AMENDMENT 0003
Responses to Inquiries on Solicitation N40085-22-R-2812
7. QUESTION: There appears to be a typographical error in Section 2.4 of Management and
Administration, 0200000 (page 20 of 134), which states:
“2.4 Government Furnished Items: The Government (Norfolk Utilities Department) will make available all drawings, including all revisions and upgrades, indicating the location of known underground utilities in the area to be scoped. These shall be used only as a baseline as to what might be in the area, and it should be assumed that the drawings are complete.”
We request modification as follows to the underlined statement: “it should be assumed that the drawings are incomplete.” Otherwise, the Government assumes full liability for accuracy of its utility records, and the contractor is relieved of the responsibility of performing a “full scan” of construction sites for undocumented Government utility lines. This is at odds with the core function of the utility marking service, which is to protect the Government’s mission critical utility infrastructure from physical damage in all cases, even when the utilities are undocumented or incorrectly depicted on available records. Historical data shows that a minimum of 50% of GIS/utility records available for this contract contain substantial inaccuracies and omissions which must be resolved is the field.
We respectfully request the correction of the language in the above referenced section.
RESPONSE: See Amendment 0003, Revision 01, Annex 0200000 C, Management and Administration, Page 6, Spec Item 2.4.
8. QUESTION: I have the following RFI: In the presolicitation it referenced a yearly value of at least
$450,000 in work as a qualification.
Factor 2 Recent, Relevant Experience of the Firm and Factor 4 Past Performance: The offeror shall submit projects that are similar in size, scope and complexity to the solicitation.
Size: A Subsurface Utility Marking Service Contracts with a yearly value of at least $450,000.00 for similar services. This may include one project or multiple Indefinite Delivery/Indefinite Quantity task orders.
In the solicitation it referenced $600,000 or greater in work as a qualification.
Factor 2, Recent/Relevant Experience and Factor 4, Past Performance the RFP require offerors to submit Recent/Relevant Experience references and Past Performance questionnaires of similar size, scope and complexity as the current requirement. To be consistent across the board in evaluating offerors, the SSEB will set a minimum standard. For the purpose of evaluating offeror's Recent/Relevant Experience and Past Performance in terms of relevancy in size, project referenced at $600,000.00 or greater will be considered similar in size for Recent/Relevant Experience and Past Performance.
Could you please clarify if the $600,000 or greater is an error, and should this number instead be $450,000?
RESPONSE: See Amendment 0003, Section M, M.2 Evaluation Factors for Award, Factor 2, Recent/Relevant Experience of the Firm..
Section M, M.2 Evaluation Factors for Award, Factor 2, Recent/Relevant Experience of the Firm, Pages 128 and 129 of the solicitation is revised to read as follows:
(2) Factor 2, Recent/Relevant Experience of the Firm:
NOTE FOR TET ONLY (do not include verbiage in solicitation):
The total aggregate recurring value (based on the Government Estimate) is $6,916,852.59 for the base year and four option years, or approximately $1,383,370.52 per year.
For the purpose of evaluating offeror's Recent/Relevant Experience and Past Performance in terms of relevancy in size, project referenced at $450,000.00 or greater will be considered similar in size for Recent/Relevant Experience and Past Performance.
(i) Solicitation Submittal Requirements: The offeror shall submit the following information:
Submit a minimum of one (1) up to a maximum of five (5) relevant projects that are similar in size, scope, and complexity to the work requirements specified in the solicitation.
For the purposes of this solicitation, a relevant project is further defined as follows:
Size: A Subsurface Utility Marking Service Contract with a yearly estimated value of at least $450,000.00 for non-recurring services. If an Offeror intends to submit work completed issued off an Indefinite Quantity/Indefinite Delivery (IDIQ) contract as a qualifying Project, the Offeror is limited to submitting the IDIQ contract itself. The board will not consider or evaluate task orders whether submitted individually or collectively.
Scope: Demonstrate the ability to provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide Surface Utility Marking services: Utility Marking, Emergency Utility Marking, GPS Survey of Subsurface Facilities and provide locating and marking services for all Locatable Underground Facilities in accordance with this solicitations and it’s requirements.
Complexity: Demonstrate the ability to respond simultaneously to requirements for various locations and buildings throughout the installation and supporting annexes.
Demonstrate the ability to manage competing priorities in order to support customer demands.
In accordance with 13 CFR 125.2, small business Offerors may utilize the prime contractor experience of a small business first-tier subcontractor that will perform major or critical aspects of the requirement to demonstrate experience under this evaluation factor if that small business Offeror cannot independently demonstrate its own experience. Considering 13 CFR 125.2, the Offeror (or the Offeror’s small business first-tier subcontractor that will perform major or critical aspects of the requirement) shall have been the prime contractor on at least one (1) relevant project. This does not apply to large business first tier subcontractors/corporate affiliates.
An offeror’s experience as a subcontractor will not be considered.
The attached Recent/Relevant Experience Form (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form nor will the Government consider information submitted via any other medium. Individual blocks on this form nor will the Government may be expanded; however, total length for each project data sheet shall not exceed one double-sided page (or two single-sided pages).
Projects submitted for the Offeror shall be ongoing (having been performed for a period of at least one year) or completed within the past five years of the date of issuance of this solicitation.
Projects with completion dates beyond one year shall be clearly defined as multi-year contracts or as base contracts with option years. If the project has option periods, state which contract period is in progress (Base, 1st option, etc.)
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP as it relates to size, scope, and complexity as defined above.
If the offeror is a Joint Venture (JV), relevant experience should be submitted for projects completed by the Joint Venture entity. If the joint Venture does not have shared experience, relevant experience should be submitted for individual JV partners (except for JV offerors covered by Mentor-Protégé Agreements approved by the Small Business Administration). Experience submitted for individual JV partners in which the company was a partner in a different Joint Venture entity may be submitted to demonstrate relevant project experience. If the offeror does not specifically address what portion of the work under the submitted project was performed by the JV partner offering on this contract, the project will not be considered relevant. Offerors are still limited to a total of five (5) projects combined. Offerors proposing as a JV shall submit a signed JV agreement. For Mentor-Protégé Joint Ventures, the offeror shall submit the signed and U.S. Small Business Administration (SBA) approved Mentor-Protégé agreement.
If an Offeror is utilizing the prime contractor experience of a corporate affiliate (e.g., subsidiaries, sister companies, predecessor companies, and parent companies), the proposal shall clearly demonstrating that the corporate affiliate will have meaningful involvement in the project by identifying the personnel or resources from the corporate affiliates that will be dedicated to the project.
