QUESTION

GOVERNMENT RESPONSE

1 ANA We would like to visit and see all the site which is mentioned on Attachment+(2),if possible. Is it possible to visit there before Oct 16th,exclude 12th and 13th of Oct?

Yes, an in-person site visit is possible.

No, it is not possible to visit before October 16, 2020. A site visit is possible to schedule on or after October 29, 2020. Site visits will be limited to priority or complex sites.

2 In reference to Attachment J-0100000-07, “Recurring Work Price” in the Bid Price submission document.

The series numbering A001AA, A001AB, and so on, do not specify each area applicable in the drawing. Will there be any other descriptions/indications in the drawing or in Separate instruction documents?

Please refer to the Attachment J-1503050-07 Common Output Level Standards (COLS) and Customers’ Level Standards (CLS) for each ELIN item requirement. Also, please refer to “LEGEND” described at the right corner of the Attachment J-1503050-04, Site Maps.

For example, A001AA Prestige Area is shown on the map as “Prestige Area under Recurring Work” on the drawing.

3 As for Anti-Terrorism Force Protection (ATFP) area, we do not find this terminology in the drawing in concern.

Does this terminology refer to “Perimeter Fence of ATFP” in the drawing?

Yes, it does.

4 Is it possible to get the award information including price for the current contract?

Yes.

Award date: 21 Mar 2016 Contract Number: N4008416D6305 Period of Performance: 1 Apr 2016 – 31 Mar 2021 Total amount (Not-to-Exceed / NTE): ¥606,143,845 (as of 1 Nov 2020, including recurring & non-recurring work)

Solicitation No. N4008420B6303 Grounds Maintenance and Landscaping at Commander Fleet Activities Sasebo, Japan

5 SF1433

Block 10 Size Standard $8,000, As far as we have reviewed the specification, it appears that the workload specified in the specification has increased when compared with the one we have been performing under the existing contract as follows:

Main base housing: Increased by 2,251 square meters Akasaki POL: Increased by 4,261 square meters Hario Housing: Increased by 6,277square meters

Also, additional work such as ditch cleaning work at Maebata Ordnance area has been included. However, as far as we have surveyed the site, most of the ditches are covered with earth and sand, and it makes difficult for us to locate them. Therefore, we are concerned whether or not we could quote appropriate cost for the dich cleaning work.

In the meantime, the size standard of $8 million / 8 years stated in Block 10 of SF1433 looks very aggressive. For a comparison purpose, we assume that $8 million / 8 years equals to $ 1million / year, and this “$1 million/year” looks very low when compared with the size of the existing contract considering such increased workload and the geographical features of operation areas specified in the specification、especially the operation areas such as Akasaki, Iorizaki, Yokose, Maebata ORD, and Hario ORD where very skillful workers are required to perform the contractual services on very steep slopes. (We assume that $8 million is the combined amount of recurring work and non-recurring work to be performed over 8 years.)

Question:

Is this “$8 million / 8 years” is the maximum amount for the solicitation reflecting the budget of the Government?

The NAICS and SIZE STANDARD is for Small Business set-asides which applies only in the United States. This requirement is UNRESTRICTED.

As such, do not refer $8,000,000 on block 10 for submission of your bid.

Note: The size standard is used to determine what businesses qualify as “small businesses” for requirements solicited and performed in the United States. As this requirement is performed in Japan, this is not applicable to the IFB.

Solicitation No. N4008420B6303 Grounds Maintenance and Landscaping at Commander Fleet Activities Sasebo, Japan

6 SF1433

Block 10 Size Standard $8,000, The term of the existing contract is 5 years, including 4 option periods while the term under this solicitation is 8 years including 7 option periods.

Considering the current economic situation, severely affected by COVID-19, it is hard for us to predict or offer the prices on a long-term basis.

Question:

Please advise us whether or not the prices can be reconciled in the case that the economic situation drastically changes far beyond our estimation.

The Government intends to award a firm fixed price contract in accordance with FAR 16.202. “A firm-fixed-price contract provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract.”

The Government does expect a bidder to consider cost increases during the term of the contract.

Consider your costs and submit the best bid for the term of the contract.
