Notice No. 2

RFP N4008425R0057
KOREAN TRANSLATION SERVICE IDIQ FOR NAVFAC FE
Request for Information Questions and Responses
1. Attachment 4 Price Schedule A730-A733 and A735: The industry standard for Korean > English translation typically uses word count rather than character count as the rate unit. This differs from Chinese and Japanese, where characters are used as the rate unit. The distinction arises because Korean is a phonetic language, where a word conveys meaning, while in non-phonetic languages like Chinese and Japanese, each character holds its own meaning with no spaces.
Q1. Can you change the rate from "per character" to "per word"?
ANSWER: The Price Schedule will remain “per character” for A730-A733 and A735. Offers to provide quotations accordingly.
2. Do you have a contract with the incumbent for this project? If so, please provide me the contract number and the name of the incumbent.
ANSWER: No.
3. We understand that in order to qualify for the award we are expected to have an office in Korea.
We kindly ask if we could participate in the tender in case we would be willing to open an office in Korea if we are awarded the procedure.
ANSWER: Offerors shall submit proof of having an office located in Korea by the RFP due date. See SF1449, Page 18, Factor 1 Quality Management.
4. Specifically for onsite conferences where simultaneous interpretation is required, will you also need equipment support?
ANSWER: The Contractor shall provide all equipment necessary to interpret and translate. At conferences, speakers and communication equipment are typically provided by the Government when required.
5. For video translation, would you prefer DITR (Direct Interpretation to Translation), where we provide a translated script with 5-minute speaker identification, or would you like us to generate a caption file, translate it, and embed it in the video along with voice-over.
ANSWER: For video translations, a script of the video to be translated will be provided.
