AMENDMENT 0007

INQUIRIES ON SOLICITATION # N40085-22-R-2812

Regional Subsurface Utility Marking Services

7. QUESTION:

There appears to be a typographical error in Section 2.4 of Management and Administration, 0200000 (page 20 of 134), which states:

“2.4 Government Furnished Items: The Government (Norfolk Utilities Department) will make available all drawings, including all revisions and upgrades, indicating the location of known underground utilities in the area to be scoped. These shall be used only as a baseline as to what might be in the area, and it should be assumed that the drawings are complete.”

We request modification as follows to the underlined statement: “it should be assumed that the drawings are incomplete.” Otherwise, the Government assumes full liability for accuracy of its utility records, and the contractor is relieved of the responsibility of performing a “full scan” of construction sites for undocumented Government utility lines. This is at odds with the core function of the utility marking service, which is to protect the Government’s mission critical utility infrastructure from physical damage in all cases, even when the utilities are undocumented or incorrectly depicted on available records. Historical data shows that a minimum of 50% of GIS/utility records available for this contract contain substantial inaccuracies and omissions which must be resolved is the field.

We respectfully request the correction of the language in the above referenced section.

RESPONSE - REVISED:

Refer to Amendment 0003, Revision 01, 0200000 Management and Administration, Page 6, Spec Item 2.4.

Spec Item 2.4 Government Furnished Items, has been revised to read as follows: The Government (Norfolk Utilities Department) will make available all drawings, including all revisions and upgrades, indicating the location of known underground utilities in the area to be scoped. These shall be used only as a baseline as to what might be in the area and it should be assumed that the drawings are incomplete and should be only used as a baseline

11. QUESTION:

The second item involves clarification of ELIN items 705 and 706 for the base and all option years.

In the current Excel file, the ELIN descriptions of these items currently reads:

“ELIN 705: NOTIFICATIONS (Routine): Miss Utilities call service notification of impending work at a certain location that possibly has subsurface utilities. Complete markings (scoping or locating) shall be complete 48 working hours after next business day of notification.

ELIN 706: NOTIFICATIONS (Emergency): Miss Utilities call service notification of impending work at a certain location that possibly has subsurface utilities. Complete markings (scoping or locating) shall be complete within 3 hours of notification same day service.”

We request the Government provide clarification of the tasks requested by this ELIN, as it represents a change from the previous ELIN items.

N4008522R2812

RESPONSE: This is a new contract and as such these are new requirements. See Annex 1503040 – Under Ground Utility Marking, Spec Items 4.4 and 4.5.

12. QUESTION:

Does the addition of the new ELINs mean that the ticket “screening” function currently performed by the Government will be performed instead by the selected contractor? This would entail the contractor reviewing each new Miss Utility ticket and determining whether there are Government utilities present (thus requiring a site visit), or not present (allowing the ticket to be “cleared” in the office).

RESPONSE: The Government will continue to perform as they previously have. See Annex 1503040 – Under Ground Utility Marking, Spec Items 4.4 and 4.5.

13. QUESTION:

Is it the Government’s intent to transfer these tasks of pre-screening tickets and clearing those tickets in the One-Call system to the selected contractor?

Please provide clarification of the specific tasks contemplated by the Government as it relates to these two ELINS (705 and 706).

RESPONSE: The Government will continue to perform as they previously have. See Annex 1503040 – Under Ground Utility Marking, Spec Items 4.4 and 4.5.

14 QUESTION: As a follow-up to our questions submitted on 11/16/2022 (attached for your review) regarding ELINs A705 through E705 and A706 through E706, “NOTIFICATIONS,” the task referenced by these ELINs is not defined sufficiently in the RFP to allow an accurate bid to be prepared.

Would the Government consider removing the subject ELINs from the solicitation? The solicitation already contains an ELIN for “Unit Priced Labor Work,” A707 through E707.

Tasks contemplated for ELINs 705 and 706 could be acquired using the Unit priced labor (ELIN 707) through negotiation with the KO once the “NOTIFICATIONS” task is adequately defined.

RESPONSE: ELINs A705 through E705 and A706 through E706 remain part of the requirement.

See Annex 1503040 – Under Ground Utility Marking, Spec Items 4.4 and 4.5.
