About this file

This document outlines the scope of work for a federal contract to rehabilitate and resurvey monitoring wells at Naval Station Norfolk in Virginia.

The scope of work involves three main tasks - rehabilitating 55 monitoring wells through replacing bolts, bollards, j-plugs, locks and painting well casings, resurveying the horizontal and vertical locations of 88 monitoring wells to 0.01 foot accuracy, and submitting a completion report summarizing the work. The period of performance is by June 30, 2022. The contractor must develop a health and safety plan and provide schedules to the Remedial Project Manager. Surveying should occur after well fixes to prevent errors. The Navy will provide existing site reports to support the work.

The related federal contract opportunity is an indefinite delivery indefinite quantity multiple award remedial action contract for the Naval Facilities Engineering Command Mid-Atlantic area of responsibility, with an estimated maximum value of $30 million to be awarded to three to five small businesses. Task orders will range from $50,000 to $250,000 for services like operation and maintenance of environmental remedies, long-term monitoring, and management of sites with landfills, contaminated soils and groundwater.

SCOPE OF WORK

Site 1 Well Rehab and Resurvey, Naval Station Norfolk, Norfolk, Virginia

1.0 Project Background

Camp Allen Landfill (Site 1) site at Naval Station Norfolk/NSA Hampton Roads requires ongoing soil cover maintenance and land use control (LUC) inspections as part of the selected remedy per the site Record of Decision (ROD).

2.0 Description of Work

Through quarterly LUC inspections it has been established that a large number of monitoring wells at Site 1 have deficiencies that will either cause problems in the future (rust/vegetation) or potentially allow unlimited access to the well due to lack of security (Attachment 1). Bolts should be replaced on all site wells, bollards should be righted or replaced (but not installed if missing entirely unless noted by the RPM), j-plugs and locks should be replaced on wells, and any well casing showing rust should be touched up with high visibility paint. All locks to be replaced should be keyed the same as current locks.

Therefore, the following tasks are expected:

Task 1

This task should account for all monitoring well repairs, project management, and development of a health and safety plan to be used for the project. A formal work plan will not be required, but the contractor should expect to provide the RPM schedules for work as necessary and provide a brief work plan via e-mail before the work is performed to ensure that all parties that need to be involved are contacted and are available to assist as needed (such as opening gates/providing direction to wells/ensuring the school is fine with the work being performed on a particular day, etc). Minor comments should be expected for the health and safety plan.

Based upon the December spreadsheet of deficiencies (Attachment 2) provided by the contractor, the following can be used for estimation purposes. All wells are 2” in diameter and well casing styles vary across site.

-55 bolts for miscellaneous stripped/missing bolts for flush mount well covers -13 bollards to be replaced or reset, plus 1 well casing to be replaced (A-MW13B) -2 broken hinges (A-MW5, A-MW7) -10 j-plugs -23 well casings with peeling paint/light rust that should be touched up with yellow paint -10 locks for well security.

-Minor vegetation clearance (cutting branches/bushes/any long term growth) in the immediate area around 9 wells.

- The PVC of two wells (B-11W, B-20W) will need to be cut down to fit within the current metal casing.

Task 2

Approximately 88 wells (all noted within Attachment 2 except survey data is NOT required for those north of I-564 – monitoring wells A-MW30 AR, A2-MW32AR, A- MW30BR, A2-MW32BR)) should be resurveyed to allow for more accurate groundwater modeling in an effort to optimize the Site 1 remedy (extraction and treatment/discharge).

This survey effort should be performed after all monitoring well fixes are made to prevent errors in survey data. All locations should be surveyed horizontally and vertically to the nearest 0.01 foot. The monitoring wells elevation should be measured at the uncapped PVC well riser pipe. If an area is not marked (such as a mark from a pen/marker) on the PVC riser to collect the point, the northern side of the PVC should be used.

Task 3

A short, focused report should be developed that provides a brief summary of the work performed. The survey report should be included as an appendix. This will be used only for internal site tracking and therefore no regulator review should be expected. The report should be provided to the RPM as draft for one round of comments before being finalized. It is not expected that the contractor will need to upload any data to NIRIS.

3.0 Additional Information

Although this site is periodically mowed to maintain land use controls and check on the landfill soil cover, it should be expected that the site will be at least moderately vegetated unless this project work is performed immediately after one of these mowing events.

Therefore, it is recommended, for health and safety issues, that this work take place in the fall or winter months (October-February). This will make traversing the site and finding wells easier and prevent potential biological impacts.

The majority of this site is within the NSA Hampton Roads installation footprint but not within a gated section of the installation. However, it is still expected that personnel information be provided to the Navy RPM to be submitted to security so that all personnel have badges on hand if approached by base security. Sections of the site are gated and keys are held by another contractor. Upon arriving to the installation, the contractor will need to notify the RPM/other contractor to co-ordinate pick up/drop off of one of these keys or opening of the locks.

Multiple wells are located in proximity to an elementary school. If school is in session when this work is performed, the school will need to be notified if any personnel are performing work nearby.

Installation survey benchmarks are located somewhat in proximity to the site. An overview of benchmarks near the Site 1 area is provided as Attachment 3.

4.0 Project Milestones/Schedule

The contractor shall complete all tasks outlined above in accordance with the following schedule.

Task Milestones/ Schedule Initial Award

Work/Health & Safety Plan 60 days after award Well Fixes/Resurvey Dependent on site conditions - 2022

Draft Completion Report 14 days following receipt of finalized survey report Final Completion Report 30 days following Navy comments

5.0 Government Furnished Material

The COR will provide the contractor, upon request, access to existing reports including geologic and hydrogeological reports, engineering studies, environmental evaluations and copies of relevant Navy documents on policy and regulations necessary to complete the tasks outlined in the scope of work.
