Could you kindly explain us what "Size Standard $31,000,000" means? With respect to the NAICS code, size standards represent the largest size that a business (including subsidiaries and affiliates) may be to remain classified as a small business for SBA and federal contracting programs.

(source: https://www.sba.gov/document/support-table-size-standards).

This does not apply to foreign (non-US) businesses.

2 Page.49 Attachment C was not included in the downloadable documents on the SAM site. Could you please upload attachment C?

Please disregard references to "Attachment C". The correct Experience Form is Attachment (3)_Offeror Experience Project Data Sheet.

3 0200000, 2.3.4 Permits and Licenses

The presolicitation only required subcontractor licenses for waste disposal and transportation. Now, the SPEC requires the prime contractor to have those. We would like to request the deadline for solicitation to be postponed as JV dealing taking time.

Noted. The RFP due date was extended through 7 Feb 2023, 10:00 A.M.

4 0200000, 2.10, Environmental Management and Sustainability

The operation shall follow the Japanese laws and standards for effluent water. Are there any other applicable laws or standards?

JEGS 2022, and OPNAV 5090

5 0200000, 2.10.2.4, Non-Regulated Waste Disposal & 2.10.2.5, Regulated Waste Disposal

Contractor disposes of regulated waste. Hazardous waste is to be handed over to the Gov. How about waste does not fit either of above?

For other form of waste caught at the auto coarse screen (grit chamber), it can be treated as normal trash.

6 0200000, 2.3.4 Permits and Licenses

The SPEC requires a license for waste disposal. Should the treatment plant be licensed for sludge disposal?

The plant has already permit from Okinawa Prefectural Government;

pls. see attached PDF.

7 0200000, 2.3.4, Permits and Licenses

We assume that the number of authorized/licensed disposal companies of industrial waste (dewatered sludge) in Okinawa Prefecture is small (not many) and if only specific JV holds/adds the disposal company of indsutrial waste (dewatered sludge) to the JV as member, it results in unfair and uncompetitive situation for this bidding. Therefore, would you please accept that disposal companies can join this bidding as not member of JV, but as subcontracor, so that any bidder can have a chance to use disposal company of industrial waste (dewatered sludge).

The Japan Environmental Governing Standards prohibits contracting with a licensed transporter that subcontracts with a licensed disposal company. It is our intention to contract only with a single contractor who is both licensed for transportation and disposal.

Hook-up and Disconnects

Should the contractor keep a watch around the clock when CHT is hooked up to a ship?

Contractor shall monitor initial connections and operations to ensure no problems but it is not anticipated that an "around the clock" watch will be necessary.

9 0600000, 3.1, CHT

Hook-up and Disconnects

We would like to know the type of connecters used for CHT hoses. If possible, we would like to obtain photos.

10 0600000, 3.1, CHT

Hook-up and Disconnects

How many CHT hoses are required to hook up a ship? Depends on the size of the ship, tides and location to the pier connections. Estimated maximum number of hoses is 3.

11 0600000, 3.1, CHT

Hook-up and Disconnects

Are eight CHT hoses sufficient when most number of ships are berthed?

Yes. There are 8 complete hose assemblies and 2 spare hoses without connectors.

12 0600000, 3.1, CHT

Hook-up and Disconnects

Can the contractor use a crane at berth and other utility services? There should be no need for a crane or other utility services at berth.

26 1604000, 3, Operation

We understand that this sewage treatment plant is not a typical septic tank, but an MBR(Membrane Bio Reactor) that operates, adjusts, and injects chemicals using a circulating two-stage nitrification-denitrification method to achieve the required performance (water quality below the standard value for discharge into the sea) for sewage discharged from ships of various sizes calling port irregularly and whose water volume and quality are not constant but vary greatly.

Am I correct in understanding that even if unexpected fluctuations in water quantity or quality occur during the five-year maintenance period, we must take action to achieve the required performance by operating and adjusting the facilities and injecting chemicals?

That is correct.

27 1604000, 3, Operation

Our company has designed the expected consumption amount of chemicals as shown in the table below for the expected maximum sewage inflow and water quality. Should successful bidder purchase chemicals from chemical manufacturer based on the following table for operation of WWT? Also, is the purchase cost of the chemical inclueded in the contruct amount?

WRT amount of chemicals needed, ODB contractor cannot dictate how much will be needed, as it will depend on the maintenance contractor.

But besides the chemicals listed on the table, there is also need for “Hychlon” (Calcium Hypochlorite, Effective Chorine of above 70%).

Also, high polymer coagulant shall be 40% concentration.

Lastly, inorganic coagulant shall be 11% concentration.

28 1604000, 3.1.1 , Wastewater Effluent Quality

If analysis for water quality is required, would you please inform us of the following two poinst ?

1.Water quality items/factors to be analyzed 2.Where to analyze water from

* Assuming performing water quality testing in the 1F lab, the samples hall be taken from:

1. Inflow sewage: There is a sampling valve on the discharge side of each flow rate control tank sewage transfer pump.

2. Aerobic tank: There is a sampling valve on the discharge side of each aerobic tank circulation pump.

3. Treated water: Sampling valves are located on the discharge side of each membrane treatment tank treated water pump.

4. Discharged water: Sampling is taken from the manhole of the disinfection tank.

Please refer to the Table 9.5: Effluent Discharge Limits for Conventional and Other Pollutants and Table 9.20 on the JEGS 2022. Daily requirement on the "DAILY AVERAGE" column, and monthly requirements on the "MAXIMUM column. As for annual requirements, please refer to the Japanese National Effluent Standards on the link "https://www.env.go.jp/en/water/wq/nes.html"

29 1604000, 3.1.2, Sludge Disposal

Our dewatered cake removal system is designed with the following details.

The maximum amount of generated dewatered cake is 0.9 ton/day at the maximum inflow of sewage and water quality. The storage capacity of the dewatered cake hopper is 9.0 m3, so dewatered cake is needed to be taken out once every 10 days.

Should successful bidder arrange the disposal the dewaterd cake to disposal company of industrial waste? Also, is the disposal cost of dewatered cake inclueded in the contruct amount?

It would be depend on how the awarded contractor will be operating the plant.

But WRT disposal of dewatered cake and its disposal cost, it is believed that it should be included in the bidding amount.

30 1604000, 3.1.2, Sludge Disposal

We would like to obtain analysis data for the sludge to be disposed of, as they are required for a quote from a disposal company.

Pls. refer to Q22.

31 1604000, 3.1.2, Sludge Disposal

Can we get sample sludge? No sludge is available from the new plant.
