About this file
This document contains responses to questions from potential offerors on a Request for Proposal for operation and maintenance services at a wastewater treatment plant in Okinawa, Japan. The Navy seeks a contractor to provide staffing and repairs for the facility's equipment including generators, cranes, fire pumps, sprinklers and hydrants. The contractor must inventory and enter asset data into the MAXIMO system and is responsible for repairs up to 2 million yen, with battery replacements classified as non-recurring work. Normal operations would be one eight-hour shift daily but the auto-call system for after-hours issues is not yet active. As-built drawings, photos and other attachments are referenced to aid in proposal preparation. The deadline for a pre-proposal site visit request is December 12, 2022.

QUESTION GOVERNMENT RESPONSE
1 PWS Section C- 0200000 Management and Administration 2.3.4
If the Prime Contractor does not have a License for Collection and Transportation of Industrial Waste and a License for Disposal of Industrial Waste, will the Government accept the license from the supporting subcontractor?
Subcontractor license is acceptable. Prime contractor is also considered "generator" of waste per JEGS. See revised PWS.
2 PWS Section C- 0600000 Port Operations 3.1
Is the contractor responsible for bringing the CHT hoses from storage to the ship, and then again from the ship to the storage area when work is completed? Or will this be performed by Port Operations.
Contractor is responsible for moving CHT hoses.
3 PWS Section C- 1501000 Facility Management 3.1.1
Request to confirm that the inventory assets currently are not listed in the MAXIMO system, and that the contractor needs to enter asset data as well as CBMM data for each asset.
Confirmed.
4 PWS Section C- 1502000 Facility Investment 2.3.5
As per section 2.3.5., requesting government to provide a list of equipment currently under warranty, as well duration of warranty for the equipment.
Upon turnover of facility (approx. July 2023), GOJ will honor two-year warranty of all items installed under subject project.
5 PWS Section C- 1502000 Facility Investment 3.1
In section 3.1, under performance standard, the 2nd paragraph states that the contractor shall respond within two hours and complete the repair within 48 hours. If repairs require specific parts that need to be ordered, the repairs will not be able to be completed with 48 hours. Will the government allow time to identify problems and order required parts so the repairs can be performed?
If repairs require specific parts that cannot be procured locally, the Government will allow time for required repairs to be performed in a timely manner.
6 PWS Section C- 1502000 Facility Investment 3.1
Section 3.1 states that the contractor is liable for up to JPY 2,000,000 in direct material and labor. Our understanding of this facility is that it has been built and standing for 2 to 3 years without maintenance. Likewise, the location of the facility makes it suseptible to harsh Okinawan elements which causes equipment to deteriorate at a faster pace than normal. It seems unreasonable for the contractor to be responsible for this threshold for equipment that has not been maintained for such a duration. Will government reconsider the threshold, and also add service calls to this contract for necessary repairs on failing equipment?
No. The Contractor is responsible for any individual occurrence of repair, including replacement, up to JPY 2,000,000 in direct material and labor cost. The Contractor shall notify the KO upon identification that the repair will exceed the liability limit of JPY 2,000,000.
7 PWS Section C- 1502000 Facility Investment 3.1
In regards to the previous question, if the liability of JPY 2,000,000 is to remain, will this liability limit remain in place for all option years of this contract?
Yes. The liability limit of JPY 2,000,000 will remain the same throughout the option years of the contract.
8 PWS Section C- 1502000 Facility Investment 3.1.2
In section 3.1.2, it lists fire hydrants as part of the IMP to be maintained. Requesting information on how many fire hydrants are included in this contract, along with their location.

If emergency operation is available, a normal 8-hr work shift (0730 hrs ~ 1630 hrs) and for trouble calls during unmanned hours is acceptable. The auto-call system was built-in but is not yet activated, pending clearance from NCTS. Once activated, assign DSN number(s) to the auto-calling feature of the central monitoring system.
