Responses to Pre-proposal Inquiries

Question 1. Can the QCM and/or SSHO have any other collateral duties on or off the base, or must they be dedicated to this one contract?

Answer 1. Refer to Annex 0200000 C, Spec Items 2.7.1.2 and 2.7.1.3 for government expectations of Key Personnel.

Question 2. Regarding PWS section 3.1.4, it seems that drain clearing services were added in addition to the sewage requirement. Is the expectation for contractors to service the much larger, high-pressure jetting equipment intensive, drain lines in addition to the existing sewer lines? Please clarify.

Answer 2. Spec Item 3.1.4 is intended for Sewer, Storm Water and Drain Clearing. The contractor may be asked to jet/clear line sizes 12” and below (Historically, the majority of lines needing clearing were 8” and below).

Question 3. After review, it appears that there have been significant changes to Preventive Maintenance requirements PWS section 3.2 (Generators) and inventory/equipment from the previous contract (i.e., addition of belts and hoses replacement for generator PMs). Can the Government please confirm these changes?

Answer 3. Yes, the Government confirms the stated requirements.

Question 4. Can the Government please give clarification on service call limits? Is there a limit on service calls per year? Are the quantities listed in the ELINS (Emergency Service Orders – QTY 10; Urgent Service Orders – QTY 10; Routine Service Orders – QTY 5) the total number of service calls allowed? If additional service calls are allowed, there appears to be no limit on the contractor’s liability due to the stacking of service calls. Please clarify.

Answer 4. See Recurring ELINS for service call limits per option year. These are funded service calls with quantities. As stated in Spec Item 3.1, “Multiple service orders may be issued to cover work that exceeds the threshold of a service order, and will be at the discretion of the government. In no case will the combined service orders exceed 32 hrs. labor or $2500 in total cost.” If those funded service calls are used in its entirety within the option year, the Government may then place orders using the Non-Recurring

ELINS.

Question 5. Has the Solicitation changed significantly from the current contract? If so, please describe the differences.

Answer 5. Yes. There have been some changes incorporated in the solicitation requirements for the follow-on contract. Please review the solicitation in its entirety.

Question 6. Please provide the appropriate SCA Wage Determination(s) that apply to this proposed effort.

Answer 6. See Section J-0200000-02 - Wage Determination No.: 2015-4011 Rev 17, which is incorporated in of the solicitation.

Question 7. For contracts whose Point of Contacts no longer work for the government, can a previously completed PPQ be submitted in lieu of completing the Past Performance Evaluation Questionnaire of this Solicitation for contracts who do not have CPARs?

Answer 7. Refer to RFP Section M.2 Evaluation Factors: Factor 4 – Past Performance, for submittal requirements.
