About this file

This document contains questions and answers regarding a federal solicitation for environmental remediation services. The solicitation seeks proposals for an Indefinite Delivery/Indefinite Quantity multiple award contract to perform remedial action operations, long-term management, and long-term monitoring at various sites within the Hampton Roads, Virginia area for the Naval Facilities Engineering Command Mid-Atlantic. The contract value is expected to be a maximum of $30 million over multiple years, with individual task order values ranging from $50,000 to $250,000. The solicitation is set aside for small businesses located in the Eastern United States and involves assessment and optimization of various soil, sediment, and groundwater remediation systems to identify contaminant trends and ensure remedial action effectiveness. Key personnel requirements and experience criteria are defined, and resumes for certain roles must be included within the 125-page proposal limit. Clarification is provided on positions considered key personnel and the ability to occupy multiple roles.

Manager

In the event resumes are to be included, and given that the DQO PM position is not listed as Key Personnel, can this person be an employee of a Team Member and not an employee of the Prime Contractor? If so, would NAVFAC like to see a signed teaming agreement in place and a signed letter of commitment from the key personnel candidate?
