Response: Economics/economist and GIS/GIS Specialist are not considered Key personnel

14. You state: "A FIRM SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS IS AVAILABLE." We have a project completed in 2017 in which the POP was over 2 years long, received 2 Interim CPARS but no final. The NAVFAC PM is no longer in that position but before he left he did not complete a final CPARS but did fill out a final PPQ. We understand there is no one left that has the knowledge to complete a final CPARS. In this instance will the Final PPQ that was completed be permitted to be used in lieu of a final CPARS which was not generated?

Response: Final PPQ is acceptable

Response: Yes

18. Can personnel have multiple key personnel roles. Can Key personnel have multiple roles on org chart?

Response: Yes

19. What is our recourse if we have a sample project/section F in which we are not sure if we received a CPARS and no NAVFAC personnel are present that were involved in project to write PPQ? WE have inquired with new COR and he is checking for CPARS in system but is promising nothing. Again, what is our recourse if he finds none in system? We feel it was a well

IDIQ A&E Contract Planning & Multi-Discipline Architect & Engineer (A&E) Services – NAVFAC NAVFAC Mid-Atlantic AOR received project and product based on our feedback at the time. We find it has been challenging to stay on top of CPARS evaluations on govt side.
