The purpose of this Amendment is to revise Non-Price Evaluation Factor 1, provide information about the Government’s only site visit, and revise the Proposal Acceptance Period for the seed project. Additionally, this amendment provides answers to PPIs 1, 3, 4, 5, 6,7, 13, 14, 20, 21.
Site Visit Information
The site visit will be held on 27 February 2018 beginning at 1300 at Joint Expeditionary Base Little Creek.
The site visit will include Building 3889, map is attached.
READ AND FOLLOW ALL THESE SITE VISIT INSTRUCTIONS CAREFULLY.
Requirements and deadlines below will be strictly enforced. Late requests may not be processed in time for a pass to be issued. This will be the ONLY Government scheduled site visit. Cameras and photography are prohibited.
Participants shall meet promptly at Joint Expeditionary Base Little Creek, Bldg 3889
Directions to the Pass Office: Pass office is located at Gate 3 off of Shore Drive.
Participants who do not have routine active access to Joint Expeditionary Base Little Creek Fort Story shall complete columns C-G and I of the One Day Pass spreadsheet (separate attachment in NECO) and submit via email to sidnia.finke@navy.mil no later than COB on 16 February 2018. Participants who require pass office visitor access are strongly encouraged to allow at least 90 minutes to clear visitor processing at the Joint Expeditionary Base Little Creek Fort Story Pass Office.
To verify identity, visitors MUST be prepared to present a second form of identification at the pass office from the list of A or B Documents found at http://www.uscis.gov/i-9- central/acceptable-documents. You are expected to provide the items below in Security Information #2. Submission of a pass request form is no guarantee you will be able to get on the base. If for any reason you get to the gate and are not allowed onto the base (even if you have submitted a request form), you will need to find another way to get to the site visit.
Factor 1, Experience
(a) Solicitation Submittal Requirements:
Construction Experience:
Offerors shall submit a minimum of three (3) up to a maximum of ten (10) relevant construction projects that best demonstrates your experience on relevant projects similar in size, scope, and complexity to the projects proposed for this MACC.
For purposes of this evaluation, a relevant project is further defined as follows:
Size: HVAC work of $25,000 or more. At least one (1) project must have a final cost for the HVAC work of $400,000 or more.
Scope: HVAC/Mechanical/Refrigeration systems work to include
Repair Replacement New Installation
Complexity: HVAC/Mechanical/Refrigeration experience to include work in the following areas:
Energy Supply (oil, gas, steam, hot or chilled water supply) Heat Generating Systems (boilers, primary pumps, or auxiliary equipment, etc.)
Cooling Generating Systems (chillers, cooling towers, primary pumps, condensing units, or split system heat pump - outdoor units, etc.)
Distribution Systems (AHUs, FCUs, VAV systems, fans, exhaust fans, supply fans, heat exchangers, pumps, convectors, or duct heaters, etc.)
Terminal & Package Units (PTACs, PTHPs, WSHPs, Package/Rooftop Air Conditioners and
Heat Pumps, or Furnaces, etc.)
Controls (DDC, stand-alone or controllers, etc.)
System Testing & Balancing (piping and air system testing and balancing) Commercial Equipment (walk-in refrigerators/freezers, condensers and condensing units for refrigeration systems, display cases, etc.)
Note: The Offeror’s proposal shall, cumulatively, demonstrate experience with all of the types of HVAC work listed under “Scope” and “Complexity.” All elements do not have to have been completed under one project. Offerors should attempt to identify which element(s) of work it believes are addressed in each submitted project.
Projects submitted for the Offeror shall have been completed within the past five (5) years of the date of issuance of this RFP.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project and will not be considered; rather, Offerors shall submit the work performed under a task order as a project.
The attached Construction & Design Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. The Project Data Sheet includes a table with the Scope/Complexity Elements of this Factor in Block 9. The offeror is required to check off all of the Scope/Complexity elements included in the specific project within that table. If the same project is being used to demonstrate Construction and Design Experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods) using the criteria identified above. In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. The Offeror shall provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or the equivalent organization or process.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower.
Offerors are still limited to a total of ten (10) projects combined. For a JV, the offeror shall submit the signed JV agreement.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
Experience shall be that of the Offeror, either performed as a prime or a subcontractor. Experience of proposed subcontractors will not be considered.
Design Experience:
While the seed project is not design-build, design-build projects may be contemplated under this MACC. Therefore, the Offeror is required to address the design firm to be proposed on future projects.
Offerors shall clearly state the Architect-Engineer firm that is proposed to be utilized as the Designer of Record (DOR) for future task orders under this MACC. Provide the full name of the firm, address, DUNS number, and CAGE code. The designated firm will be required to be utilized as the DOR on future design-build task orders under the resulting MACC, unless a substitution is approved by the Contracting Officer for the proposed task order. The Offer must provide a supporting signed joint venture agreement, partnership agreement, teaming agreement, or letter of commitment with the Architect-Engineer firm that is proposed to be utilized as the Designed of Record (DOR).
Offerors shall submit a minimum of three (3) up to a maximum of ten (10) relevant projects performed by the proposed design firm as the designer of record that best demonstrate your experience in a diverse range of design tasks similar in size, scope and complexity to the projects proposed for this MACC.
For purposes of this evaluation, a relevant project is further defined as follows:
Size: HVAC work of $25,000 or more. At least one (1) project must have a final cost for the HVAC work of $400,000 or more.
Scope: HVAC/Mechanical systems work to include
Repair Replacement New Installation
Complexity: HVAC/Mechanical/Refrigeration experience to include work in the following areas:
Energy Supply (oil, gas, steam, hot or chilled water supply) Heat Generating Systems (boilers, primary pumps, auxiliary equipment, etc.)
Cooling Generating Systems (chillers, cooling towers, primary pumps, condensing units, split system heat pump - outdoor units, etc.)
Distribution Systems (AHUs, FCUs, VAV systems, fans, exhaust fans, supply fans, heat exchangers, pumps, convectors, duct heaters, etc.)
Terminal & Package Units (PTACs, PTHPs, WSHPs, Package/Rooftop Air Conditioners and
Heat Pumps, Furnaces, etc.)
Controls (DDC, stand-alone controllers, etc.)
System Testing & Balancing (piping and air system testing and balancing) Commercial Equipment (walk-in refrigerators/freezers, condensers and condensing units for refrigeration systems, display cases, etc.)
In addition, at least one project submitted shall demonstrate the offerors ability to incorporate eOMSI into the project with a final list of equipment installed and equipment removed during the project that is provided to the government.
Projects submitted shall have been completed within the past five (5) years of the date of issuance of this RFP. For design-build projects, the design portion of the contract shall have been completed within the past five (5) years of the date of issuance of this RFP. The design completion date shall be clearly stated on the Construction & Design Experience Project Data Sheet (Attachment C).
A project is defined as a complete design effort performed under a single task order or contract/subcontract.
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. The Offeror shall provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or the equivalent organization or process.
The Offeror may utilize experience of a design subcontractor as the Designer of Record in order to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor.
(b) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five projects for construction and five for design. Any projects submitted in excess of the ten (10) for Construction Experience and ten (10) for Design Experience will not be considered.
Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.
Offerors that demonstrate the ability to perform multiple projects simultaneously may be considered more favorably than those who do not have experience performing multiple simultaneous projects.
Relevant projects in which the Offerors demonstrates self-performance of the HVAC alteration, renovation, repair, or upgrade work may be considered more favorably than those that have not self-performed HVAC alteration, renovation, repair or upgrade work.
Relevant projects that were completed within the Hampton Roads Area of Virginia may be considered more favorably than those that were completed outside of the Hampton Roads Area of Virginia.
Offerors who demonstrate experience with special cooling systems and devices, dust and fume collectors, special humidity controls, or paint spray booth ventilation may be considered more favorably then offerors without such experience.
GENERAL REQUIREMENTS:
Proposal Acceptance Period: Proposal acceptance period shall be 120 days from receipt of offers.

The RFP states:
Experience shall be that of the Offeror, either performed as a prime or a subcontractor.
Experience of proposed subcontractors will not be considered. If we partner/team (not JV) with another contracting firm (not A/E), does the government consider the experience of both firms? Bid per the RFP

This is a new contract.
Factor
Factor 1 experience states “ Offeror shall provide a minimum of 3 and maximum of 10 projects __” . However under the JV experience it states that “Offerors are still limited to total of five projects combined “. It is possible that this could be a typographical error because the attachment A Past performance form has 10 projects . See Amendment 0001
8 4.2(a) vi
The above-referenced solicitation states: "Offeror shall ensure a current VETS-4212 report has been submitted to the Department of Labor (DOL) website if the Offeror is required to submit." How does each offeror determine whether or not it is required to submit? Also, the VETS-4212 reports for 2017 were required to be submitted by 9/30/17. The 2018 VETS-4212 report has not been issued yet.
Questions regarding whether or not a firm is required to file a VETS- 4212 should be directed to the Department of Labor.
This office does not determined whether or not a firm is required to file a
VETS-4212.
