Pre Proposal Inquiry Questions & Responses:

Question #1: Do Bid Items 001AJ and 779 represent the same work? If so, should BI# 779 be voided for the base & option years?

Answer#1: BI# 779 will not be voided. This refers to in case of an emergency, testing arises, and a track-age needs to be retested. Ultra- Sonic testing is required every 5 years as per NAVFACINST 11230.1.

This should be completed on the Base year of the contract.

Question #2: Please advise if the unit of Issue “LF” for Bid Items 704 to 708 represents Linear Feet of Rail “LFR” or Track Feet “TF”. The current unit of “LF” can be interpreted as either.

Answer #2: Linear Feet of Rail (LFR) and Track Feet (TF) are different units of measure that are needed to identify appropriate repair measures. TF is used to describe the track structure as a whole and LF is used to identify specific track components.

LFR is one stick of rail and is equal to LF. Therefore, any reference to LF means “Linear Feet of Rail”

(LF=LFR)

Track Feet (TF) is two sticks of rail, Parallel from each other.

Question #3: Please confirm that Bid Items 744 to 750 do not include switch timbers.

Answer #3: ELINS 744-750 do include switch timbers.

Question #4: Please advise if the unit of Issue “LF” for Bid Item 759 represents Linear Feet of Rail “LFR” or Track Feet “TF”. The current unit of “LF” can be interpreted as either.

Answer #4: ELIN 759 is LF because it is measured for specific rail lengths not as a track structure.

See answer to question #2

Question #5: Please advise if the unit of Issue “LF” for Bid Item 760 represents Linear Feet of Rail “LFR” or Track Feet “TF”. The current unit of “LF” can be interpreted as either.

Answer #5: ELIN 760 would be better measured as TF, because the product will measure both pieces of rail. When replacing roadway crossing system, rubber flange-way sealer and gauge sides of the rail.

See answer to question #2

Question #6: Please confirm that Bid Item 773 is for the internal throwing mechanism, exclusive of the box enclosure and Bit Item 774 is for the box enclosure exclusive of the throwing mechanism.

Please quantify “EA” as it applies to Bid Items 794 to 799. If it is to apply to the length of Trestle, please advise the quantity of track feet on each respective trestle.

Answer #8: Trestle 2 Incl. wye siding TF = 3,810, TF X 2 = LF = 7620, Pier 2 TF = 3,630. Lf = 7,260 Trestle 3 TF=2600, LF=5200, Pier 3 TF = 8,320, LF = 16,640

Trestle 4 TF = 3,510, LF = 7,020 Pier 4 = TF = 6625, LF = 13250

Main Trestle shore to 150 TF = 14810, LF = 29,620 150 to wye TF = 5940, LF 11880

Note: See Attachment J-1505000-20 - Rail Road Pier NWS Earle Drawings

Question #9: Bid Items 798 and 799 appear to be a duplicate of 796 and 797. Please clarify.

Answer #9: No, these are not duplicates. When describing the water front complex (Pier). ELINS 798 and 799, Flange-way Cleaning of Pier 3A and Pier 4 are the locations where the ships dock. On the Piers there is reoccurring debris that build up in the flange-way. ELINS 796 and 797, Trestle 3A and Trestle 4, are the tracks leading up to the pier.

Question #10: At the end of each “Non-Recurring Fixed Price Work” bid item list, are the entries for “Total IQ Line Items…” and “Total Non-Recurring Work Price…” the same amount? If not, please define the difference.

Answer #17: The government can furnish 131# rail, only if it is in our stock inventory. Example: 131# rail was removed from one location and is in good condition, it will be saved and stored. When another location needs rail replacement 131#, a request can be submitted by the Contractor for replacement. As for NWS EARLE, the rail size utilized ranges from 90, 110, 115 and 136 pound rail size, which is readily available. This is the most common utilized track-age for Tier 1, Tier 2 and Tier 3 Class Railroads.

Question #18: Regarding Bid Item 001AE, “Road Crossing Monthly Inspection”, the inventory of crossings list eight (8) crossings and the Unit of Issue is 8 each. Is each monthly inspection of each crossing to be invoiced as one (1) each, where the total quantity for the year is 96 each (8 x 12 months =

96) or will each inspection be invoiced as one twelfth of each unit?

Answer #18: No. According to ELIN 001AE Road Crossing Monthly Inspection is 8 x 11 months is 88 total inspections. Therefore, it should be invoiced once per eleven months.

ELIN 001AF Road Crossing Annual Inspection is 8 x 1 month = 8 total inspections. Therefore, this is invoiced once per year. Annual inspection is more in-depth inspection which completes the one year cycle.
