Proposal Inquiry Questions and Responses
1. Can we get a site walk of the location to better understand the SOW?
Answer: See Amendment 0001, Section L Instructions , Conditions and Notices to Bidders, revised L.6 Site Visit.
2. Do we need to mail hard copied of the bid or will email suffice?
Answer: No, see section B Supplies or Serivces and Prices, B.23 Propsal Delivery-Submitting Your Proposal.
3. I was reading through the documents for the above referenced solicitation and didn’t see any information on a submission regarding a Site Visit/Walk other than “to be determined.” To get a better understanding of the scope of services, I was wondering if we could schedule a site visit? If yes, please let me know what date(s) would work and any information you need prior to a visit.
Answer: See Amendment 0001, Section L Instructions , Conditions and Notices to Bidders, revised L.6 Site Visit.
4. Due to all the required details, I’m requesting an extension to allow the team ample time to submit a proper bid.
Answer: There is no extension at this time.
5. Section J – Attachment J Forms- are these required for submittal?
Answer: Please see section L Instructions , Conditions and Notices to Bidders, (a) Non-cost/price (1) and (b) Price (1);
Please see section M, Evaluation Factors for Award, M.2, Evaluation Factors, (a) Price (1), (b) Non-cost/price Factors, Factor 1 Technical/Management Approach (i)(4) and Factor 2 Corporate Experience (i) and any other submittals the solicitation requires.
6. Page 84 section L 5 Content of proposals- Is a flash drive acceptable instead of a CD-ROM for the digital copy?
Answer: A flash drive is not acceptable per section L Instructions, Conditions and Notices to Bidders, L.5, Content of Proposals, (a) Non-cost/price (1) and (b) Price (1), Offerors shall submit one (1) hard copy and one (1) CD-ROM.
7. Page 97- Factor 1, first paragraph- “Each of the topics below shall be included in the narrative, tabbed in the non-price/cost proposal, and discussed separately.” We intend on including these subjects in a narrative, but can PNSY please advise what it means by “tabbed in the non-price / cost proposal”?
Answer: Please see section L Instructions, Conditions and Notices to Bidders, L.5, Content of Proposals, (a) Non-cost/price (1); “Include only information in response to Factors 1, 2, 3 and 4 separated by tabs, as applicable.”
8. Regarding Factor 4 on PPQs- typically it’s required that the client/reference submits its PPQ to the Contracting Officer directly before the due date. Can PNSY please confirm whether the bidders or the client references should be submitting the PPQ, or both?
Answer: Please see section M, Evaluation Factors for Award, M.2, Evaluation Factors, (b) Non-cost/price Factors, Factor 4 Past Performance (i)(b);
“IF THERE ARE NOT CPARS EVALUATIONS, the Past Performance Questionnaire (PPQ) included in this solicitation is provided for the offeror or its team members to submit to the client for each Factor 2 contract. Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a contract(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment J- 0200000-13), which will provide contract and client information for the respective contract(s).
Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the government's point of contact, Melinda Robinson, via email at melinda.l.robinson12.civ@us.navy.mil prior to proposal closing date.
Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the government from utilizing previously submitted PPQ information in the past performance evaluation.”
9. Is J-0200000-14- Individual SB Subcontracting Plan required for submittal even though there is no small business requirement?
Answer: Per Section B Supplies or Services and Prices, B.4 Set-Aside; “This procurement is unrestricted (full and open competition) with a HubZone price evaluation preference. Refer to Section I, FAR Clause 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns (OCT 2022).”
Per Section L Instructions, Conditions and Notices to Bidders, L.5, Content of Proposals, (a) Non-cost/price (1); “Provide Attachment J-020000014: Individual Small Business Subcontracting Plan.” If the contractor is a Large Business, Attachment J-0200000-14 can be found in the J-0200000 Attachments.
10. What is the minimum paper documentation that you are asking to receive for the requested 3-year financial statements? Printing 3 years of statements will result in about 400 pages. As a publicly traded company, can we provide printed Balance Sheets and add a website link to find our public 10-k filings for the full report?
Answer: Yes that is acceptable.
