UPDATED: 09 MAY 2018 (AMENDMENT 0002)

PPI # Discipline Question Response

1 Fire Protection

The specification / drawing calls for electric smoke detectors above the chamber ceiling? Is there a cavity above the anechoic chamber with pre‐ action?

Yes, the space above the anechoic chamber has an existing preaction sprinkler system.

2 Fire Protection

If there are multiple ceiling levels in and above the anechoic chamber, what are the ceiling heights of each?

The anechoic chamber ceiling is approximatley 25 ft and the ceiling above the anechoic chamber is approximaltey 5 ft.

3 Fire Protection

The specification / drawing calls for electric smoke detectors located in the chamber. Typically an anechoic chamber is a radiation testing type chamber in which electric smoke detection does not operate properly potentially causing false alarms / discharges. Can you confirm the application of electric smoke detectors is correct inside the anechoic chamber?

The smoke detectors shown in the chamber are to be demolished

(F‐101 demo note 1). An air aspirated very early warning smoke detection system is to be provided in the chamber (F‐101 new work note 1), not electric smoke detectors.

4 Fire Protection

The specification / drawing calls out for two (2) control panels, one (1) for clean agent fire system, one (1) for pre‐action system. The clean agent and pre‐action can be monitored / controlled / released by a multiple zone single (one

(1)) control panel. Would this be acceptable or are two (2) control panels required?

Provide two releasing panels as shown on the drawings.

5 Fire Protection Where would the pre‐action valve be located?

The preaction valve is existing. It is located in the mechanical room (Room 105 per our existing floor plans).

6 Fire Protection

Is the demolition of the existing fire alarm system / devices under an alternate contractor scope of work?

The existing fire alarm system is not being demolished and is going to remain. Only demolish the devices noted in the demolition keynotes on F‐101.

7 Fire Protection

The specification / drawing calls for clean agent fire protection of the control room in conjunction with the anechoic chamber. Can you confirm the ceiling height in the anechoic chamber (60'‐0"?) and the control room (XX'‐XX")?

I don't have exact measurements and only have existing floor plans. As I recall, the anechoic chamber is about 25 ft and the control room is about 9 ft. This should be confirmed during the contractor's site visit.

8 Fire Protection

Is air sampling detection required in the control room or only photoelectric type electric smoke detectors?

Air aspirating smoke detection is required in the control room as well as the anechoic chamber.

9 Fire Protection

Can you confirm where pre‐action will be required? Anechoic chamber, above anechoic chamber, and control room?

See F‐101 General Note 1. The preaction sprinkler system is existing and will remain in the control room and above the anechoic chamber. The sprinklers will be removed from inside the anechoic chamber and not replaced.

10 Fire Protection

The specification / drawing calls for a manually operated 2nd supply of clean agent fire suppressant. The system can be configured as a main / reserve (two shot) system in which either supply of clean agent suppressant can be manually actuated by pull stations or mechanically. The main / reserve switch will select which cylinders are ready to be activated. Is this an acceptable configuration and / or the intent of the specification / drawing?

The intent is to have a primary clean agent system activated by the air aspirating smoke detection system and a reserve clean agent system activated manually. If the system can be configured as described in the RFI, that would also be acceptable.

11 Fire Protection

Will there be any flammable liquids or hazards housed / used in the anechoic chamber which would increase the required clean agent fire suppression system design concentration for fire protection?

There aare no flammable liquids or other hazardous substances housed/used in in the anechoic chamber.

12 Electrical

Is the anechoic chamber an electrically classified area? (i.e. Class 1 Div 1, Class

1 Div 2, etc.)

There is no electrical Classification to the chamber – standard electrical outlets, lights, etc.

13 Fire Protection

Is there any specific clean agent fire suppression agent or acceptable / allowable clean agent fire suppression agent to be provided? In previous systems at Crane FM200 clean agent fire suppression systems were applied.

Plans and specs were prepared with Novec1230 in mind due to the smaller amount of floor space needed for the cylinders, but we can't specify a specific clean agent. Any clean agent that meets the specs will be acceptable.

14 FF&E

When is it expected that the FF&E modification would be issued, so that it can be determined if the furniture will undergo a manufacturer's price increase?

FF&E modification will be awarded as a lump sum, 6‐9 months prior to BOD which is currenlty anticipated to be in the second quarter of FY18 or NLT 1/18/19.

15 FF&E

The RFP states that the Prime

Contractor should anticipate a deposit between 30 percent and 50 percent of the FF&E cost (estimated to be approximately $1.1 million). Can the

Contractor bill for this deposit at the time it is paid by the Contractor to the manufacturer's dealer? Also, can the Contractor bill for the balance due at the time it is paid by the

Contractor to the manufacturer's dealer?

Payments for FF&E will not be made until the FF&E is either on‐ site or is in the position of the prime contractor and stored in a secured/insured/approved facility.

16 FF&E

Please confirm all purchases for the project are tax‐exempt.

The contract contains clause 52.229‐3, Federal, State, and Local

Taxes which requires the contractor to include all applicable federal, state, and local taxes in their price. However, purchases for items for use by the Federal Government are tax exempt in accordance with Indiana Code 6‐2.5‐5‐24. See www.in.gov/dor for further information.

17 FF&E

The RFP states that "F&FE items are not considered construction and the prime contractor shall not be required to secure any additional bond for the award of the FF&E line item unless otherwise indicated in the contract. If any additional bond is required for the

FF&E line item it is to be included in the prime contractor's F&FE HAR." Please confirm that a bond for the FF&E is not required.

The prime contractor is not required to submit a bond to the

Government; however, prime contractor may chose to require subcontractors to provide bonding to the prime.

18 Seismic

International Building code: Most current projects fall under IBC 2012 or

IBC 2015.

This is indicated on S‐001, under "Project Notes", item #1. 2015

IBC is indicated.

19 Seismic

Seismic Design Category: A, B, C, D, E or

F? Likely a "D" for Southern Indiana.

This is also indicated on S‐001 under "Live Load Notes". This was calculated as "C" in accordance with the UFCs. This structure was on the low end of the design seismic accelerations that require consideration of design category "C".

20 Seismic

Component importance Factor: 1.0 or

1.5. Likely 1.5 if Department of Defense

project.

This is also indicated on S‐001 under "Live Load Notes". The importance category is 1.0. This a regular building (despite falling under DoD ownership), and it does not require consideration of risk category 4 (which has Ie = 1.5) as indicated in UFC 3‐301‐01, Table 2. It also does not fall under risk category 3 criteria in the same table. Risk category 2 is applicable to this structure.

21 Contract

See Attachment A, highlighted in yellow

– There is an inconsistency of completion days for the project. What is the total completion days requested for this project and is this the days of completion until the BOD date or the

CCD date?

BOD = 400 Days, CCD 430 Days (Block 11 on the SF 1442 and

Clause 52.211‐10 allow 15 days for performance to begin so in order to get a completiond date that is 430 days after award, the number of days to complete the project is 415 days so when we calculate the actual date we add the 415+15 to get a CCD of 430)

22 Contract

In one area of the solicitation it states that “the QC manager must report to an officer of the firm and not be subordinate to the Project

Superintendent or the Project

Manager”. On another page of solicitation it states that “ In addition to implementing and managing the QC program, the QC Manager may perform the duties of Project Superintendent”.

Also on attachment B it states that the

QC person can be the SSHO. Based on this information, it is our understanding that our project superintendent can also serve as the QC Manager and Site

Safety Officer onsite. Is this correct?

The QC manager must report to an officer of the firm and not be subordinate to the Project Superintendent or the Project

Manager. Either the QC Manager or Project Superintendent can also serve as the SSO.

23 Civil

Will there be a solid landfill provided for this project at NSA Crane?

Excess material and soil should be assumed to be disposed of off installation. Small amounts of soil may be disposed of on the installation pending availability and coordination with the

NAVFAC construction manager post award.

24 Demo

Does all demolished equipment/materials become property of the contractor?

All demolished equipment and materials become property of the contractor unless otherwise noted on the drawings or specs.

26 General

We are unable to attend the walk‐ through for the above mentioned project. My first question is, can we able to go forward and BID on this project still?

Yes, you may still submit a proposal even though you did not attend the site visit.

27 General

Secondly, Can you please provide us the walk thru SIGN UP sheet for contractors

& sub‐contractors.

A copy of the sign‐up sheet is provided with Amendment 0001

28 General

Is there any way that you can forward the Powerpoint presentation to me that was used in the pre‐proposal conference for subject solicitation?

A copy of the power point presentation is provided with

Amendment 0001

29 Fire Protection

Sheet F‐101 demolition note #2 indicates demo sprinklers in Anechoic chamber and general note #1 sprinkler above Anechoic chamber to remain.

Please confirm that there are sprinklers above and inside chamber. If so, is both above and inside chamber the same system?

Yes, there are sprinklers above and inside the anechoic chamber.

As per the drawings, the sprinklers inside the chamber are to be demolished and the sprinklers above the chamber are to remain.

30 General Will the areas we will be working in be occupied by employees or not?

The main project area, B3330S second floor will be vacated. The first floor, where there is limited work, will be occupied.

31 FF&E

What is the Navy’s intention regarding the timing of the Contractor Interior

Designer validation of all the FF&E requirements with the Activity?

Validation of the FF&E (face‐to‐face meeting with activity representative) should be part of the pre‐con meeting or immediately following. Construction duration is compressed so it will be important to start the FF&E process early.

32 FF&E

Confirm that a CTS‐D is required for the

AV design on this project. Is there AV

Equipment included in the project?

A CTS‐D is not required on this project. There is limited AV equipment on the project.

33 FF&E

Confirm if the over the shoulder meeting may be held at Norfolk, VA.

The over‐the‐shoulder meetings may be held either at NSA Crane or via conference call. If the meeting is held via conference call, submit the package electroincally to the Government at least two days in advance.

34 FF&E

How long will this project last? How much time is being allocated for the design if the Final FFE is due 9 months before BOD?

Final FF&E package will be due 6‐9 months prior to beneficial occupancy date. The FF&E process should begin immediately following contract award. The prime contractor should forward id credentials to NAVFAC ID for approval.

35 FF&E

How many BVDs should be anticipated for this project?

The government anticipates (1) BVD.

36 FF&E

“Upon completion of the FF&E installation, the Contractor shall provide professional Interior

Photography of the completed interior.” Will this be required?

Yes.
