QUESTION GOVERNMENT RESPONSE

section1.1 GENERAL

SCOPE

it says this contract is IDIQ basis and that's fine. How many vehicles do you think you need for the first year?

40 Trucks, 10 SUV, 5 mini-sedan section1.3.5) LEASED

VEHILCLES

Is rust included in "normal wear and tear". In our standard, repair/maintenance due to rust is not included in the lease.

Rust is considered normal wear and tear.

1.3.3 Place of delivery "The vehicles shall be delivered at the delivery point specified above within 60 - 90 days of date of task order."

we cannot promise to deliver within 60 - 90 days of date of task order. Could you accept that? Basically, the delivery time is 2-3 months. and trucks might need longer time to delivery. IDIQ is not adequate for this short term delivery. COVID-19 situation also influences on delivery time.

Additional time may be afforded per spec item 1.3.3 upon request of the contractor at the time of task order.

3.3.1 Damage of the

leased vehicles

"The government will be liable for damage to the vehicle in accordance with the terms and conditions of the commercial lease agreement, when the vehicle is damaged due to the negligence of the gevernment..."

is rust included in the damage due to negligence of the government? it is commonly known in okinawa that you should go to car wash after rain/typhoon, or your car easily gets rusted.

No. Rust as a result of failure to wash the a vehicle is not considered Government negligence.

1.4.1.6) contractor's responsibilities

"provide a loaner vehicle in the event that the lease vehicle cannot be repaired within three days regardless of fault" in the case that a leased vehicle needs more than 3 days to repair the damage caused by Government's fault, we do not provide a loaner vehicle. or we provide a loaner vehicle for reasonable price. could you accept that?

The Government will not accept an additional cost for a loaner. Per Spec Item 1.4.1 (6) if the Contractor cannot provide a loaner after three (3) days, the lease will be prorated for any period that the vehicle was out of service without a substitute vehicle available.
