SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0003

1. Custodial Service Orders states "The Contractor has full responsibility for any work up to the custodial service order limit of liability of $500 in direct labor and direct material cost per custodial service order. Will the Government please provide historical service order workload? In the alternative, will the Government create a NTE quantity of service orders <$500? Will the government provide a minimum service order threshold? Is this requirement only applicable to the tasks described on Exhibit A? Alternatively, please provide the list of task applicable to this requirement. Who determines the value of each service order? Is the value of of each service order determined and mutually agreed upon prior to the requirement to perform?

Response: Spec Item 3.2 Custodial Service Orders has been deleted from the contract.

2. In Amendment 0001 on page 35 the Site Visit information is shown. Does the Government intend to allow questions to be asked at the site visit and/or after the site visit? If so, when will those answers be provided to the Offerors?

Response: All questions must be submitted in writing via email to the Contract Specialist following the pre-award site visit.

3. On page 35 it states: "A complete electronic copy of the non-price/cost proposal as a single .pdf file on a CD-ROM (include with the “Original” technical submission)." Will the Government please clarify what an "original" technical submission is referenced in this statement, as there is no hard copy submission and only one CD-ROM indicates that it is the original.

Response: Please see Amendment 0003. Any reference to “original” has been removed from the solicitation submittal requirements.

4. On page 35 it states: "In addition to providing electronic copy of the price proposal (original and copy), Offerors shall also provide one (1) non-rewritable CD with pricing information using excel format."

Will the Government please clarify what is meant by an original and copy of an electronic copy?

Response: Please see Amendment 0003. Any reference to “original” has been removed from the solicitation submittal requirements.

5. On each page of the pricing sheet it states "The KO will negotiate the materials costs, as described.

There is a unit of 1. No explanation is provided as to what this 1 means. Will the Government please clarify if the materials price per unit, and extended total price is to be left blank? Does it apply to materials to be used on the IDIQ line items only?

Response: This material line item will not be used for the non-recurring line items. This material line item will be used for unforeseen work that's within the scope of this contract. Line Item A733 should be left blank.

6. On the Attachment J-0200000-09, CLIN 9000, Non-Recurring Work, Base Period and all Option

Years, ELIN (X) 733 states: Provide all materials and equipment to perform Unit Priced Labor work per the scope and delivery schedule specified in the order." Unit of issue is EA. Should the Unit Price for ELIN (X) 733 be the price to provide materials and equipment required to clean the Square Footages identified on ELIN (X) 700 thru (X) 732?

Response: No and Line Item A733 should be left blank.

7. "All formula's shall be traceable". If our delvierable does not include formula's, is our submission compliant since formulas are not required, it's just when formulas are provided they shall be traceable?

Can we submit without formulas?

Response: If the deliverables have formulas then the formulas shall be traceable if not then you can submit without a formula.

8. Please clarify "A complete electronic copy of the non-price/cost proposal as a single .pdf file on a CD-

ROM (include with the “Original” technical submission)." How can we submit one PDF file that includes all proposal requirements (non-price and price) while complying with the requirement to provide the government pricing in Excel format (see page 16; para c) Price:)?Additionally, how can we submit traceable formulas if we are to submit our pricing as a PDF?

Response: Please see Amendment 0003, the requirement for a single .pdf file has been removed.

9. Amend 1 to the solicitation added a ELIN in the Base Period (A731) requiring daily COVID-19 type cleaning for a 30 day period. Please clarify "daily" requirement (Mon-Fri or Mon - Sun). The requirement includes cleaning of frequently touched surfaces. The requirement provides numerous examples of these surfaces however does not provide workload data. Please provide workload data specific to this requirement (estimated quantities of each type of surface). This requirement does not include office and administrative SF, however, the estimated SF quantity is nearly all SF serviced under this contract. Will the government please confirm the estimated common area SF?

Response: Refer to Attachment J-1503010-09, Inventory. This Attachment provides information regarding expanded operating hours and multiple shifts. For building that are 5w will be cleaned Monday thru Friday, 6w cleaned Monday thru Saturday, 7w cleaned Monday thru Sunday and buildings with multiple shifts will be cleaned once per eight hour shift. (2) Estimated quantities for each type of surface is not available. (3)Contractor will not be responsible for cleaning the entire common areas, only the items specified within the common areas.

10. During the walk thru, we were shown warehouse areas that had caged in areas with restricted access.

Will these areas be removed from the cleanable square footage?

Response: No, Refer to 0200000-Management and Administration, Spec Item 2.8.5 thru 2.8.7.

11. Are there areas that will not be cleaned due to lack of access?

Response: No, Refer to 0200000-Management and Administration, Spec Item 2.8.5 thru 2.8.7

12. What is the total square footage in each building that will not be cleaned due to restricted access?

Response: Refer to 0200000-Management and Administration, Spec Item 2.8.5 thru 2.8.7

13. Page 112 of 118, Factor 1, a. Phase in transition plan, refers to “transition period is 30 days as per F.2” Per the solicitation F.2 states “Performance Period of Contract”, and does not refer to the transition period. Question: How many days is the transition period and where is the correct reference to F.2

Response: In accordance with Section M.2, Evaluation Factors, Factor 1 (a), Phase-in transition plan, the contractor is allowed a 30-day phase in. See Amendment 0003 for revised Section F.2.

14. What is the total square feet of the janitorial office provided?

Response: There is no physical office space provided under this contract. There is a laydown area that is provided.

15. Attachment J-0200000-10, Contractor’s Self-Performance Certification and notification of subcontracting requires an SBA approval signature. Due to the current state of affairs, submitting this form to the SBA and receiving a timely reply will not be feasible. Is this still required?

Response: While this form is required for submission with your proposal, it is not required to obtain SBA approval unless you are the awardee. This is a post-award action.

16. In amendment 2 it was stated in response to a question that shift information was available in the inventory file. We went through all 32 tabs and thousands of lines of data but nowhere did we find anything other than some work that was designated 7 days per week. Please clearly identify any facilities (or direct us to specific tabs, lines, etc) requiring more than one shift so we can provide responsible cost and pricing and for those services. At this point the Government has not provided us with the level of information we need to submit responsible pricing. Only the incumbent has access to this information and the Government not providing it to competing contractors creates an unfair advantage in the process.

Response: If there is not any shift work specified in the inventory, than there is no shift work required.

17. In the previous amendment it was stated the Government had no information or estimated quantities to base the service call pricing on. The FAR requires the government either provide workload data sufficient for the contractors to prepare cost and pricing or to make those items indefinite quality or cost reimbursable. 100 Service Orders a year with a $ 500 limit is one thing, but 1000 of them becomes something entirely different and a huge risk to the success of both the contractor and the contract itself. Once again, only the incumbent has access to this information and it gives them an unfair advantage in the process.

Response: See Amendment 0003. Spec Item 3.2 Custodial Service Orders has been deleted from the contract.

18. A question was asked if any of the work on the contract was applicable to a collective bargaining agreement: The Government answered it was not. Then a CBA was included in the following amendment. Also, the CBA was entered into by a single partner of the JV and not the JV as the legal entity the contract was awarded too. There is almost a 50% difference in the loaded rates between the CBA and SCA so it’s important we get this right. Please clarify the intent of including the CBA and the applicability to the locations or CLINS.

Response: A CBA is applicable per Amendment 0002. The applicable Collective Bargaining Agreement (CBA) is an agreement between the signatories to the CBA. It is the offerors' responsibility to review any pertinent CBAs to determine its responsibilities and obligations to the work covered by this procurement.

19. Please provide all government furnished information prior to proposal due dates award so we may price accordingly. Only the incumbent has access to this information and it gives them an unfair advantage in the process.

Response: The information required to submit a non-cost and price proposal is included in the solicitation. Please price accordingly

20. Typically, child care and clinical settings require all employees have immunizations specific to healthcare. Please confirm if this is a requirement or not.

Response: Refer to Attachment J-1503010-+G58:P6406, Custodial Services for Child Development Centers and Youth Centers (collectively CYP facilities) are governed by OPNAV Instruction 1700.9, Chapter 19.

21. Please advise on 0200000 stated that the contractor is responsible for utilities? Please provide clarifications?

Response: Refer to 0200000 Management and Administration, Spec Item 2.4.2, Government Furnished Utilities.

22. What is the frequency for high traffic areas to be cleaned?

Response: Refer to Attachment J-1503010-05.

23. Are there procedures in place for contractors that are not allowed to enter a building or space of work for clean?

Response: Refer to 0200000-Management and Administration, Spec Item 2.8.5 thru 2.8.7.

24. Is a green cleaning strategy requested or required?

Response: Refer to 0200000 Management and Administration Spec Item 2.10.3.1, Environmentally Preferable Products.

25. What is the frequency of service, and during what times may the custodians work?

Response: Refer to J-1503010-03, -04, -05 and -06 for Frequency of services and 0200000 Management and Administration Spec Item 2.2.1 thru 2.2.1.2 for working hours.

26. Can another trailer for contractors be positioned on the allotted space?

Response: This is a Post Award action that would be requested by the awardee.

a. Proposers shall enter unit prices and amounts for Contract Line Items (CLINs) and Contract Exhibit line items (ELINs) as indicated in the schedules and accompanying exhibits.

b. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended bid and the total of the CLIN, the ELIN will be recomputed accordingly. The CLIN will also be recomputed to take into account the change in the contract ELINs. The contractor warrants, by submission of his proposal, that the price does not include any contingency for future wage increases with the exception of Wage Rates-Construction.

B.14 Unit Prices For Labor

a. A portion of the work included in the scope of this contract cannot be identified in advance in sufficient detail to be as a Unit Price Task in this contract. DBIDS INFORMATION:

Access to Installation: All Contractor personnel shall obtain access to the installation through enrollment and registration into the Defense Biometric Identification System (DBIDS).

The Contractor shall provide the KO with the name of their designated Service Contractor Administrator (SCA) for enrollment in DBIDS. Once enrolled, the Contractor must provide the DBIDS Registrar with an approved employee list and then direct their employees to register into DBIDS.

DBIDS Program: DBIDS is an enterprise identity management and perimeter installation access control solution in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to three years, or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. There are no fees associated with obtaining a DBIDS credential.

The Government performs background screening and credentialing. Throughout the year the Contractor employee must continue to meet background screening standards. Periodic background screenings are conducted to verify continued DBIDS participation and installation access privileges. DBIDS access privileges will be immediately suspended or revoked if at any time a Contractor employee becomes ineligible.

DBIDS Credentials: Contractor employees shall furnish a completed copy of the SECNAV 5512/1 form to obtain the required background check and visit the local Navy Installation Visitor Control Center to obtain a DBIDS credential once approved. The SECNAV 5512/1 form and additional information about DBIDS can be found at:

https://www.cnic.navy.mil/om/dbids.html .

The Contractor may initiate the adjudication process when a background screen failure results in disqualification from participation in DBIDS and the Contractor employees do not agree with the reason for disqualification. The Contractor may also apply for a waiver when a background screening failure results in disqualification from participation in DBIDS. The Commanding Officer will be the final waiver determination authority.

The Contractor shall immediately collect employee DBIDS credentials and notify the KO in writing:

(1) That an employee has departed the company without having properly returned or surrendered their DBIDS credentials.

(2) That there is a reasonable basis to conclude that an employee, or former employee, might pose a risk, compromise, or threat to the safety or security of the installation or anyone therein.

DBIDS Paper Passes: In the event that a visitor, vendor, or Contractor employee elects not to participate in DBIDS, the individual will be issued DBIDS paper pass from the Base Pass and Identification Office in order to access to the installation. The time standard for the validity of a pass to access an installation will be not more than thirty (30) days and may be further restricted based on local policy or by Federal, DOD, Navy, and CNIC guidance.

The Government will not be responsible for any cost or lost time associated with obtaining paper passes or added vetting or inspections incurred by non-participants in the DBIDS credentialing process.
