AMENDMENT 0004
50. Question: ELIN: A709, A719, A722, A728 – need more information on what the waste will be under these codes. What is the waste for each of these? We are looking for the conversion factor for each.
Answer:
a. A709 - 6018 (Hydrazine 22%), 7004 (Instapac Part A (Poly- Isocyanate)), 7004A (Polyisocyanate flammable), 7007 (Zinc Powder), 7008 (Aluminum Powder).
b. A719 - Intent here is to have a line item for unique size container of 30 gallons or less for a previously profiled waste. Frequency: have not used this ELIN in 5+ years.
c. A722 - Intent here is to have a line item for unique size container of 10 gallons or less for a previously profiled waste. Frequency: have not used this ELIN in 5+ years.
d. A728 – Profiles and waste codes are listed in the description of the line item.
51. Question: ELIN: A752, what is the size of the submarine lead acid batteries? Please provide the dimensions.
Answer: Battery dimensions are (LxWxH) 16.5”x14.5”x18”. They are more often than not stored as 4 batteries per pallet and are secured with 2x4s and plywood. Weight is approximately 2,040lbs per pallet.
52. Question: Please provide copies of the profiles for all waste streams referenced in the price schedule excluding the universal waste shipping and asbestos from Portsmouth Naval Shipyard.
Answer: See amendment 0004, Revised Section J, J-0200000-18 Waste Profile Sheet.
53. Question: Please provide copies of manifests or shipping documents for all materials shipped from
Portsmouth Naval Shipyard from Jan 1 2023 to July 1 2023
Answer: See amendment 0004, Revised Section J, J-0200000-19 ELIN Usage Report.
54. Question: Please provide a ELIN usage report for the most recent 1 year period available. Please include the volumes by generating location as well as total Volume by ELIN.
Answer: See amendment 0004, Revised Section J, J-0200000-19 ELIN Usage Report.
55. Question: ELIN A764 and A768 - What is the average volume per load of the AFFF Liquids.
Answer: See amendment 0004, Revised Section J, J-0200000-10 ELINS.
56. Question: ELIN A812 - please provide the size and specification for the FRAC tanks.
Answer: The FRAC tanks will vary in dimensions depending on the manufacturer. They will be roughly the same but not identical. The yellow FRACs on the water front are different than the blue ones owned by the Government but the volumes are the same. Identifying the volumes is the more important piece here.
57. Question: If drum is listed as the container size (no specific size specified) does the pricing apply to both 55 gal and 30 gal drums? I’ve identified the following line items with a non-specified container/drum size, that contain similar language to, “Price per Drum for the removal of disposal of…” Please see list below:
ELIN A708, ELIN A711, ELIN A712, ELIN A715, ELIN A716, ELIN A720, ELIN A724, ELIN A725, ELIN A726, ELIN A729, ELIN A730
Answer: All ELINS identified above are 55 gallon drums.
58. Question: ELIN A810 only specifies to provide a API 653 certified inspector to annually inspect and certify Frac Tanks, but does not specify what type of certification or standard to use for the certification.
What is the standard the inspector should use to provide a certification?
Answer: The intent of this ELIN is for an API 653 Certified Inspector to certify that a tank complies with above ground storage tank standards and can stay in service.
59. Question: What is the average time to load transportation vehicles for shipment?
Answer: This is a performance based contract therefore the contractor will decide how much personnel or man hours to apply to a given service.
60. Question: AFFF – is there any disposal restrictions we should factor in (example being: must be incinerated)?
Answer: See amendment 0004, Revised Section J, J-0200000-10 ELINS.
61. Question: Per Attachment titled “Section C Annexes”, pdf pages 38-41, special items 3 through 4- can
PNSY please confirm (true or false) that with this requirement contractors will not be paid for services provided until the original signed certificate of destruction is returned to PNSY for each shipment?
Answer: Yes per section C Annex 1800000 Spec Item 4 Non Non-Recurring work payment is made upon receipt of certificate of destruction. Per Section C Annex 1800000 Spec items 3 thru 3.4 for Recurring work identified as FRAC Tank Rentals is not applicable to this question.
62. Question: What is the process for the vendor to get a facility added to the approved list? Typically how long does it take for a new facility to get approved?
Answer: There are too many variables with schedule, workload, available staff and location of the facility to have a standardized time frame for this.
63. Question: The Non-Price/Cost packets says “no pricing shall be included”, but that submittal packets asks for the Small Business Subcontracting Plan, which lists a contract value. Reference Section L (bottom of Pg. 84, top of Pg. 85).
Answer: See Amendment 0004, revised Section L Instructions , Conditions and Notices to Bidders, L.5 Content of Proposals.
64. Question: Do we supply any onsite labor for packaging, B.14 in the general information page 4 of 103 identifies unit prices for labor but I did not see any labor listed in the bid schedule.
Answer: No, packaging of waste is completed by B357 staff. Straight labor is not applicable to this contract. Any labor that is involved with work activities are built into the unit pricing. For example, we have five or more line items for cleaning various sized tanks. Labor is included in that. We have not need for a line item for straight labor.
