Answer: PNSY owns (1) one roll-off in support of A760, 9028B profiled waste located at B357, the Hazardous Waste Storage Facility. PNSY owns (4) four frac tanks for various oil waste evolutions staged at B357. PNSY currently rents (5) five, double walled, frac tanks located in various locations at PNSY. Contractor would supply (5) five frac tanks for 365 days each to support A812. Contractor would supply all asbestos roll-off cans as needed to support A761. The contractor would supply any additional roll-off cans requested. Approximately 65% of all roll-off disposal was from contractor provided roll-offs.

Answer: Emergency Response is ELIN A808. The Elin is written to describe a crew and general equipment needed for an on land emergency response. The unit price, noted as a four minimum, should be all encompassing for general needs, (3) man crew, Personal Protective Equipment (PPE) and work truck. Consumables such as speedy-dry, drums, boom, pads etc. will be provided by the Government. Specially equipment such confined space equipment does not meet the intent of this Elin and should not be included in the unit pricing.

46. Question: What size drum(s) is covered under ELIN A708?

Answer: These are < 10 gallon containers.

47. Question: Can the metal powders be listed as a separate ELIN from A708? The cost is significantly higher than oxidizers or some of the other items. The Navy would be able reduce their costs by only paying for the metal powder disposal when shipping that material

Answer: Contract Line Items will remain as specified in the solicitation, please bid accordingly.

48. Question: Mercury would be handled through a retort/recycling technology not incineration would this not be handled under A720? What type of mercury is being referenced in A708?

PNSY?

Answer: Code 106.32 has no control of traffic on and off the shipyard. Times vary throughout the day. Please note that there are peak hours that can fluctuate in the morning and afternoon that will cause a higher volume in traffic. These times typically correlate with first shift start and end times.
