AMENDMENT 02 - PPI RESPONSE
N40085-23-R-2526 Facility Investments Services for Maintenance and Repair of Railroad Trackage at the Naval Weapon Station (NWS) Earle, Colts Neck, New Jersey and Other Areas of Responsibility (AOR).
Pre Proposal Inquiry Questions & Responses:
Question #1: Do Bid Items 001AJ and 779 represent the same work? If so, should BI# 779 be voided for the base & option years?
Answer#1: BI# 779 will not be voided. This refers to in case of an emergency, testing arises, and a track-age needs to be retested. Ultra- Sonic testing is required every 5 years as per NAVFACINST 11230.1.
This should be completed on the Base year of the contract.
Question #2: Please advise if the unit of Issue “LF” for Bid Items 704 to 708 represents Linear Feet of Rail “LFR” or Track Feet “TF”. The current unit of “LF” can be interpreted as either.
Answer #2: Linear Feet of Rail (LFR) and Track Feet (TF) are different units of measure that are needed to identify appropriate repair measures. TF is used to describe the track structure as a whole and LF is used to identify specific track components.
LFR is one stick of rail and is equal to LF. Therefore, any reference to LF means “Linear Feet of Rail”
(LF=LFR)
Track Feet (TF) is two sticks of rail, Parallel from each other.
Question #3: Please confirm that Bid Items 744 to 750 do not include switch timbers.
Answer #3: ELINS 744-750 do include switch timbers.
Question #4: Please advise if the unit of Issue “LF” for Bid Item 759 represents Linear Feet of Rail “LFR” or Track Feet “TF”. The current unit of “LF” can be interpreted as either.
Answer #4: ELIN 759 is LF because it is measured for specific rail lengths not as a track structure.
See answer to question #2
Question #5: Please advise if the unit of Issue “LF” for Bid Item 760 represents Linear Feet of Rail “LFR” or Track Feet “TF”. The current unit of “LF” can be interpreted as either.
Answer #5: ELIN 760 would be better measured as TF, because the product will measure both pieces of rail. When replacing roadway crossing system, rubber flange-way sealer and gauge sides of the rail.
See answer to question #2
Question #6: Please confirm that Bid Item 773 is for the internal throwing mechanism, exclusive of the box enclosure and Bit Item 774 is for the box enclosure exclusive of the throwing mechanism.
Answer #6: ELIN 773 is for internal and enclosed of a new box. Spec Item 4.42 new box and corrections to the tongue switch body.
ELIN 774 is for new box only
Question #7: Please confirm that Bid Item 781 is for 115# rail.
Answer #7: Confirmed. Description states specifically 115# - 131# Rail.
Question #8: Spec 4.33 applies to Bid Item 761, “Cleaning of Flangeways” where the Unit of Issue is “TF”. Spec 4.33 also applies to Bid Items 794 to 799 where the Unit of Issue is “EA”. Please quantify “EA” as it applies to Bid Items 794 to 799. If it is to apply to the length of Trestle, please advise the quantity of track feet on each respective trestle.
Answer #8: Trestle 2 Incl. wye siding TF = 3,810, TF X 2 = LF = 7620, Pier 2 TF = 3,630. Lf = 7,260 Trestle 3 TF=2600, LF=5200, Pier 3 TF = 8,320, LF = 16,640
Trestle 4 TF = 3,510, LF = 7,020 Pier 4 = TF = 6625, LF = 13250 Main Trestle shore to 150 TF = 14810, LF = 29,620 150 to wye TF = 5940, LF 11880 Note: See Attachment J-1505000-20 - Rail Road Pier NWS Earle Drawings
Question #9: Bid Items 798 and 799 appear to be a duplicate of 796 and 797. Please clarify.
Answer #9: No, these are not duplicates. When describing the water front complex (Pier). ELINS 798 and 799, Flange-way Cleaning of Pier 3A and Pier 4 are the locations where the ships dock. On the Piers there is reoccurring debris that build up in the flange-way. ELINS 796 and 797, Trestle 3A and Trestle 4, are the tracks leading up to the pier.
Question #10: At the end of each “Non-Recurring Fixed Price Work” bid item list, are the entries for “Total IQ Line Items…” and “Total Non-Recurring Work Price…” the same amount? If not, please define the difference.
Answer #10: Yes, it’s the same. The sum total.
Question #11: If Bid Items for Mechanicsburg are to be included, can these items be re-numbered to avoid confusion; especially 800, 801 and 802.
Answer #11:
ELINs 702-802 refers to Earle, NJ.
803 to 894 refers to Mechanicsburg.
See Attachment J-0200000-15 - revised ELINs
Question #12: Please confirm that there is no requirement for minority participation.
Answer #12: Disregard per contractor.
Question #13: Please informs us where the ‘Current CBA’, as mentioned in Section B, Clause B.6 may be found.
Answer #13: See Attachment J-0200000-02 (C) Collective Bargaining Agreement.
Question #14: Regarding Bid Item 001AC, Monthly Maintenance for Pier Turnouts, please confirm that the Unit of Issue “EA” represents one (1) inspection event for each turnout for a total annual quantity of 780 (65 inventoried pier turnouts x 12 inspections per year = 780).
Answer #14: Yes, that is correct. Per Spec Item 3.2.9.1 Waterfront Pier- Turnout will have a monthly PM scheduled.
Question #15: Regarding Bid Item 001AD, Semi-Annual Maintenance for Landside Turnouts, please confirm that the Unit of Issue “EA” represents one (1) inspection event for each turnout for a total annual quantity of 570 (285 inventoried landside turnouts x 2 inspections per year = 570).
Answer #15: Yes. Per Spec Item 3.2.9.1 Landside turnouts will have a semiannual PM scheduled, (2) inspections per year.
Question #16: Regarding Mechanicsburg Bid Item 801, Turnout Maintenance…
a. What is the inspection/maintenance cycle?
b. Does the Unit of Issue “EA” represent one (1) inspection event for each turnout?
c. Attachment J-1502000-03b states that the Mechanicsburg Turnout Inventory is “Not in the PM
Program.” Please clarify if these are included in the bid item.
Answer #16.
a. The inspection/maintenance cycle is Non-Recurring. As per needed.
b. Ea. - Equals Number of turn outs. 52 Turnouts.
c. No Mechanicsburg Turnout Inventory is it is not in PM list.
Question #17: Mechanicsburg Bid Items 807, 808, 849, 853 and 879 pertain to working with new 131# rail. This rail section is no longer produced. Can this material be furnished by the government?
Answer #17: The government can furnish 131# rail, only if it is in our stock inventory. Example: 131# rail was removed from one location and is in good condition, it will be saved and stored. When another location needs rail replacement 131#, a request can be submitted by the Contractor for replacement. As for NWS EARLE, the rail size utilized ranges from 90, 110, 115 and 136 pound rail size, which is readily available. This is the most common utilized track-age for Tier 1, Tier 2 and Tier 3 Class Railroads.
Question #18: Regarding Bid Item 001AE, “Road Crossing Monthly Inspection”, the inventory of crossings list eight (8) crossings and the Unit of Issue is 8 each. Is each monthly inspection of each crossing to be invoiced as one (1) each, where the total quantity for the year is 96 each (8 x 12 months =
96) or will each inspection be invoiced as one twelfth of each unit?
Answer #18: No. According to ELIN 001AE Road Crossing Monthly Inspection is 8 x 11 months is 88 total inspections. Therefore, it should be invoiced once per eleven months.
ELIN 001AF Road Crossing Annual Inspection is 8 x 1 month = 8 total inspections. Therefore, this is invoiced once per year. Annual inspection is more in-depth inspection which completes the one year cycle.
Question #19: We respectfully request that the bid date be postponed to allow us time to evaluate responses to the clarification requests already transmitted. With over 1,000 bid items, it will take time to incorporate and assess revisions. It will also provide time for any follow-up questions.
Answer #19: Per Amendment 02 the proposal due date has been extended to Thursday 07 September, 2023 @2:00pm.
Question #20: Please clarify the quantity to bid for bid items A792 and A793. Should the units of issue be “CF” rather than “EA”. Interpreting them as each could yield the following quantities”
a. Bid Item A792 “Repair Flangeway spalling, cracking and delamination up to 500 cubic feet.” The bid quantity is 500 ea. which could extend to 250,000 cf.
b. Bid Item A79 “Repair Flangeway spalling, cracking and delamination above 501 cubic feet.” The bid quantity is 100 ea. which could extend to a minimum of 501,000 cf. with no limit.
Answer #20: Price should be based on 1 cubic foot of repaired area. One price for a small area (up 500cf) and one price large area (above 500cf) that gives economy of scale. See revised ELIN Attachment J- 0200000-15.
Question #21: Flangeway Cleaning Bid Items – Please provide the LF of flangeway for each trestle and pier or a drawing / map for us to perform a take-off to determine quantity for each cleaning.
Answer #21: Refer to Answer #8.
Question #22: Reference Bid Item A789 – NWS Earle – Fixed Burden Rate (Composite SCA Rate) (as per Spec. 459) – This bid item is described as an adjustment factor that takes into consideration any applicable overhead, handling and/or other costs for material and specialized rental equipment required to perform the work. The quantity and unit of issue is 500 EA. Typically an adjustment factor would be a percentage of the work, further, we cannot know the material and equipment requirements of extra work until it is assigned. Can you please provide additional information or description for this bid item?
Answer #22: ELINs 789 – NWS Earle - these ELINs are listed to give extra labor hours on a task order where the work is not specifically identified by any other line item. The hourly labor rate will only be used it if the work is not covered by the other 800 bid items.
Question #23: Reference Bid Item A890 – NSA Mechanicsburg – Unit Priced Labor Work (Composite SCA Rate) – 500 LH – There is no description provided for this bid item. Please advise what is to be included in our scope to bid.

Question #24: Section B, clause B.10 and Section L, clause L.4.2 “Price” refer to Attachment J-0200000- 15, Exhibits A through E, which we understand to be the Contract Exhibit Line Items (ELINs) for the base and option years for both NWS Earle and Mechanicsburg. However, each of these ten (10) pricing sheets and entitled “Exhibit A”. We cannot locate any documents labelled as Exhibits “B” through “E”. Is the Base Year Exhibit “A” and the four subsequent option years mislabeled and should be Exhibits “B” through “E”? Please provide clarification.
