SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002

Proposal Inquiry Questions and Answers

1. Custodial Service Orders states "The Contractor has full responsibility for any work up to the custodial service order limit of liability of $500 in direct labor and direct material cost per custodial service order. Will the Government please provide historical service order workload? In the alternative, will the Government create a NTE quantity of service orders <$500?

Response: This information is not available at this time. Verbiage will remain as is.

2. Will the government confirm whether a Collective Bargaining Agreement is applicable and, if applicable, provide the current CBA?

Response: Please disregard the previous answer. This solicitation is subject to a Collective Bargaining Agreement. J-0200000-02, Wage Determinations, has been updated to include CBA-2018-11297. See Amendment 0002.

3. ANNEX 0200000, Spec Item 2.8 Security Requirements, This section indicates that “The Contractor shall ensure that all security / entrance clearances are obtained.” Does this refer to a favorable NACI?

The NACI is the National Agency Check with Inquiries, consisting of a basic background/records check covering at least the past 5 years. Generally, all our employees are screened for any routine disqualifiers, but with the possibility of personnel entering secured facilities, we wanted to confirm that a higher level check would not be required. Will the workforce require higher Security Clearances?

Response: Please refer to ANNEX 0200000-Management and Administration Spec Item

2.8.5 thru 2.8.8 for Security Requirements.

4. J-1503010-09 Inventory; ANNEX 1503010 Spec Item 3.1, Will the government provide the following information referenced in Spec Item 3.1, which does not appear to be included in the Inventory attachment:

•Designated Clean Rooms per Spec Item 3.1.1 •Areas Identified to receive low-area cleaning per 3.1.1.2 •Dust Free service area identification per 3.1.2 •Damp Mopping areas identified per 3.1.2.5 •Waterless urinals listed per 3.1.3.1

Response: Specific areas or things not identified in inventory will not be performed on this contract at this time. These services may be added at a later date.

5. ANNEX 1503010 Spec Item 3.1, Will the government provide the following information:

•Square footage of windows by building and by floor •number, location, and type of restroom fixtures and stalls •number and location of drinking fountains •Square footage of interior glass surfaces by location

Response: This information is not available at this time.

6. Section 0200000 / Spec Item 2.4.2 - Government Furnished Utilities. Is the contractor responsible for the cost of the utilities?

Response: The Contractor is responsible for the utilities at the laydown area. The Government will furnish water and electricity at existing outlets required for the work to be performed under the contract.

7. Section 0200000 / Spec 2.6.5 - Service Interruptions. Is the contractor responsible for managing and communicating service interruptions?

Response: The Contractor is not responsible for managing and communicating utility services interruptions.

8. Section 0100000 / Spec Item 1.1 lists Annex 16 Utilities as N/A. Does this remove the contractor requirements to manage utilities?

Response: No. This part of the specification is not applicable to this particular requirement.

Annex 16 Utilities is a template used to write utility contracts.

9. Historical and Archaeological Resources discusses skeletal remains. Just for clarification - is this applicable to this requirement?

Response: While this may not be applicable to this procurement at this time, it is included in all solicitations throughout NAVFAC Midlant. It is standard language.

10. Factor 3 - Safety. Just for clarification - the gov't requests EMR, DART and TCR rates?

Response: In accordance with Section M.2, Factor 3 - Safety, the Offeror shall submit their EMR, OSHA, TRC, and OSHA 300A form for each of the last three complete calendar years.

11. Section J-0200000-06. Government Furnished Property. The document states that GFP, Materials and Services will be provided upon award. Please clarify if this is accurate.

Response: Attachment J-0200000-06, Government-Furnished Property, Materials, and Services will be provided upon award.

12. Section L.5.c, page 104, a requirement of the price volume is: “Provide name of financial institution, point of contract, telephone number and email address. Provide a signed statement of release giving the reference permission to release the information to the Navy.” Is this a statement signed by the Offeror, giving the financial institution permission to release information? Will the government clarify what “information” is being granted permission for release?

Response: In accordance with L.5, the offeror is required to provide a signed statement of release giving he Navy permission to release financial information to the Navy. This information will only be used to determine that the contractor is considered responsible in accordance with FAR Subpart 9.1.

13. Section L. 5. b) & c) state the offeror shall submit one electronic copy of their proposal AND one CD-

ROM copy, however, Section A states proposals are to be submitted via email. Where do you want the CD-ROM mailed? Does the CD-ROM need to be received by the due date specified in Section A or just the email?

Response: To further expand on the answer provided via Amendment 0001 - The offeror shall submit one electronic copy (email) and one CD-ROM in accordance with pages 103-104 of the solicitation. The solicitation has been updated to include the physical address in which the CD-ROM shall be mailed under Section B.23, Proposal Delivery. The electronic copy must be submitted by the proposal due date. The CD-ROM must be post-marked the same date as the proposal due date.

14. Section L. 5. c) price proposal submission requests the submission of Attachment J-020000-09, which is an excel file as well as other information that would be provided as a .pdf file. Does the government request that we convert the J-020000-09 file to a .pdf to submit one price proposal file?

Response: In accordance with L.5, the pricing shall be submitted using the excel format.

15. Section C. 2.2.2, Section J-0200000-02 provided is an area wage determination, is there a Collective

Bargaining Agreement that is subject to this solicitation?

Response: Please disregard the previous answer. This solicitation is subject to a Collective Bargaining Agreement. The Management and Administration Attachment, Attachment J- 0200000-02 has been updated to include CBA-2018-11297. See Amendment 0002 and Section J-0200000, Management and Administration.

16. Restroom cleaning references services at the end of each shift in attachment J, but operating hours that would require a second shift or requirements to have more than one shift are not in the solicitation that we can find. Can the Government tell us which facilities by CLIN require expended operating hours or multiple shifts?

Response: Refer to Attachment J-1503010-09, Inventory. This Attachment provides information regarding expanded operating hours and multiple shifts.

17. Do 7 day service requirements include holidays as well?

Response: Please refer to ANNEX 0200000-Management and Administration Spec Item 2.2.1, Government Regular Working Hours.

18. Without benefit of a site visit, maps, Government furnished property and equipment, etc . etc we lack the information we typically rely on to put together staffing, operational plans, etc to meet the terms of the contract. Please consider scheduling a site visit and releasing all documents prior to establishing any revised due dates.

Response: Due to overwhelming demand, the preproposal site visit is being rescheduled for 16 July 2020. Please refer to Section L.6 for updated information regarding the Site Visit and directions for gaining access to the installation.

19. Can the government provide information to price exterior window cleaning such as square footage of windows per building, building stories etc. We cannot price this nor can potential subcontractors without any data to base pricing on.

Response: This information is not available at this time.

20. The service interval references in attachment J do not match the service requirements (room types, etc,) listed in the inventory sheets provided. As an example the inventory sheets reference (mostly) 5 day per week frequencies but attachment J (column 3 services for example) require very little if any 5 day per week services.

Response: Attachment J-1503010-09, Inventory, lists the number of days a building will be visited per week. Attachment J-1503010-03, Common Output Level Standards, lists the areas in the building to be cleaned and how often.

21. Inventory files provided to base staffing and equipment requirement on total over 12,000 lines of services. Please consider the massive amount of work (time) required for contractors to make changes based on any revised task, frequency or service changes or clarifications and revised due dates accordingly.

Response: Due to overwhelming demand, the preproposal site visit is being rescheduled for 16 July 2020. Please refer to Section L.6 for updated information regarding the Site Visit.

Due to the extension of the Site Visit, the Proposal Inquiry cut-off is 17 July 2020. The proposal due date is extended to 27 July 2020. Please see Amendment 0002.

22. Reference inventory tab “Rgn Nor off Base”, 7 day per week work requirement. What are the floor maintenance frequency requirements for this service item? None of the items are identified as youth services, hospitals or clinics, nor are they identified as type, A,B,C,D or columns 1 through 4 where we would typically find frequencies. We have not identified any other examples at this point but they may exist as well. Please advise as to floor service frequency for 7 day services otherwise not checked in service levels.

Response: This service shall be performed at COL-3 Level.

23. In the RFP, when it references materials or supplies if that includes consumable supplies such as hand soap, paper towels, toilet seat protectors, and toilet paper, are those products Government or Contractor supplied?

Response: In accordance with Spec Item, 3.1.3.2, the Contractor shall service restrooms to ensure they are stocked with sufficient supplies and waste containers are emptied. These supplies are contractor supplied.

24. J-020000-09+ELINs+Rev_1, The revised attachment includes references to COVID-19 requirements in the Non-Recurring worksheets, CLINs X731. Due to COVID-19 requirements it may be required for staff to have additional PPE such as nitrate gloves, and disposal masks. Will the Government reimburse the contractor for additional PPE? Is the Contractor required to provide COVID PPE for employees? This is an unknown cost as we do not know how long COVID disinfection requirements will last.

Response: No, the Government will not reimburse the contractor for PPE. Yes, the contractor shall provide PPE for employees.

25. Under the current SBA small business act, a mentor protégée relationship allows the mentor past performance to be used to enhance the protégé capabilities. Will the government accept the mentors past performance per the SBA small business Act on mentor protégé relationship?

Response: In accordance with Section M, Factor 2, Corporate Experience, if the Offeror is a Joint Venture (JV), relevant project experience shall be submitted for projects completed by the Joint Venture entity. If the joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. An offeror proposing to perform as Prime Contractor for this solicitation may use experience from projects it performed as part of Joint Venture. For a JV, the offeror shall provide the signed U.S. Small Business Administration (SBA)-approved joint Venture Agreement or an SBA-approved Mentor- Protégé Agreement as part of this factor. Failure to submit an SBA-approved Agreement will result in the relationship being considered as Prime/Subcontractor and the prime contractor will not be found Acceptable on the basis of the subcontractor’s experience only.

Offerors are still limited to a total of five (5) projects combined."
