INSTRUCTIONS TO OFFERORS

5.3 PRE-PROPOSAL INQUIRIES (PPIS)

All inquiries must be submitted in writing and received by the Contract Specialist ten calendar days prior to the solicitation closing date in order to permit adequate time to reply to the inquiry. There is no guarantee that PPI’s submitted after the cut-off date will be answered before the solicitation closes. Submit all questions to Sidnia.finke@navy.mil. Use of the PPI Log template is required. The PPI Log Template (Attachment D) can be found on the NECO website under the Additional Documents section.

Factor 1, Experience

(a) Solicitation Submittal Requirements:

Construction Experience:

Offerors shall submit a minimum of three (3) up to a maximum of ten (10) relevant construction projects that best demonstrates your experience on relevant projects similar in size, scope, and complexity to the projects proposed for this MACC.

For purposes of this evaluation, a relevant project is further defined as follows:

Size: HVAC work of $25,000 or more. At least one (1) project must have a final cost for the HVAC work of $400,000 or more.

Scope: HVAC/Mechanical/Refrigeration systems work to include

Repair Replacement New Installation

Complexity: HVAC/Mechanical/Refrigeration experience to include work in the following areas:

Energy Supply (oil, gas, steam, hot or chilled water supply) Heat Generating Systems (boilers, primary pumps, or auxiliary equipment, etc.)

Cooling Generating Systems (chillers, cooling towers, primary pumps, condensing units, or split system heat pump - outdoor units, etc.)

Distribution Systems (AHUs, FCUs, VAV systems, fans, exhaust fans, supply fans, heat exchangers, pumps, convectors, or duct heaters, etc.)

Terminal & Package Units (PTACs, PTHPs, WSHPs, Package/Rooftop Air Conditioners and Heat Pumps, or Furnaces, etc.)

Controls (DDC, stand-alone or controllers, etc.)

System Testing & Balancing (piping and air system testing and balancing) Commercial Equipment (walk-in refrigerators/freezers, condensers and condensing units for refrigeration systems, display cases, etc.)

Note: The Offeror’s proposal shall, cumulatively, demonstrate experience with all of the types of HVAC work listed under “Scope” and “Complexity.” All elements do not have to have been completed under one project. Offerors should attempt to identify which element(s) of work it believes are addressed in each submitted project.

Projects submitted for the Offeror shall have been completed within the past five (5) years of the date of issuance of this RFP.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project and will not be considered; rather, Offerors shall submit the work performed under a task order as a project.

The attached Construction & Design Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. The Project Data Sheet includes a table with the Scope/Complexity Elements of this Factor in Block 9. The offeror is required to check off all of the Scope/Complexity elements included in the specific project within that table. If the same project is being used to demonstrate Construction and Design Experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods) using the criteria identified above. In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. The Offeror shall provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or the equivalent organization or process.

If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower.

Offerors are still limited to a total of ten (10) projects combined. For a JV, the offeror shall submit the signed JV agreement.

If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.

Experience shall be that of the Offeror, either performed as a prime or a subcontractor. Experience of proposed subcontractors will not be considered.

Design Experience:

While the seed project is not design-build, design-build projects may be contemplated under this MACC. Therefore, the Offeror is required to address the design firm to be proposed on future projects.

Offerors shall clearly state the Architect-Engineer firm that is proposed to be utilized as the Designer of Record (DOR) for future task orders under this MACC. Provide the full name of the firm, address, DUNS number, and

CAGE code. The designated firm will be required to be utilized as the DOR on future design-build task orders under the resulting MACC, unless a substitution is approved by the Contracting Officer for the proposed task order. The Offer must provide a supporting signed joint venture agreement, partnership agreement, teaming agreement, or letter of commitment with the Architect-Engineer firm that is proposed to be utilized as the Designed of Record (DOR).

Offerors shall submit a minimum of three (3) up to a maximum of ten (10) relevant projects performed by the proposed design firm as the designer of record that best demonstrate your experience in a diverse range of design tasks similar in size, scope and complexity to the projects proposed for this MACC.

For purposes of this evaluation, a relevant project is further defined as follows:

Size: HVAC work of $25,000 or more. At least one (1) project must have a final cost for the HVAC work of $400,000 or more.

Scope: HVAC/Mechanical systems work to include

Repair Replacement New Installation

Complexity: HVAC/Mechanical/Refrigeration experience to include work in the following areas:

Energy Supply (oil, gas, steam, hot or chilled water supply) Heat Generating Systems (boilers, primary pumps, auxiliary equipment, etc.)

Cooling Generating Systems (chillers, cooling towers, primary pumps, condensing units, split system heat pump - outdoor units, etc.)

Distribution Systems (AHUs, FCUs, VAV systems, fans, exhaust fans, supply fans, heat exchangers, pumps, convectors, duct heaters, etc.)

Terminal & Package Units (PTACs, PTHPs, WSHPs, Package/Rooftop Air Conditioners and

Heat Pumps, Furnaces, etc.)

Controls (DDC, stand-alone controllers, etc.)

System Testing & Balancing (piping and air system testing and balancing) Commercial Equipment (walk-in refrigerators/freezers, condensers and condensing units for refrigeration systems, display cases, etc.)

In addition, at least one project submitted shall demonstrate the offerors ability to incorporate eOMSI into the project with a final list of equipment installed and equipment removed during the project that is provided to the government.

Projects submitted shall have been completed within the past five (5) years of the date of issuance of this RFP. For design-build projects, the design portion of the contract shall have been completed within the past five (5) years of the date of issuance of this RFP. The design completion date shall be clearly stated on the Construction & Design Experience Project Data Sheet (Attachment C).

A project is defined as a complete design effort performed under a single task order or contract/subcontract.

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. The Offeror shall provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or the equivalent organization or process.

The Offeror may utilize experience of a design subcontractor as the Designer of Record in order to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor.

(b) Basis of Evaluation:

The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five projects for construction and five for design. Any projects submitted in excess of the ten (10) for Construction Experience and ten (10) for Design Experience will not be considered.

Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.

Offerors that demonstrate the ability to perform multiple projects simultaneously may be considered more favorably than those who do not have experience performing multiple simultaneous projects.

Relevant projects in which the Offerors demonstrates self-performance of the HVAC alteration, renovation, repair, or upgrade work may be considered more favorably than those that have not self-performed HVAC alteration, renovation, repair or upgrade work.

Relevant projects that were completed within the Hampton Roads Area of Virginia may be considered more favorably than those that were completed outside of the Hampton Roads Area of Virginia.

Offerors who demonstrate experience with special cooling systems and devices, dust and fume collectors, special humidity controls, or paint spray booth ventilation may be considered more favorably then offerors without such experience.

GENERAL REQUIREMENTS:

Time for Completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the Government desires completion of construction within 145 calendar days after award (includes 15 calendar days for submission and approval of bonds and insurance).

Time for Completion under GENERAL REQUIREMENTS is shown as only 105 calendar days after award. This does not appear to accommodate for contract execution, submittal phase, material procurement or close out for this project. Is the 105 days correct?

See Amendment

Request to extend the deadline to submit PPIs to 1 week after the site visit to obtain answers for any questions that will arise.

See Amendment

Request to extend the RFP closing date to 16 March to allow time for site visit PPIs to be answered and to obtain accurate, competitive pricing.

See Amendment

10 5.3

Para 5.3 indicates all RFI inquiries must be submitted within 14 calendar days prior to the solicitation closing date. The current closing date is 3/6/18 thereby making the RFI cut off date as 2/20/18 in accordance with Para 5.3. Amd 0001 was issued 2/15/18 establishing the Site Visit date as 2/27/18 which occurs after the indicated RFI cut off date of 2/20/18. Since a site investigation will not have been performed and resulting questions developed until after 2/20/18 we hereby request that the RFI cut off date be extended at least 1 week beyond the site visit date to allow adequate time for review and submission of any RFI's.

See Amendment

SF144

The SF1442 establishes the bid due date as 3/6/18 at 2pm. Amd 0001 confirms that bid due date remains unchanged. Amd 0001 was not released until 2/15/18 which established a site visit for

2/27/18. That only leaves 4 business days after the site investigation until the bid due date for the GC to complete their review of the contract documents for pricing , submit any questions presented by the site visit investigation, and for the govt to respond to those questions and any remaining unanswered questions that were not provided in Amd 0001.

Seeing that this does not allow adequate time for all of the required actions to be taken after the site visit we hereby request that the bid due date be extended at least 2 weeks from the current date of 3/6/18 to allow adequate time to provide a fair and balanced response to this solicitation.

See Amendment

5 5.3

Per paragraph 5.3 all inquiries are required to be submitted 14 calendar days prior to the solicitation closing date. This requirement would not permit any questions to be submitted after the site visit to be held on February 27. Can the inquiries date be extended to permit questions that are necessary as a result of the site visit?

See Amendment

Cover Letter

13.A

The current proposal due date of March 6, 2018 only provides 6 calendar days after the site visit to prepare price proposal and complete our submission. It is also precludes any bidder inquiries from being submitted. Would the government extend the proposal due date to at least March 14 and permit bidder inquiries to be submitted through end of day on Wednesday February 28?
