on the part of others, misuse or vandalism of the equipment, flooding, water damage, power failure, earthquake, weather, power surges, repairs by others or by reason of any other cause beyond the contractors control? Is the Contractor required to install new attachments on the elevator or elevators whether or not required and/or recommended or directed by Insurance Companies or by Governmental Authorities, or to make any replacements with parts of a different design or alter, modernize, or install new attachments to any units?
Response: The Contractor is responsible for all repairs or renewals found during Preventative Maintenance, up to a total of $500 per occurrence in direct material and labor costs under the recurring work portion of this contract.
Refer to Section C Annexes in the solicitation, specifically Sub-Annex 1502000 - Facility Investment, Spec Item 3.2 thru 3.3.

Yes, the Contractor would be responsible to install new attachments on elevators if directed by the Government for any reason. New requirements adopted by the Government may be executed under a Service Order, Task Order, or means other than this contract.
Spec Item 2.14.2 Notification to the Government for Work Above the Recurring Work Limitations - The Contractor is fully responsible for work up to the recurring work limits.
Recurring work limits are specified in subsequent annexes or sub-annexes. When work is expected to exceed the recurring work limits, the Contractor shall notify the KO of identification for further direction. The Government may issue a task order in accordance with the non-recurring work portion of the contract detailed below or accomplish the work by means other than this contract.
Spec Item 2.15 Non-Recurring Work - Non-recurring work is identified in each applicable annex or sub-annex. Non-recurring work may consist of Unit Priced Task (UPT) Work (non-negotiated) and Unit Priced Labor (UPL) Work (negotiated). Investment.
The Government may issue a service order or task order in accordance with the non-recurring work portion of this contract for the remaining balance of repairs exceeding the $500 limit of liability.”
Additionally, the Government reserves the right to accomplish work above the Recurring Work Limitations per the Spec Item below.
Spec Item 2.14.2 Notification to the Government for Work Above the Recurring Work Limitations - The Contractor is fully responsible for work up to the recurring work limits.
Recurring work limits are specified in subsequent annexes or sub-annexes. When work is expected to exceed the recurring work limits, the Contractor shall notify the KO of identification for further direction The Government may issue a task order in accordance with the non-recurring work portion of the contract detailed below or accomplish the work by means other than this contract.
17. Question: On page 2 of the RFP, there are instructions to transmit the Price and Non-Cost Proposals via email to you. However, in later segments starting around Page 76, the RFP indicates that hard copies and CD-ROMs need to be mailed for the proposal to be received. Can we submit the proposal via electronic methods alone or do we also need to send a physical package?
Response: See Amendment 0003, Question 4.
18. Question: The Emergency Service and Situational Arrest Orders are being requested at premium rate UPLs. Given that the quantity of premium tickets is larger than the total for regular time tickets, is there an expectation for OT services to be occurring frequently in this contract? In addition, will these same types of tickets be covering regular time service requests?
Response: The 'Emergency Service Orders' definition was reconstructed based on lessons learned over the last five (5) years. The Government is eliminating the need of two service orders for the same requirement. The new Performance Work Statement/solicitation was developed to take into consideration normal business hours and after-hour services.
Additional service orders may be modified into the contract as the need becomes known. In addition, the PWS addresses small trivial requirements such as turning back on an elevator and larger repair requirements requiring additional man-hours. There is no expectation for OT services to occur more often for the duration of the next contract awarded.
