About this file

This document includes an amendment to a solicitation for dredging operations at two piers in Yorktown, Virginia. The amendment revises specifications, provides responses to pre-proposal inquiries, and incorporates updated drawings and sediment sampling reports. Key details include dredging approximately 108,360 cubic yards of material at Pier R-3 and 87,027 cubic yards at Pier CAD-A to depths of 42 to 44 feet below mean lower low water. Material will be transported via barge to the Norfolk Ocean Disposal Site, with an optional line item to dispose of material upland if not approved for ocean disposal. A minimum daily production rate of 2,500 cubic yards is required. The Navy will issue a notice to proceed after obtaining all necessary permits by mid-June 2022 for Pier R-3 and mid-July 2022 for Pier CAD-A. Award will be made based on the total price for dredging, demobilization if needed, and optional upland disposal.

1 5/4/2022 4 00 10 00 CLIN

Has an upland area for offloading materials in accordance with Option 3 been defined or is it the Contractor's responsibility to find and secure an adequate site?

Sediment has been sampled and tested pursuant to State of Virginia upland disposal criteria including Shirley Plantation acceptance criteria. Contractor shall secure material acceptance by the contractor chosen facility.

2 05/04/22 4 00 10 00 CLIN

Please confirm, should Option 3 be executed, no upland disposal restrictions (hazardous material, heavy metals, etc.) are to be anticipated with the dredged maintenance material.

Based upon the sediment sampling data no hazardous material is anticipated.

3 05/04/22 4 00 10 00 CLIN

As no guarantees as to the quantity of material that may be subject to CLIN 0004/Option 0003 exist, it will be difficult for the Contractor to incorporate the set up and preparation of the upland site into a unit rate. Please consider including an additional CLIN where the site set-up and clean up can be bid.

For the purpose of CLIN 0004 the contractor shall assume that no material will be handled upland within the installation or waterfront. All material must be transported by barge/scow to a contractor secured off-site location for offloading, dewatering and disposal.

4 05/04/22 5 0 022 13.00 20 1.2.g Should the Contractor be required to demobilize Pier R3, invoking CLIN 0003, please provide the anticipated timeline for resuming the project and confirm that contract duration extensions in accordance with any delays will be provided.

Please reference revised Attachment 5-Bid Schedule - Note G, should CLIN 0003 be invoked the government is prepared to negotiate a return date while still allowing for sufficient time to complete the work before the York River Dredging Time Of Year Restriction period begins on February 15th 2023.

5 05/04/22 5 0 022 13.00 20 1.2.h Please provide clarification as to the dimensions/location of the 'immediate waterfront area' at Pier R3 that is to be accessible from Aug 13, 2022 to Sep 1, 2022.
