About this file
This is Amendment 0003 to Solicitation N4008426R2001 for Integrated Solid Waste Management Bulk Waste at Marine Corps Installations Pacific (MCI-PAC) Camp Smedley D. Butler, Okinawa Japan, issued by NAVFACSYSCOM FAR EAST. The amendment extends the proposal due date from March 11, 2026 to April 14, 2026 and provides Government responses to 38 offeror inquiries regarding contract requirements and clarifications.
The solicitation requires comprehensive bulk waste management services including collection, segregation, recycling, and disposal of waste at designated collection points and bulk waste sites across the installation. Key service requirements include: solid waste collection at specified locations; operation of bulk waste sites with quality control and safety oversight; segregation of recyclable and non-recyclable materials; disposal of waste categories including construction and demolition (C&D) debris, metals, plastics, fabrics, wood, and e-waste; and specialized handling of asbestos-containing materials and medical waste through separate government-approved locations. The contract is structured as fixed-price regardless of actual quantity collected, with evaluation based on corporate experience demonstrating a minimum of one project with annual value of JPY120,000,000 or greater, completed within the past ten years, involving integrated solid waste management services. Offerors may submit a maximum of eight projects, with combinations of projects accepted if they meet specified scope, magnitude, and recency requirements and demonstrate at least six months of concurrent performance overlap. The amendment revises Factor 2 Corporate Experience requirements, provides revised Performance Work Statement and Exhibit Line Item Numbers, and clarifies requirements regarding asbestos materials handling, medical waste disposal, operational hours flexibility, collection procedures, and quality assurance responsibilities.

CLIN 2.9.1.7 states that the contractor shall avoid removing, sanding, abrading, or otherwise disturbing materials that may contain asbestos and must report such findings to the KO and COR. If customers bring materials suspected of containing asbestos to the Bulk Waste site, are these items acceptable for drop-off?

CLIN 3.3.1 - Non-Recyclable Waste CLIN 3.3.2 - Recyclable Waste Kindly clarify if this understanding is correct.
Yes. Spec 3.1 covers only operation cost of the bulk waste sites to include site management and oversight.
Spec 3.2, Solid Waste Collection, only cover bulk waste collection at all bulk waste collection points provided in J-1503030-06.

In the event asbestos is identified, handling, removal, packaging, and transportation procedures must be carried out in accordance with the applicable classification level (Level 1, Level 2, or Level 3). Depending on the classification, the waste must be properly contained and transported in double-layered, designated containment bags (e.g., approved MP bags) in compliance with relevant regulations.
Furthermore, prior to commencing any asbestos-related work, notification must be submitted to the Labor Standards Inspection Office in accordance with Japanese labor and safety regulations.
In addition, for the collection, transportation, and disposal of asbestos waste, as well as medical waste, it is mandatory to possess a valid Specially Controlled Industrial Waste Collection and Transportation Permit (Tokubetsu Kanri Sangyo Haikibutsu Shushu Unpan Kyoka).
In light of the above, we respectfully request confirmation as to whether this contract requires the contractor to obtain and maintain the above-mentioned permits.
