Question GOVT RESPONSE

1 Basic Solicitation Section B

Attachment B included with the contract documents only provides a very vague/ambiguious scope of work with no drawings or specifications. Quantities of work and level of quality of materials to be used cannot be determined from the information provided in attachment B or during the timespan of a typical site visit.

Please provide drawings with a detailed scope of work that can be quantified and specifications for all materials required for this project.

Fair and balanced pricing cannot be provided without the requested information.

More detailed drawings/plans have been made available for these Training shelters. Contractors are expected to produce their own take off of materials required based upon their personal observation of the structures, accepted industry standards of repair, and normal estimating practices, as applied to the requirements given in the statement of work. There is approximately 37,190 square feet of purlins and support structure members to be prepped, cleaned, have rust converter applied, primer applied, and top coat applied to the surfaces. There is approximately 500 square feet of foundations to be painted.

2 Basic Solicitation Section B

This para indicates to replace structural members that have rusted beyond their serviceable life. There is no way to determine which structural members are beyond their serviceable life without having a structural engineer perform a structural analysis of both structures in their entirety. Please provide drawings or a structural analysis with a detailed scope of work that can be quantified and specifications for all materials required for this phase of work. Fair and balanced pricing cannot be provided without the

Structural members beyond their serviceable life refers to any structural member that has holes rusted thru the material where the surface area of the holes in any given surface is greater than 20 percent of that surface, or members with greater than 20 percent reduction in material thickness after cleaning the rust away.

Reference the amendment for additional information specific to Z-purlin repairs.

requested information

3 Basic Solicitation Section B

This para indicates that the contractor is to verify all quantities, measurements, color and conditions. No drawings or specs have been provided to verify this information with. The time allowed at a typcial site visit and required accessiblity would be insufficient to even attempt to gather and verify all the required information necessary for pricing.

Please provide drawings with a detailed scope of work that can be quantified, specifications for all materials required, and a color schedule for this project. Fair and balanced pricing cannot be provided without the requested information.

More detailed drawings and a new paint specification will be issued herein by this amendment that will provide additional details relating to the painting requirements that were included in Part 4.

4 40 00010 4 No requirement has been found requiring a bonding letter indicating the contractor's single project and aggregate bonding capacity needed to support this MACC contract. Should the contractor's provide a bonding letter from their bonding company?

See Amendment 3 for revised submission requirements, Letter is required.

5 10 00010 1 On our NAVFAC Design Build contracts the Designer typically prepares the design documents (drawings & specs), responds to RFI’s during construction, prepares as-built drawings, performs CA during construction, and assists D/B team with Project Close-Out documentation. 42 Bldgs 925 & dwgs provid ed at site visit

A partial plan/elevation drawing of Bldgs. 925 & 6101 was provided to attendees of the 3/7/18 site visit held for this solicitation. The dimensions included in the elevation of each building are not ledgible due to the size of the elevation drawing and become further distorted when the drawing is enlarged. Since picture taking was not allowed and adequate time was not provided during the site visit at each building to note and measure all items, we again request that detailed, legible drawings/asbuilts be provided so accurate quantifies can be determined and priced for this project. Fair and balanced pricing cannot be provided without the requested information.

Building 6101 Dimensions: 120ft.

x 135 ft., 8 in. 'Z' purlins in overhead [34 purlins running long ways]. Building is 17ft. 5 in. to bottom of center rafter, 16 ft. tall to the edge of the eave.

Building 925 Dimensions: 100 ft.

x 110ft., 8 in. 'Z' purlins in overhead [22 purlins running long ways]. Building is 17 ft. 5 in. to bottom of center rafter, 16 ft. tall to edge of the eave.

See Drawings provided.

43 attach B d This para indicates the contractor is to clean any debris from the roof. During the site visit access was not provided to the roof area nor could it be viewed from the ground to determine the scope of work. Please provide a detailed scope of work describing the type and quantity of debris to be removed. Fair and balanced pricing cannot be provided without the requested information.

The requirement is to clean the roofs in accordance with this amendment.

44 At building #6101 it was noted that the paint was peeling and was brittle, two signs that lead based paint may have been used. Will you confirm that lead based paint was used, or not, as this will affect the pricing?

Bldg. 6101 and Bldg. 925 have been tested and NO LEAD PAINT is present on either building.

45 If either building was painted with lead based paints, will you allow power washing procedures to remove the paint or will you define that sandblasting is required to remove every bit of it? Will the building(s) require ‘tenting’ to keep power cleaning/blasting efforts and repainting sprays from

There is no lead paint to remove from the buildings. You are required to clean rusted areas to clean bare metal, then treat with Corroseal Rust Converter, then paint with the primer and paint. If the area is not rusted it shall be prepped for primer and paint in accordance with the amendment blowing onto recruit training areas or roadways?

sections for pressure washing and paint specifications. All of the green frame work will get surface preparation, primed and painted.

The rusty metal will be cleaned of the rust in accordance with the RFP to bare metal and treated with the Corroseal Rust converter, then primed and painted. Review the amendment for additional information regarding paint and surface preparation requirements

46 Do the topside and the bottom side of the roof deck require painting?

We can assume that all structural building components require prep and painting, but, what about the gutters, leaders, electrical conduit, some of which is factory finished?

How are you treating the light panels?

The roof panels do not get painted on either side, they have special coating on them from the factory.

The light panels are to be cleaned in accordance with the amendment.

of dirt and mildew to best extent possible. (delete blue) The gutters and downspouts shall be cleaned of dirt and mildew in accordance with the amendment. The galvanized conduits do not need painted, but the conduits previously painted get painted again, the color that they are presently.

47 In order for the appropriate mechanical equipment to be used under the building, the recycled rubber must be removed and put back. It was noted that the recycled rubber thickness varied from appx.

<1” to 9”. Are there any special expectations or requirements as to this rubber product being put back after the repainting process is complete? Are we only to reuse what is there? or if additional product is required to meet a volume expectation will you tell us where to buy it?

MCRD PI maintenance practice is not to remove the mulch prior to using lifting equipment under the Thunder dome. It has been common practice the last few years to perform maintenance with certain types of man lifts by driving on the rubber mulch surface. The contractor shall make their own determination on what type of lifting equipment and how to address using lift equipment.

Contractor shall restore any disturbed area back to existing condition as a result of their activities.

48 A fabric between layers of sand and recycled rubber were noted.

This fabric was lifted/raised/ripped/torn in many places in building #6101. Is this fabric required to be replaced? If so, will you identify its’ repurchase information?

It is not necessary to replace the fabric unless disturbed by the contractor in their operations.

49 The perimeter ‘wood barrier’ stops The wood barriers and the erosion used for edging, along with the failures of the fabric, hold‐down spikes, etc. and the concrete gutter canals, all require repairs/ rework from the effects of previous floodwaters. Are these repairs/ re‐ work a part of the scope?

around the concrete splash blocks are not part of the scope of work and do not require anything to be done to them unless damaged or relocated due to contractor operations.

50 At building #925, the steel base of many columns has been badly corroded. Will you require ‘needle gun’ inspections, identification of steel loss and degradation, and potential addition of new steel components welded at specific locations?

Will you provide a registered structural engineer to review the findings and detail the repairs?

Since all the nuts and washers are corroded, will you be requiring them to be replaced?

The column bases are to be cleaned of the rust and repaired in accordance with the contract and amendment and treated with the Corroseal Rust Converter, primer and paint. No additional metal is required.

Review the amendment as additional work associated with anchor bolts, nuts and washers is identified.

Please explain the requirement of ‘record drawings’ since no drawings have been developed for this seed project.

The Record Drawings (if required) will be based upon the issued Drawings

52 At the site visit on 7 MAR 2018, it was indicated that floor and roof plans for buildings 925 and 6101 would be sent out via amendment.

To date, no amendment has been issued. Will you consider extending the bid due date considering the delay of the issuance of those plans?

Drawings have been furnished, and the proposal due date remains April 19, 2018.

53 On building 925, two downspouts appeared to be crushed. Should the replacement of those downspouts be included within the pricing of the seed project?

The two bent downspout discharge ends do not require replacement at this time, and are not included in this statement of work.
