CONTINUATION SHEET

A. The following RFI responses have been provided:

1. QUESTION: Dwg. Pg G-002, Priority Work Order, Project Work Divisions, Note #1 states, in part, “project is divided by individual building and exterior site work for pricing and execution” Does this mean contractor is to price bid on each building individually? Is the contractor to completely finish a building or task before moving to the next building or task according to the “Priority Work Order” schedule?

ANSWER: This project is being advertised for a lump sum with no bid options. The government expects to award the contract in its entirety. Contractor does not need to fully complete a building before moving to the next building but work should be sequenced using the priority work order.

2. QUESTION: With the Priority Work Order, the buildings are not always grouped within close proximity. Can this order schedule be grouped closer together or into phased areas so contractor can work more efficiently?

ANSWER: Work should roughly follow priority work order. Civil and other site work can be done simultaneously with other building.

3. QUESTION: With project magnitude and scope, some contractors voiced concerns of contract duration. Can this duration be reviewed and possibly extended?

ANSWER: Per Amendment 02 Question 8, the Government agrees to an extension for project completion to 510 days.

4. QUESTION: Spec Sec 01 35 29.13, Para 1.5.1 indicates that the contractor is to employ a Certified Industrial Hygienist as their Safety and Health Manager (SHM) and that qualifications and responsibly required in the EM -385-1-1, Sec. 33.C.01. Is this correct?

N40085-23-R-2751 Amendment 0004 ANSWER: An IH is not required on the job site. Spec 01 35 26 Governmental Safety Requirements has been revised to reflect this.

5. QUESTION: Spec Sec. 03 30 00, “Concrete” Para 1.6.6 , indicates that the Contractor is to employ an individual to QC concrete operations and to submit ACI certifications for CQC, concrete placing/finishing & curing crews as well as the having the Quality Manager having to hold a current license as a P.E. in the U.S. It goes on to state that “Evidence of extraordinary proven experience may be considered by the Contracting Officer as sufficient to act as the Quality Manger” For Bidding proposes, what “extraordinary proven experience” is needed to fill this position and thus keep the contractor from employing the servicers of a licensed P.E.?

ANSWER: Spec 03 30 00, Paragraph 1.6.6 is deleted.

B. All other terms and conditions remain unchanged.
