Page Section Para.
QUESTION GOVERNMENT RESPONSE
Is a Superintendent, SSHO and QCM required for each building?
One person may fill the roles of Superintendent and Safety and Health Officer (SSHO), if duly qualified for both positions as defined in the project specification. However, the Quality Control (QC) Manager must be a stand-alone position.
Where construction is actively being performed on a building site, the contractor shall provide a Superintendent / SSHO and QC Manager at each site.
What positions can be ‘dual hatted’?
One person may fill the roles of Superintendent and Safety and Health Officer (SSHO), if duly qualified for both positions as defined in the project specification. However, the Quality Control (QC) Manager must be a stand-alone position.
Where construction is actively being performed on a building site, the contractor shall provide a Superintendent / SSHO and QC Manager at each site.
Pg 56 Part 3 D509004 Part 3 says Lightning Protection is not required, but another section calls for Lightning Protection to be removed and reinstalled. Which is correct?
Refer to revised Part 3.
Pg 35 Part 3 B2020 Is a window mock-up required if we are using a factory standard window that has existing test results?
Confirmed, mock-up required.
The window mock-up is requried to evaluate placement, detailing, thru flashing, trim, caulking conditions, etc.
Drawing G615 M-
An Equipment Schedule does not exist for the HVAC and Plumbing equipment shown on this drawing.
Please provide a schedule so that we may obtain pricing.
It is the DOR's responsibility to provide equipment schedule.
Is the RFP-provided design for Building TC601 good for pricing purposes? (6/24/19 drawings P-1 through P-5, and M-1 through M- 4). We assume that the HVAC Equipment Schedule to be used is on sheet M-601 of the set labeled “Final.” Please confirm.
This is a design build project.
Ultimately, the engineer of record is responsible for sizing the system. Drawings M-101, M- 601, & M-602 set labeled final should be considered to be the minimum of what will be accepted. There are additional requirements in the
RFP
that require equipment that is not scheduled, such as exhaust fans, louvers, and etc.
Will we be receiving HVAC Pipe and Duct Layout Drawings and an HVAC Equipment Schedule for Building G615? Same question for Plumbing Piping Layout Drawings and a Fixture Schedule.
No. It is the DOR's responsbility to provide pipe and duct layout and the equipment schedule, as well as plumbing layout and schedule.
5 Factor 2 5 Will the Government exclude the graphical schedule from the page limitations to allow enough space within Factor 2, Technical Solution to fully address a clear understanding of the architectural and engineering requirements and technical solution?
Schedule is included in the page count.
3 RFP Evaluation Factors for Award
Evaluation Factors for award state that the font shall be “12-point font, Times New Roman”. May the font within the schedule be smaller than 12 point so long as it’s legible?
Offeror may utilize a small font for call-out boxes and tables;
however, it must be legible.
Offeror may utilize 10 point font Times New Romand for the narrative.
4 Factor 2 Para 3 Factor 2, Technical Solution requires submission of an overall project schedule. For legibility, is it permissible that the schedule be submitted on 11x17 paper, folded down to 8.5x11?
The proposal may include 11 X 17 pages in lieu of 8 1/2 X 11 pages for the schedule or drawings only. Each 11 X 17 page counts as one (1) page towards the total page count. The 11 X 17 pages shall not contain narrative.
24 RFP Part 3 When restroom counter is solid surface, what is the desired sink?
Integral? Porcelain drop in?
porcelain undermount?
The desired sink is to be porcelain undermount.
Section Z10 Section Z10 is mentioned multiple times as a reference. Z10 is not included in RFP. Please advise.
The Government requires clarification of th question being asked.
RFP RFP doesn’t show hydraulic information of the existing water system supplying buildings G-615 and TC-601. Please provide most recent flow test near these buildings.
Contractor must perform a flow test to determine system requirements.
RFP Part 3, C103007
C103007 requires to provide Fire Extinguishers in accordance with NFPA 101 and NFPA 10. UFC 3- 600-01 Fire Protection Engineering for Facilities, section 9-17 states that “General purpose fire extinguishers are not required when the Facility is provided with a complete automatic sprinkler protection and a fire alarm system in accordance with this UFC”. It is understood there are no non-sprinklered facilities. Please confirm that fire extinguishers are not required in fully sprinklered facilities.
Per UFC 3-600-01, all the buildings listed have fire alarm and sprinklers and are not medical or detention; therefore, no portable fire extinguishers are required.
RFP Is there an existing base wide Mass Notification System? If so, what’s the brand and transceiver used.
There is a base wide notification system. The transciever for the building will be provided by the Government.
RFP Please provide how the fire alarm reports to the central station (radio or DACT).
The fire alarm reports to central station using DACT.
RFP Part 3, 1- Project Description
Please verify that both structures shall be analyzed as Risk Category II based on the occupancy counts listed in the RFP.
This is the responsibility of the
DOR.
RFP Part 3, 4A- Exterior Work
3p states that "The Structural Engineer (DOR) must design exterior envelope section" to meet ASHRAE. Please confirm this is a typo, and is the responsibility of the Mechanical DOR.
The Designer of Record must design exterior envelope to meet
ASHRAE.
RFP Part 6, A1 Please verify that the structural members in exterior walls are not to be demolished during the replacement of the building envelope.
It is the responsibility of the DB Team to field verify all conditions. The means and methods are the responsibility of the Contractor. The DOR must provide overall design to satisfy all requirements.
RFP Part 3, 4A- Exterior Work
3o. Please verify that it shall be assumed that the existing roof structure can support loads imposed by installing fall protection attachments.
The DOR shall analyze any connection details and reinforce existing structure from that analysis.
RFP Part3, 1A- General Design Intenet, 4e
4e. Please confirm that all under slab piping, sewer and water, must be removed and replaced up to 5'-0" from the building- FROM both buildings TC-601 and G-615. TC- 601 is a pier and post foundation but it appears that G-615 is a 21,557 sq ft of slab on grade.
Confirmed. Under slab piping, sewer and water must be removed and replaced up to 5’ from the building.
RFP Part 3, 4A- Exterior Work
2c. Install 18" of 1/2 per foot tapered insulation along the edge of the roof to ensure positive drainage over edge metal.-- This makes it sound like there is not a parapet on this building (G-615). From the pictures, it appears to have a parapet with overflow scuppers, which would mean that there are internal roof drains and that tapered insulation along the edge would not be possible to ensure positive drainage over edge metal; because of the overflow scuppers being the only penetration in the upper part of the wall, Please confirm that there are not internal roof drains; can you provide a picture of this roof?
"Install 18" of 1/2 per foot tapered insulation along the edge of the roof to ensure positive drainage over edge metal" applies to buildings without Parapet walls. See attached existing roof plan for reference. Drain to existing roof drains. It is the contractor's responsibility to field verify existing conditions.
RFP Part 3, 4A- Exterior Work
2l. Coat the entire low slope surface with a white reflective coating system. Please confirm that it is possible to have a white reflective coating system over a hot modified SEBS asphalt and not over heat welded SEB asphalt
The Government requires clarification of th question being asked. Any bleed out would be filed with roofing granules while hot and coated when it finishes curing. Heat welded laps are another acceptable way to perform this.
RFP Part 3, 4A- Exterior Work
3n. Install new concrete splash blocks. TC-601 appears to have gutters connected to Stormwater and does not need the splash blocks.
Please confirm that the gutters need to be reconnected to the existing stormwater drainage boots and that the stormwater system that they are connected to is not damaged or in need of repair
Refer to revised Part 3.
RFP Part 3, 4A- Exterior Work
4 Building TC-601 Exterior replacement: replace exterior siding with fiber cement lap siding. In the M116 conditions, Part 6 Attachment H, the siding is a vinyl siding. Please confirm that the intent is to have the Fiber cement lap siding and not vinyl siding.
It is the Government's intent to have fiber cement lap siding as stated in Part 3.
RFP Part 4, B. Full Building Renovatoin to Building G-
6. Replace all doors, door frames and hardware. In the pictures, all the doors have 4 hinges. Please confirm height of doors is 7'-0".
Please confirm the requirement to have doors with 4 hinges; 3 hinges are typical unless the doors are 8'-0" tall.
Three (3) hinges is acceptable for 7-foot high doors. It is the responsibility of the GC/DB Team to field verify all conditions.
Part 3 4.B.9 Part 3 Chapter 4, Paragraph B.9 refers to Part 6 Attachments E and M for Building G615 Mechanical/Electrical requirements and load calculations. Part 3 ESR D30 Paragraph D304006 refers to Part 6 for Building G615 chilled water system requirements. This referenced information is missing in Part 6. Will it be provided in a future amendment?
