Can you please confirm that a design team member/subcontractor's project experience submitted under 2) Design Experience will be considered at the same weight as the offeror's projects due to the nature of engaging independent design firms to satisfy the design-build requirements of this contract?
To clarify, the statement: "More weight may be given to the Offeror’s projects than to those submitted for subcontractors."

Can you please confirm that proposing a single design firm will be evaulated the same way as proposing multiple design firms?

In Amendment 004 response #14, the penal amount of the performance bond requirement is revised to 10% of the contract price. We would like to ask if this 10% already include the bid bond.
To clarify, the bid bond is not the same thing as the performance bond. The bid bond is required as a submittal requirement to Factor 5, Price. If selected as the awardee of the Seed project, the awardee must furnish the performance bond within 15 calendar days of the contract award. So the bid bond and performance bond are two separate bonds. The bid bond must be furnished and provided with the proposal during the solicitation. The performance bond should be furnished if awarded the seed project.
In this pandemic, paper works for the bonds and processing duration take a bit longer, we would like to request if able to extend the submission for another 10 days, with proposal submission due date to January 20,2022. Thanks for your consideration.
