SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0004

The purpose of this Amendment is to:

1. Revise INSTRUCTIONS TO OFFERORS, 1.1.1 and 1.2.1

2. Revise INSTRUCTIONS TO OFFERORS, 4. EVALUATION FACTORS FOR AWARD, 4.2 Basis of

Evaluation and Submittal Requirements for Each Factor, (a) Price, (1) Solicitation Submittal Requirements:

(iii) Bid Bond.

3. Provide response to all PPIs

4. Provide attachments “09 90 00,” and “3889_1569859_M-501 REV A”

1.1.1 THIS SOLICITATION IS BEING ISSUED AS A TOTAL SMALL BUSINESS SET-ASIDE. THE

NAICS CODE FOR THIS PROCUREMENT IS 238220 AND THE SIZE STANDARD IS $15M.

Offerors that wish to propose as a Joint Venture for this small business set-aside must be in compliance with 13 CFR 121.103(h)(3).

1.1 GENERAL OVERVIEW OF PROCUREMENT PROCESS

1.2.1 This solicitation is formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203. This method permits evaluation of proposals based on price competition, technical merit and other factors; permits impartial and comprehensive evaluation of offerors' proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government. This acquisition will be solicited as a competitively negotiated procurement as a total small business set-aside. Offerors that wish to propose as a Joint Venture for this small business set-aside must be in compliance with 13 CFR 121.103(h)(3).

4.2 . Basis of Evaluation and Submittal Requirements for Each Factor.

(a) Price

(1) Solicitation Submittal Requirements:

(iii) Bid bond (SF-24). Offeror shall submit a bid bond (SF-24) in the amount of 20% of total project bid price for the seed project or $3M, whichever amount is less. The bid bond shall be in the name of the offeror identified on the SF1442. In addition, the offeror shall provide a letter from its bonding company confirming that it has a single award bonding capacity of at least $4,000,000 and the ability to bond multiple projects.

Provided are all response to all received PPIs, including those that have been responded to previously. The spreadsheet did not include numbers 15 through 19; no questions/answers have been excluded from this list.

# Page Section Paragraph

1 11 4.; Factor 1 11

The RFP states:

Experience shall be that of the Offeror, either performed as a prime or a subcontractor. Experience of proposed subcontractors will not be considered.

If we partner/team (not JV) with another contracting firm (not A/E), does the government consider the experience of both firms?

Bid per the RFP

2 8 4.2; a, iii 8

The RFP states:

...the offeror shall provide a letter from its bonding company confirming that it has a single award bonding capacity of at least $10,000,000 and the ability to bond multiple projects.

Is this dollar figure of $10 million correct? For the work to be completed (Size: HVAC work of $25,000 or more.

At least one (1) project must have a final cost for the HVAC work of $400,000 or more. page 10), $10 million bonding is unnecessary.

See Amendment 0004

3 N/A N/A N/A Who is the incumbent? This is a new contract.

4 Factor 1

Factor 1 experience states “ Offeror shall provide a minimum of 3 and maximum of 10 projects __” . However under the JV experience it states that “Offerors are still limited to total of five projects combined “ . It is possible that this could be a typographical error because the attachment A Past performance form has 10 projects .

See Amendment 0001

5 8 4.2(a) vi

The above-referenced solicitation states: "Offeror shall ensure a current VETS-4212 report has been submitted to the Department of Labor (DOL) website if the Offeror is required to submit." How does each offeror determine whether or not it is required to submit? Also, the VETS-4212 reports for 2017 were required to be submitted by 9/30/17. The 2018 VETS-4212 report has not been issued yet.

Questions regarding whether or not a firm is required to file a VETS- 4212 should be directed to the Department of Labor.

This office does not determined whether or not a firm is required to file a

VETS-4212.

32 19 of 66 10 5.3

Para 5.3 indicates all RFI inquiries must be submitted within 14 calendar days prior to the solicitation closing date. The current closing date is 3/6/18 thereby making the RFI cut off date as 2/20/18 in accordance with Para 5.3.

Amd 0001 was issued 2/15/18 establishing the Site Visit date as 2/27/18 which occurs after the indicated RFI cut off date of 2/20/18.

Since a site investigation will not have been performed and resulting questions developed until after 2/20/18 we hereby request that the RFI cut off date be extended at least 1 week beyond the site visit date to allow adequate time for review and submission of any RFI's.

See Amendment 0002

33 SF1442

The SF1442 establishes the bid due date as 3/6/18 at 2pm. Amd 0001 confirms that bid due date remains unchanged. Amd 0001 was not released until 2/15/18 which established a site visit for 2/27/18.

That only leaves 4 business days after the site investigation until the bid due date for the GC to complete their review of the contract documents for pricing , submit any questions presented by the site visit investigation, and for the govt to respond to those questions and any remaining unanswered questions that were not provided in Amd 0001. Seeing that this does not allow adequate time for all of the required actions to be taken after the site visit we hereby request that the bid due date be extended at least 2 weeks from the current date of 3/6/18 to allow adequate time to provide a fair and balanced response to this solicitation.

See Amendment 0002

34 N/A N/A N/A

The solicitation package that has been provided contains drawings for the seed project but no specifications. When will the specifications be provided?

See Amendment 0004

35 N/A N/A N/A

As there are no specifications for the seed project or a Statement of Work specific to the seed project it is not clear on whether commissioning of the new system in accordance with UFGS specifications is required performed by a 3rd party commissioning agent.

Please advise.

Bid per the RFP

36 5 5.3

Per paragraph 5.3 all inquiries are required to be submitted 14 calendar days prior to the solicitation closing date. This requirement would not permit any questions to be submitted after the site visit to be held on February 27. Can the inquiries date be extended to permit questions that are necessary as a result of the site visit?

See Amendment 0002

Cover Letter

13.A

The current proposal due date of March 6, 2018 only provides 6 calendar days after the site visit to prepare price proposal and complete our submission.

It is also precludes any bidder inquiries from being submitted. Would the government extend the proposal due date to at least March 14 and permit bidder inquiries to be submitted

See Amendment 0002 through end of day on Wednesday February 28?

General Requireme nts

The General Requirements for the project state the time for completion of this project is 145 calendar days from the date of award. We believe that 145 calendar days needs to provide NTP upon receipt of the chiller versus date of award. Upon award, the awarded team will need to provide a Chiller submittal to NAVFAC which we anticipate will take 5 calendar days. At that point the government will typically have 14 days for review. Once released, the expected procurement time frame for the new chiller is 12-14 weeks (84-98 calendar days). WIth that, the amount of time that will be expended prior to beginning significant work would be up to 117 days of the 145 day period of performance. We recommend the Period of Performance be based on an agreed upon NTP date versus from the time of award. Please advise.

See Amendment 0004

47 M401

From the time that the existing chiller is taken offline and removed to the time that the new chiller will be installed and brought back online up to a 10 day shutdown period will be necessary. As this is an occupied building will our proposal need to provide temporary cooling for the facility during this shutdown time frame?

Bid per the RFP

M501/C

M-501 detail C3 states to remove all existing nuts, bolts, and washers from the existing structural steel supports and provide new. Should the new nuts, bolts, and washers be stainless steel or hot dip galvanized?

See Amendment 0004

M501/C

M-501 detail C3 states to Clean, Prepare, Prime, and Paint existing structural steel supports. It was noticed that only certain areas contained rust, primarily at the bolts and from run-off of the chiller. The existing frame is hot dripped galvanized and therefore should not be primed and painted. We recommend in lieu of Prime and Paint to Cold Galvanize Spray. Please advise if this is acceptable and if not what should be done.

See Amendment 0004

Will the government please provide the building including the existing controls as-builts for the existing air cooled chiller and other controlled mechanical equipment?

51 M401

Throughout the project documents, for example M-401 Demolition Key Note #2 it references the existing piping as being 6" steel chilled water piping.

During the site walk it appeared that the chilled water piping was actually 4". Will the government confirm whether the existing chilled water piping is actually 6" or whether it is 4"?

If the existing chilled water piping is 4" is it acceptable to install 4" piping for the new work?

Bid per the RFP

52 M401

The existing insulation on the chilled water piping in the mechanical room is fiberglass insulation. M-401 new work keynote #4 gives direction for the new insulation on chilled water lines on the roof to receive cellular glass insulation.

There is not a detail indicating what is required in the mechanical room.

Please confirm that utilizing fiberglass insulation in the Mechanical Room is acceptable.

See Amendment 0004

What is the government’s allowable duration for a shutdown of the chiller during construction?

Bid per the RFP

Will the team need to bring a temporary chiller online or provide temporary heating/cooling during construction

Bid per the RFP

Is this the primary chiller serving B3889?

Attachments “09 90 00,” and “3889_1569859_M-501 REV A” are made available on NECO.
