We have received feedback from several modular building manufactures indicating that the structural and architectural drawings for the AAR building are inconsistant with modular building construction. One stated "Having reviewed the drawings and specifications we have ascertained the “temporary modular building” is actually a fabricated steel building." Please either provide a more appropriate specification that is consistant with the buidling indicated in the drawings, or provide drawings that are more typical of a temporary modular building.

The AAR building should be bid per the drawings and specifications.

20 Solicitation Is the requested pricing per the price proposal form (attachment H) or per the Solicitation? The solicitation has 3 pricing items whereas the attachment price proposal has multiple CLIN 0001 breakouts and items such as "Price for Equipment – Immersive Village Weapons Caches, and Dry Wells" is not found in the drawings .

Please use Attachment H – Price Proposal Form for pricing.

Pending additional response.

21 Solicitation Please consider a one-week extension if none other than to extend the RFI period by a week.

It is very difficult to review 789 drawings in only 2 weeks.

Please see Amendment 0002. The PPI cut-off date and time is Tuesday, 20 November 2018, at 5:00 PM EST. This date remains unchanged.

CG-102, CG-103.

Please confirm.

Courtyard walls on are GC-102 & GC- 103.

24 00-A-350 00-A-350 Will the color of the Shipping Containers be coordinated after an award? For basis of pricing should we plan on roughly an equal amount of color selections for both the 20x8’s and 40x8’s?

Yes. See note for the EXT PT-1 finish on sheet 00-A-350. There are 8 different colors as the BOD for the containers. For bidding an equal ratio is fine. The scenic painter should have input for the final selections and locations of the varying colors to match their overall appearance.

25 00-A-350 & 09 94 16

2.3 00-A-350 Please provide guidance for the aged wood, can we plan to utilize scrap materials that are aged or is this new material that we need to artificially age and paint to look old? Scrap materials will be more cost effective but will greatly differ in color, species and aging and may contain imperfections due to previous hardware. Please clarify as the specs state something different than the drawings indicate.

Scrap material is fine and meets the intent of the design better than faux aged wood. Please follow the intent of the drawings as indicated on sheet 00-A-355 with a wide range of aged wood.

26 00-A-350 & 09 94 16

2.3 00-A-350 Please provide guidance for the aged corrugated metal panels, can we plan to utilize scrap materials that are aged or is this new material that we need to artificially age?

Scrap materials will be more cost effective but will greatly differ in color, aging (rust) and may contain imperfections due to previous hardware. Please clarify as the specs state something different than the drawings indicate.

Scrap material is fine and meets the intent of the design better than faux aged new material. Please follow the intent of the drawings as indicated on sheet 00-A- 355 with a wide range of metal wood.

27 Typ-A-201 ##-A-201 It is understood that various shapes, sizes and aging levels are wanted for the exterior finishes on the Village Buildings and that quantity and randomness is depicted;

however, how strict is both the size and shape of each of the following individual components; to include graffiti signage, wood panels, metal panels? I.e. do these components need to be scaled, cut and installed exactly like the exterior elevations depict or is there a general tolerance that can be

The size on the drawings is to give SQFT areas for bidding. The scenic painter should have a good deal of leeway in the actual application of the finishes. The shapes and general locations can vary as needed to allow for the scenic painter to create a realistic appearance.

accounted for?

28 Typ-A-201 ##-A-201A’s;

Typical Example 4/22-A-201A or 4/46-A-201A - There are two types of exterior finishes, 1 that resembles MTL-1 and another that is not depicted in the exterior finish schedule. Is this meant to be wood or a second type of corrugated metal?

The applied panels on sheet 22-A-201A are all aged metal panels. The same for sheet 46-A-201A.

29 51-S-201, 51-A-201

51-S-201 and 51- A-201; Should there be 2 openings (and precast steps as shown on 51-S-

201) or is there only 1 door and 1 step as shown on 51-A-201?

Follow the architectural sheets for number of precast steps and openings.

30 90-A-201A 90-A-201A;

Please provide drawing sheet 90- A-201A

There is no sheet 90-A-201A. This building is to serve as a storage building and not part of the immersive training.

31 91-A-201A 91-A-201A;

Please provide drawing sheet 91- A-201A

There is no sheet 91-A-201A. This building is to serve as a storage building and not part of the immersive training.

32 45-A-201 & 79-A-401

For Buildings 45 and 79, drawing ##-A-201, elevation 4 - There is a note referencing a precast building rough finish. This is assumed to be container building and the only precast is footings and steps. Please verify that this is not a precast building

Correct. The precast note is a typo.

Buildings 45 & 79 are shipping containers.

33 03 41 33 & 13 35 00

Are individual shop drawings required for each of the precast and conex village buildings?

Individual shop drawings are required for each of the precast and conex village buildings.

34 03 41 33 Where there is a brick pattern shown, is the exact size and location subject to flexibility in the design? If form liners can be used semi-routinely this will help cut-down on lead time and costs.

The intent of the brick hatch on the drawing is to indicate the general area to have a brick pattern cast into the precast with the use of form liners, the extact size and coursing may vary and form liners may be reused as required. The final brick appearance is to be created with the scenic painter applying varying brick color and grout color.

35 03 41 33 Precast Structures;

The schedule does not allow for individual building engineering time, shop drawing generation, procurement, shipping, installation of buildings and then installation of other subcontractor scope when considering all of the precast structures. Further complicating this pricing is the

Factors were considered. The time for the schedule stays.

unknown award date and current backlog by suppliers. Please provide some insight if these factors were considered as there is extreme risk with this package.

36 03 41 33 2.5.1 Thin brick is mentioned in the specs but the schedule doesn’t allow the suppliers lead times so the contractor would need to pull these from stock inventory. Please comment if this is suitable.

There is no thin brick in the project. The brick precast is to be created with the use of form liners and the scenic painter applying colors to simulate the brick walls.

37 03 41 33 Is there any flexibility in the design for details that are conducive to the accelerated schedule such as the corbel system on both sides of many panels, or the flooring system construction?

No.

38 00-A-350 Per the village finish legend shown on drawing sheet 00-A-350 states for PRE-1 & PRE-2 to be a stucco finish.

Please confirm if the stucco finishes are to be cast into the precast with form liners or to be a field applied stucco system.

Correct. PRE-1 & PRE-2 are to be created with the use of intergal concrete color and form liners. No applied stucco.

39 09 94 16 & 00-A-359

Per specification section 09 94 16 paragraph 1.3 Scope of work for scenic painting, states precast panels will be cast in differing textures, imitating masonry and corrugated panels.

Please confirm the design intent shown on drawing 00-A-359 is for the precast to be painted to look like corrugated metal (brown/ gray/red areas) and the only corrugated metal being attached to the building will be the small (green and blue) areas marked

MTL-1.

Correct. The finish hatch PRE-4 indicates that the precast will be cast with a corrugated panel. Based on the aging level of "HIGH" on the finish schedule for buidling 64 that precast should be faux painted to appear highly aged. The metal panels that are field applied over the precast are MTL-1 pieces. Note: If the PRE-4 finish appears on the building that is called out to have a "LOW" aging level the corrugated precast would be faux painted with a cleaner newer looking metal finish.

40 09 94 16 Per specification section 09 94 16 paragraph 1.3 Scope of work for scenic painting:

States there will be painted signage and or graffiti applied to the building. Please confirm if the painted signage / graffiti will need to be placed on a metal/other backing so that it is removable from the exterior of the building or will it be painted directly on the shipping containers and precast buildings?

The areas to be painted by the scenic painter as signage / graffiti should be applied directly to the wall surface.

41 10 14 00.20 2.2 & 2.3.1 Per specification section 10 14

00.20 Signage, states to provide typical Camp Lejeune exterior metal building signage and interior signage at all interior rooms and buildings.

Please confirm if all of the village buildings will require a metal building sign and interior room signage per this specification section or if the specification section (10 14 00.20) is only to be incorporated with the AAR buildings.

Only the AAR building.

42 09 94 16 1.6 Per specification section 09 94 16 paragraph 1.6 Warranty for scenic painting is to warranty the coating system for three years.

However, with the amount of aging required and scenic painting techniques/materi als used to enhance the decaying effect on substrates, this will inhibit the longevity of the coatings. Thus, a warranty period of three years is not realistic. Please revise the warranty period to a more obtainable period of 1 year.

Warranty period needs to stay 3 years.

43 00-A-350 FL For DRT-1 floors;

Compacted dirt floors are to be to what % and what is the specified material (onsite material, off-site sand, etc.)?

Refer to Specification section 31 23

00.00 20 - paragraph 2.1 Soil Materials for soils required; paragraph 2.4 Borrow for borrow location; and paragraph 3.10 Compaction for compaction requirements.

44 01 30 01.00

Are all of the immersion trainer props parts of the FFE package or is the FFE package limited to just the components found in the AAR buildings? Please confirm there are no FF&E requirements for the village buildings. If furniture/tables/ch airs/props are required in the village buildings please provide interior furniture / interior plans.

FF&E is limited to the AAR building.

45 01 30 01.00

Specification section 01 30

01.00 22 FF&E .

Please confirm the items (except those items mentioned in note

#3 - EQ-1, EQ-2,

& EQ-3) listed in the chart displayed on drawing sheet A- 721 are all to be incorporated in the FF&E package.

Yes. All items on the chart and drawing on Sheet A-721 are to be included in the FF&E package.

46 CS-100 Note 31 What are the requirements for the clearing at the landing zone? Is this area to be simply mowed and maintained by heavy duty mowing equipment or is it

to be completely grubbed, fine graded and reseeded with permanent grasses?

47 CS-102 &

CG-102

Are there any special considerations with earthwork or landscaping for the areas depicted as the cemetery?

No, cemetery areas should be graded per CG sheets and seeded per the specifications.

48 12-A-101 & 12-A-207

Sheet 12-A-101 calls for type G door (Lattice Door) but 12-A- 207 is showing as open please confirm if open or a door. Should we be using the 4/##- A-201 Exterior Elevations as the design intent rather than door layouts on 1/##- A-101?

I am not sure about this question. Sheet 12-A-101 does not call out any door types. Sheet 12-A-201 calls out a Type 'G', two Type 'H' and an opening. Please use the door types shown and called out on sheet 12-A-201.

Are you looking at the 'G' tag that is in a square box? That tag is for the "KEYED NOTES" not the door types. Please review the keyed notes on the floor plan sheets. The door types are typically called out on the elevation sheets and those call out should be followed.

51 27-A-201 & 27-A-201

59 AAR

Multiple

Sheets for the AAR building do not match up between disciplines, please reference rooms 108 & 109 on drawings 00-S- 201, 00-S-203, 00-S-505 which are different from A-101, A-721, E- 101, E-102, E- 104.

These room numbers should use the architectural numbering.

60 Sheet 83-A-101, detail 1 has a door with the letter A without number before it please confirm what number goes before the A for the reference to the door schedule.

The 'A' should be a '2'.

61 01 14 00 1.2 & 1.3.2 Will the contractor be able to work a standard work week i.e.

Monday-Friday 0700-1530 without being impacted by nearby ranges? If not provide a yearly schedule.

Schedule will be provided upon contract award.

62 01 14 00 1.2 e What is the desired gate access for this project? If access to the site is to be solely on the outside of base and off from Hwy 172; is the contractor required to monitor (man) this gate during all work hours or is Camp Lejeune to provide a MP checking identification?

This is a challenge because anyone can gain access to other areas of the base from outside this gate without adding temporary barricades or fencing thus restricting access via other roads adjacent to TLZ Lark and through the MOUT facility and thus in return will restrict neighboring ranges. More thought and specific requirements to gauge the level needed to secure this entrance is required.

Gate at Hwy 172 is kept locked. During construction of the P1479 project, Contractor will be given a key and made responsible to man the gate whenever trucks coming in or out are using the gate. Will validate with base.
