About this file
This is a Performance Work Statement (PWS) for Integrated Solid Waste Management (ISWM) services at U.S. Commander Fleet Activities Yokosuka (CFAY), Japan. The PWS details requirements for collection, transportation, and disposal of residential, commercial, industrial, and medical waste, including both general and recyclable materials.
The contractor must provide all personnel, equipment, tools, materials, supervision, and other items necessary for waste management services. Key requirements include collection of household, recyclable, and bulky waste from residential and non-residential locations; medical waste collection from healthcare facilities; proper disposal of non-recyclable and recyclable materials; provision and maintenance of waste containers and compactors; and relocation of incinerated ash containers. The contractor must possess appropriate Japanese waste management licenses and permits, comply with local regulations, maintain detailed records and reports, and process manifests for industrial waste disposal. Historical data indicates approximately 170 home appliance items annually requiring disposal. The PWS specifies performance standards for waste collection schedules, container maintenance, spillage cleanup, and proper disposal procedures according to Japanese environmental regulations.
