About this file
This document provides details on an industry day event for a proposed underwater launch test facility project. The Naval Facilities Engineering Command Mid-Atlantic is planning to solicit bids for the design and construction of an underwater launch test facility at the Naval Support Activity Crane in Crane, Indiana. The proposed facility includes a 130 foot deep pool, operational support building, warehouse, water treatment facility, mechanical and electrical buildings, and supporting site work. The total project cost is estimated between $25 million and $100 million. Contractors are invited to attend industry day presentations on June 19th and a project site visit on June 20th to learn more about the project scope and ask questions. The solicitation for bids is expected to be released in January 2020. Responses to attend the industry day events are due by June 12th.

Industry Day P-409 Underwater Launch Test Facility (ULTF) Date: 19-20 June 2019
Time: 0900-1600
Location:
Indianapolis International Airport Hotel (TBD) Indianapolis, IN
Overview:
Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic invites contractors to learn and ask questions about a proposed Military Construction Project located at Naval Support Activity Crane in Crane, IN. The base is about 80 miles SW of the Indianapolis International Airport.
NAVFAC is preparing to advertise this design-bid-build project in late January 2020. Contractors with appropriate experience are encouraged to attend.
Project Description:
The ULTF will include a 130+/- feet deep pool, operational support building (OSB), warehouse building, water treatment facility, and mechanical and electrical building. Supporting facilities include pavement, site preparations, site improvements, electrical utilities, mechanical utilities, and environmental mitigation.
A reinforced, concrete pit with soil anchors will be constructed, using slurry wall construction techniques.
The OSB will provide space for control of and data collection from the test equipment not included in the subject contract.
The OSB will include a high bay area for maintenance. The low bay area of the OSB includes control center, equipment room, shared offices, a meeting space, restrooms, and building support areas.
The warehouse building will be a steel structure with an insulated metal wall and roof panel system and an open sided awning for vehicle storage.
This project includes a water treatment facility to maintain water quality in the pool. The water treatment facility will house pumps, cartridge filters, control systems and other equipment for processing water.
The mechanical and electrical building will be constructed to house support equipment.
Electrical utilities include a substation, primary and secondary distribution systems, telecommunications infrastructure, transformers, and outside lighting. Mechanical utilities include water distribution, pit discharge piping, fire protection system, domestic sewer systems, and stormwater drainage systems.
Site preparation includes clearing and grubbing, grading, replacing gravel paving, site earthwork, and excavating the 130+/- feet deep pool. Paving and site improvements include grading, parking, roadways, sidewalks, landscaping, fencing, signs, curbs and gutters, trash enclosure, and hazardous waste accumulation area.
Magnitude of Construction: between $25M and $100M.
Scope/ Complexity:
• 130+/- feet of pit excavation construction (50,000 CY +/-) and possible dewatering. Excavations can require use of soil/rock anchors and may require blasting.
• Slurry wall construction and heavily reinforced cast in place concrete structures
• Heavy industrial utility distribution systems within the ULTF campus
• Power extension from the base to the ULTF campus
• Civil, mechanical, and electrical systems across the ULTF campus
• Water treatment facility construction
• Metal buildings: water treatment, operations support, mechanical & electrical, and warehouse
Note: Preliminary design documents will be posted to NECO for review by 05JUN19.
Security Requirements:
No limit to the number of personnel that can attend the presentation at Industry Day. For the site visit, we request a maximum of three personnel per company.
