Q.32 Are there any current treatment limitations at any of the locations covered in the solicitation that prevent HVAC system treated water from going into the sanitary sewer?

A. Yorktown; Yes. There are limitations on any process treated water going into the sanitary system. Prior to any disposition to sanitary, the contractor would have to sample/characterize the wastewater to ensure that we do not exceed any of our HRSD effluent limits. Treated HVAC waste water would need to be sampled for total metals (As, Cd, Cr, Cu, Pb, Hg, Ni, Ag, and Zn; method 200.7), oil and grease (SGT-HEM 1664B), and pH. The results will be provided to our Environmental Office, through the PAR, for decision prior to disposing and treated water in any sanitary system.

If the sample results are below our permit effluent limits, then it may be disposed of through the sanitary system. If any parameters exceed the effluent limits, then the wastewater would have to be disposed of through other means.

An initial sampling would need to be conducted and if all parameters are below limits on the initial sampling then we may/may not have to make any further waste characterizations depending on the findings.

Q.42 On Page 235 of the solicitation lists:

“Scope: Projects that involve: HVAC Water Testing and Treatment for water-cooled chiller / closed Loop Systems and water cooling towers; Developing and implementing boiler water testing and treatment programs; Developing recurring service programs to maintain and repair installed equipment and systems; Performing maintenance and incidental repairs for installed equipment and systems to ensure proper operation and minimize breakdowns.”

In the second halve of the section, the separation of thought with a semicolon would allow firms that only developed non-HVAC Water Testing and Treatment reoccurring service programs or maintenance send in a proposal package.

Would NAVFAC be better serviced to alter the wording as follows to ensure firms that perform HVAC water treatment as a primary operation pursue this solicitation?

“Scope: Projects that involve: HVAC Water Testing and Treatment for water-cooled chiller / closed Loop Systems and water cooling towers; Developing and implementing boiler water testing and treatment programs; Developing recurring HVAC Water Testing and Treatment service programs to maintain and repair installed equipment and systems; Performing HVAC Water Testing and Treatment maintenance and incidental repairs for installed equipment and systems to ensure proper operation and minimize breakdowns.”

A. As stated in the solicitation.

Q.43 For the steam boilers, the bidders are requested to adhere to Section 3120 of NAVFACINST 11300.37. Will NAVFAC provide this document with their answers to questions since it is not readily available?

A. No, it is readily available on the internet, however if need be it could be make available after award.

Q.44 What are the tonnages for each of the cooling tower for all locations in the solicitation?

B. Norfolk; Unknown C. NNSY; See revised inventory

Q.45 What is the volume for each closed loop for all locations in the solicitation?

Q.46 What is the horsepower for each steam boiler in the solicitation?

B. Norfolk; Data is not available.

C. NNSY; See revised inventory

Q.47 Would NAVFAC desire to alter their documents to list the cost per month for each system (cooling tower, chilled water, hot water, steam boiler) for each location so if there any future system additions or subtractions, costs can be fairly adjusted by both parties to allow balanced bidding?

A. As stated on the solicitation.

Q.48 Approximately ½ of the locations toured during the 1/9/19 site visit had treated systems and equipment that were tagged out of service. If a system is tagged out of service, will it be removed from the facility property inventory list? Furthermore, will the pricing tables be modified to reflect the price for each treated system at each location to show pricing for systems that are either brought back on line or taken out of service in future operation for contract alteration?

A. Please see revised Inventories and ELINS. This will also be addressed after the contract is awarded via a contract modification.

Q.49 The majority of the locations could not be reviewed at the Portsmouth location during the 1/9/19 site visit due to security access requirements. This prevented the bidders from knowing the conditions or existence of any treatment equipment. Will there be an adequate period of time after contract award to allow the contractor to create a deficiency list for water treatment systems since numerous locations were not able to be reviewed?

A. Yes.

Q.50 It was noted during the 1/9/19 site visit that the facility inventory list description was not correct for several of the Norfolk nonchemical treatment device locations. Would the list be updated to indicate the actual conditions as follows?

Cooling Tower Evapco Pulse Pure Electronic Treatment Device NORFOLK IF Cooling Tower Evapco Pulse Pure Electronic Treatment Device NORFOLK KK Cooling Tower Evapco Pulse Pure Electronic Treatment Device NORFOLK KJ Cooling Tower Evapco Smart Shield Chemical Treatment Device NORFOLK KL Cooling Tower Evapco Smart Shield Chemical Treatment Device NORFOLK KM Cooling Tower Evapco Smart Shield Chemical Treatment Device NORFOLK KQ Cooling Tower Evapco Pulse Pure Electronic Treatment Device NORFOLK W5 Cooling Tower Evapco Smart Shield Chemical Treatment Device NORFOLK X2 Cooling Tower Evapco Smart Shield Chemical Treatment Device NORFOLK X2

A. Please see revised inventories and ELINS.

Q.51 There were numerous domestic boilers shown on the facility inventory list. Is domestic water treatment to be incorporated in this solicitation, or will this equipment be removed from the list?

A. Please see revised inventories and ELINS.

Q.52 Will NAVFAC provide a copy of the last year of water treatment service reports and water treatment related analytical test reports for all systems and locations in this solicitation so prospective bidders can better understand historical operation to refine their cost data?

Q.53 How much has NAVFAC been paying for water treatment services for the past year for all systems and locations shown in the solicitation?

Q.54 During the Yorktown/Cheatham tour, we were taken to Building 235 that had a steam boiler. This location was not on the facility property inventory list and there were no steam boilers for Yorktown/Cheatham on the list. Is this location being added to the list and are there any other locations to be treated not on the facility property inventory list?

A. CAD 236 is the correct building. Building was identified incorrectly on the site visit.

Q.55 On the facility property inventory list, are all the boilers properly labeled as either steam or hot water?

B. Norfolk, Yes.

Q.56 The classification for water treatment service technician is not on the wage determination documents. Which position on the wage determination satisfy NAVFAC requirements for this solicitation?

A. 25210-Water Treatment Plant Operator

Q.57 Page 79, Section 2.3 of the solicitation states: “The bidder shall have or have access to a laboratory to analyze, at the offeror’s expense, all types of water samples, deposits, microbiological counts, wood samples, metallurgical samples, resin samples and corrosion coupons.” The cost to perform these tests could easily outweigh the cost to perform the actual water treatment program for the majority of the systems listed in the solicitation. Can this analytical testing be placed as an additional price line item to allow balanced bidding between all parties? If not, can NAVFAC estimate how many times per contract period this will be required for fair cost estimating?

A. Currently, no testing is being performed at any site.

Q.58 During the Little Creek/Fort Story tour, it was mentioned there may be issues with allowing treated water to go down the sanitary sewer. Are the cooling towers allowed to be dosed with treatments and are contractors allowed to drain the closed loop pot feeders into the drain to allow dosing for all locations in the solicitation?

A. Pending answer.

Q.59 On page 233 of the solicitation - section “(a) Price” it ask for a copy of our Reps & Certs, but on page 222 it ask us to confirm if our Reps & Certs are up to date on SAM. If they are up to date do we still need to print all 49 pages of our Reps & Certs and include it with each copy of our submission?

A. If they are up to date on SAM there is no need to submit with the proposal.
