Proposal Inquiry Questions and Answers
1. Page 34 of 118, Spec Item 2.9.5, Accident and Damage Reporting, seems to be associated with work not included in this RFP. Will the government please clarify?
Answer: Although this spec item high lights weight handling equipment because of the high hazard risks associated with them, it pertains to “any accident meeting the definition of Recordable Injuries or Illnesses or High Visibility Accidents, property damage equal to or greater than $2,000…” Spec Item 2.9.5.1 explains what Recordable Injuries or Illnesses or High Visibility Accidents are. “Recordable Injuries or Illnesses. Any work-related injury or illness that results in:
1) Death, regardless of the time between the injury and death, or the length of the illness;
2) Days away from work (any time lost after day of injury/illness onset);
3) Restricted work;
4) Transfer to another job;
5) Medical treatment beyond first aid;
6) Loss of consciousness; or
7) A significant injury or illness diagnosed by a physician or other licensed health care professional, even if it did not result in (1) through (6) above.
High Visibility Accident. Any mishap which may generate publicity or high visibility.”
By reading the definitions above you can see that this spec item will pertain to every contract
2. Section J-1503010 – Custodial – Attachment J-1503010-03 Common Output Level Standards
– Please identify the frequency once per shift(s).
Answer: Refer to J-1503010-10 for designated shift buildings. If frequency is “S”, this means once per shift. If there is a 3 shift building, it would need to be serviced 3 times a day (once per shift).
3. 1503010-Custodial, 1.1 Concept of Operations states that “Custodial services include waste removal for buildings and service locations to collection points, but disposal of waste from collection sites is addressed in 1503030 Integrated Solid Waste Management.” We cannot find this section in any of the documents. Can you address whether or not the contractor is responsible for waste removal from the sites?
Answer: The attachments is referring to dumpsters. No, the contractor is not responsible for waste removal from the collection sites (dumpsters) only to the collection sites.
4. Item 2.10.2.12 states asbestos or asbestos-containing material may be encountered. Can you provide a map of known asbestos-containing material locations?
Answer: Information will be provided after award. Contractor will not be required to work where there is unstable asbestos present.
5. Item 3.1.1.2 states that desk side recycling containers should be emptied. The item does not specify whether separation is necessary or not. Can you address this?
Answer: Recycling is single stream, no separating required.
6. Item 3.1.1.2 states that desk side recycling containers should be emptied. We observed numerous non-desk side recycling containers, such as those within lounges or break areas, at the site walk. The contract does not address recycling containers is locations other than desk side. Are these non-desk side recycling containers covered under this contract and by which item?
Answer: Non-desk side recycling is covered under a different contract.
7. Item 3.2 describes Unscheduled Services. Can you provide the number unscheduled service calls took place during last contract year? Which building had the most? What are the top three causes of unscheduled service calls?
Answer: Per Spec Item 3.2 historically there have been approximately 24 services annually. The typical causes are overflowing toilet/urinals, vomit, and blood.
